(WFAA)  The public still has a lot of questions about the shooting death of Botham Jean, including: Why has Dallas police officer Amber Guyger not been fired?

That issue was brought up Tuesday night at a town hall meeting at Paul Quinn College, where Chief Renee Hall took questions from the audience and asked for patience and trust.

Community members asked why the Jean case – in which Guyger fatally shot the 26-year-old in his apartment, saying she mistook the unit for her own – was transferred to the Texas Rangers and why Guyger was not arrested the day Jean was killed.

Hall asked the community to be patient and to allow investigators to do a complete investigation, including talking to more potential witnesses. She said the community talks about not trusting DPD and then criticizing the move to bring in an outside agency.

But it was clear there was a lot of frustration, and attendees still wanted to know why Guyger has not been fired. "I can’t do that because there are both local, state and federal laws that prohibit me from taking action," Hall said. "There are civil service laws we have to adhere to.”

Justin Moore, a civil rights attorney was a panelist at the meeting and was surprised by the Chief's comments. "I was completely mystified, and I really didn't understand where it came from last night. It seemed like Chief Hall might not have been well informed on the law,” said Moore.

The Dallas Police Department general orders do allow the chief to take action, saying, "The Chief of Police may circumvent all formal disciplinary procedures to render an immediate decision when it deems it necessary to preserve the integrity of the department.”

The general orders are the policies that officers have to follow and are governed by within the department.

It was unclear what laws chief Hall was referring to, but she promised she would release copies of the laws.

Police chiefs across the state and in Dallas have fired officers under criminal investigation. An internal investigation is typically conducted, but the chief can order that process to be expedited.

Officer Guyger is allowed due process which means an internal investigation is typically conducted.

The Dallas Police Department has fired other officers while under criminal investigation including Amy Wilburn who shot a man in his car and Cardan Spencer who shot a mentally ill man standing in street. "There is nothing that prevents a police chief from firing somebody on the spot or at least launching an internal affairs investigation,” said Moore.

Dallas County District Attorney Faith Johnson who now has the criminal case said it’s up to DPD to make firing decisions. She says her public integrity unit is focused on gathering evidence to give to a grand jury. "I am committed to getting to the truth. We will get to the truth, and the truth will be presented to the grand jury in this case,” said Johnson.

WFAA asked the Dallas Police Department the laws Chief Hall mentioned. They did not provide us with any.

They did provide us with the same general order we mentioned in our story and added. “General order 508 refers to the Police Chief’s ability to circumvent the formal disciplinary procedures not the investigative process.”

They also provided a copy of the city’s civil service rules. WFAA asked Dallas Police if the Chief has launched an internal affairs investigation. They did not respond to that.

(USA Today) Jesse Duplantis, a televangelist with viewers across the globe, says God told him he needs a new jet.

 

Specifically, God told Duplantis he needs a Dassault Falcon 7X, a three-engine private jet capable of carrying 12 to 16 passengers at speeds up to 700 miles per hour. The Falcon 7X, which would be the fourth plane owned by Jesse Duplantis Ministries,  has a range of almost 6,000 miles and costs about $54 million new, according to SherpaReport (although used ones are listed online for as little as $20 million). 

"Now, some people believe that preachers shouldn't have jets," Duplantis said in a video posted last week. "I really believe that preachers ought to ... have every available outlet to get this Gospel preached to the world."  

In fact, Duplantis said that "if Jesus was physically on the Earth today, he wouldn't be riding a donkey."

"He'd be in an airplane preaching the Gospel all over the world," he said. "But the first thing I thought of was, 'How an I going to pay for it?' And then that great statement that [God] told me in 1978 flooded into my mind. He said, 'Jesse, I didn't ask you to pay for it. I asked you to believe for it.'"

(Sports Illustrated) Chris Bosh hasn't played professional basketball since the 2015-16 season, but the 11-time All-Star says he's ready to make a comeback to the NBA.

"I've been in the gym. I can still play basketball. No I'm not done yet," Bosh said in an appearance on ESPN's "First Take."

Bosh, 33, was then asked by Stephen A. Smith if that means he's trying to come back.

"Yeah, I'm trying to come—man, I see all these guys shooting threes and not playing defense. Man, I mean, I got to get some of it," he quipped. Bosh said he's ready to return this season for a contending team.

Bosh's stellar career hit a major road bump in February 2015, when he was found to have a blood clot in his lungs. He missed the remainder of that season but returned in 2016 and was voted to the All-Star game before another blood clot surfaced, this time in his calf. Despite attemps to get back on court, Bosh has not played since then, and the league ruled his blood clotting issues a career-ending injury, which allowed the Heat to take his salary off their cap sheet. 

Bosh spent seven years with the Raptors before joining with LeBron James and Dwyane Wade to form a "Big 3" in Miami. Bosh reached four straight finals with the Heat and won two championships before he re-signed with the franchise after James left to return to Cleveland before the 2014-15 season. 

He has career averages of 19.2 points, 8.5 rebounds and 2.0 assists. 

The last day a free-agent can sign with an NBA team and still be eligible for the playoffs is March 1.

Hip-hop’s new-school frontrunner Drake just released “Find Your Love,” the second single from his forthcoming debut album, Thank Me Later. This Kanye West produced track finds the rapper singing about what he describes as “one of my worst character traits.” Apparently the 24-year-old has the worst luck picking the right woman. “I look for love in the wrong people,” he recently told us. “It just always seem like the women I find are poison for me. I love women that can just walk into a room and stop the whole area. And I think that those initial qualities always end up getting me hurt, which is a crazy thing for a guy to say.”

The beat’s hip-hop-meets-Phil Collins pop sound is similar to the dreary tunes found on West’s last album 808's and Hearbreak. But Drake, sans the Auto-Tune West used, sings well here. On “Love,” Drake, hurt by women many times before, hopes his next relationship doesn’t crash like the others. “I’ve been through this s— so many times that if I go through his again,” he says of the song’s concept, “I better find your love. You better be that one. Because if not, I don’t know what type of guy I’m going to turn into.”

Broken hearts aren’t typically the topic of hip-hop songs. Drake believes that his supporters, especially the guys, will be able to relate. But he knows he’s taking a chance. “Find Your Love” is an extremely vulnerable song,” he says. “And it’s actually a huge risk. It almost feels like the song should be performed by a woman. I’m just hoping that men really hear the song and they’re honest with themselves. I know a lot of men feel that way.”

Fifteen years after the Oklahoma City bombing, the spectre of domestic terrorism has returned to haunt the Obama Administration, with a warning from the FBI that “home-grown and lone-wolf extremists” now represent as serious a threat as al-Qaeda and its affiliates.

The warning, from the FBI Director, Robert Mueller, came as the former President Clinton drew parallels between the Oklahoma City tragedy and a recent upsurge in anti-government rhetoric, while American television audiences heard Timothy McVeigh, the Oklahoma City bomber, describe the “absolute rage” that drove him to plan an attack that killed 168 men, women and children.

An FBI spokesman told The Times yesterday that Mr Mueller was referring to right-wing extremist groups and anti-government militias, as well as American Islamists, in his testimony to the Senate committee that must approve the FBI’s $8.3 billion (£5.4 billion) budget.

Last month federal agents arrested nine members of a Christian militia based in Michigan, calling itself the Hutaree. They have been charged with plotting to murder local police with a stash of guns, knives and grenades.

Since the passage of President Obama’s health reforms, the FBI has also made arrests in Seattle and San Francisco after death threats were sent to Democratic senators.

It’s one thing to express dissatisfaction with the Government but once you cross the line with a violent threat, that’s a violation that we take extremely seriously,Bill Carter, the bureau’s spokesman, said.

The Oklahoma bombing was followed by an exhaustive civilian trial in which McVeigh became a hate figure to most but a hero to some members of the survivalist fringe on which he was radicalised.

He was executed in 2001, but not before granting 45 hours of death-row interviews to the authors of a book, American Terrorist, whose tapes will be broadcast for the first time on Monday. McVeigh never confessed to the bombing in court but he appears to do so on the tapes.

I feel no shame for it,” he says. “This was something that I saw as a larger good, and I know that, as I analysed the history of not just the US, but all nations throughout the history of mankind. People have killed for what they believed was the greater good, and it’s accepted. Sometimes killing is accepted.”

The White House was careful to emphasise that the threat of external terrorism remained acute but senior officials are privately confident that military operations in Afghanistan are going well and putting al-Qaeda on the back foot. Few people in Washington are as confident about the domestic threat.

A number of others have already spoke out against Limbaugh and his involvement with the SCP Worldwide investment group. Dr. Dre joins the list of Limbaugh critics, including Reverend Al Sharpton, Jesse Jackson, NFL Players Association executive director DeMaurice Smith, NFL commissioner Roger Goodell and others. Last week SCP Worldwide chairman Dave Checketts dropped Limbaugh from the group's attempt to bid for the Rams, labeling his involvement "a complication and a distraction." "As such, we have decided to move forward without him and hope it will eventually lead us to a successful conclusion," Checketts said. CNN Reports PARIS, France (CNN) -- Former first lady Laura Bush praised the performance of her husband's successor Monday, breaking with many Republicans in telling CNN that she thinks President Obama is doing a good job under tough circumstances. Former first lady Laura Bush defended President Obama's decision to address the nation's schoolchildren. She also criticized Washington's sharp political divide during an interview covering a range of topics including her thoughts on first lady Michelle Obama, former Vice President Dick Cheney, the situation in Afghanistan and Myanmar, and life after eight tumultuous years in the White House. Bush sat down with CNN on Monday during a United Nations meeting in Paris, France, where she was promoting global literacy, a cause she trumpeted during her husband's administration. The typically reserved former first lady defended Obama's decision to deliver a back-to-school speech to students, putting her at odds with many conservatives afraid that the president will use the opportunity to advance his political agenda. "I think he is [doing a good job]," Bush said when asked to assess Obama's job performance. "I think he has got a lot on his plate, and he has tackled a lot to start with, and that has probably made it more difficult." Michelle Obama is also "doing great," she said, in part by turning the White House into a comfortable home for her family. Libby was convicted on charges of perjury, obstruction of justice and lying to investigators looking into the leak that resulted in the exposure of CIA agent Valerie Plame Wilson. Though Bush expressed confidence that her husband will ultimately be remembered as "somebody who stood for freedom and who stood for the security of our country," she admitted that she's worried about the current situation in Afghanistan. "I'm very concerned, of course," she said. "All of us are concerned, and everybody, as they look at Afghanistan from around the world, really hope and want to [do] whatever they can to help the government stabilize, to see that the elections were fair." Bush said she hoped people "will redouble their efforts" to help the country fend off Taliban and al Qaeda extremists. She also repeated her outspoken criticism of the government of Myanmar, also known by its former name of Burma, which has come under fire for imprisoning pro-democracy activist Aung San Suu Kyi. The Guardian Reports The father of a women's world champion athlete today angrily denied accusations that the teenager was secretly born a man, insisting: "She is my little girl." Caster Semenya, 18, is undergoing a gender test to prove she is female after beating her rivals by a huge margin to win the gold medal in the world championship 800 metres in Berlin. Family, friends and teachers at her home in South Africa recalled how Semenya played football with boys, wore trousers instead of skirts and endured teasing by her peers. But all asserted that she is definitely a woman. Jacob Semenya, her father, told the Sowetan newspaper: "She is my little girl. I raised her and I have never doubted her gender. She is a woman and I can repeat that a million times." He attacked his daughter's critics, saying: "For the first time South Africans have someone to be proud of and detractors are already shouting wolf. It is unfair. I wish they would leave my daughter alone." Semenya, who has a muscular build and deep voice, aroused suspicions recently with a dramatic improvement in performance. She went from a virtual unknown to the world's fastest woman over 800m this year when she clocked 1:56.72 at the African junior championships in Mauritius. She sliced more than a second off that with her winning time of 1:55.45 in Berlin on Wednesday.

Athletics' world governing body has asked South African officials to conduct a "gender verification test". The test, which takes weeks to complete, requires a physical medical evaluation, and includes reports from a gynaecologist, endocrinologist, psychologist, an internal medicine specialist and an expert on gender. There is bewilderment and indignation over the controversy in Fairlie, the impoverished village in Limpopo province where Semenya practised her running on dirt roads and poorly kept playing fields. She lived with her grandmother while at secondary school and grew up without electricity or running water. Her grandmother, Maphuthi Sekgala, said: "I know she's a woman – I raised her myself. She called me after [the heats] and told me that they think she's a man. What can I do when they call her a man, when she's really not a man? It is God who made her look that way." The 80-year-old added that Semenya had been teased when growing up because of her boyish looks. "If the teasing hurt her, she kept the hurt to herself and didn't show what she was feeling," she told South Africa's Times newspaper. The athlete's mother said doubts about her daughter's gender were motivated by jealousy. Dorcus Semenya told the Star: "If you go to my home village and ask any of my neighbours, they would tell you that Mokgadi [Caster] is a girl. They know because they helped raise her. People can say whatever they like but the truth will remain, which is that my child is a girl. I am not concerned about such things." A picture emerged of Semenya as a tomboy who transgressed the rigid gender roles of South Africa's traditional rural communities. Her mother said Caster's first love was football. "Often I would ask her why she kept playing soccer, and with boys. All she said was, 'It's because I like it.' With her, everything was about soccer, soccer." Semenya was the only girl in the football team in Fairlie. Her former teachers spoke with pride about her prowess but admitted they had not always been certain of her gender. Eric Modiba, head of the Nthema secondary school, where Semenya was a pupil from 2004 until last year, said: "She was a happy child – I never saw her angry. She had a lot of friends, both boys and girls. She excelled at sport, especially athletics and football, which she played very well. "I have never seen her in a skirt or dress, always trousers. Initially we doubted her gender but eventually we realised she's a girl. We've seen her birth certificate and her file from primary school. At about the age of 16 she started to associate with other girls and try different hairstyles. But she never developed breasts." Morris Gilbert, a spokesman for Pretoria University's sports department, where Semenya is now a sports science student, said the issue of her gender had not been raised. "We are all very proud of her and of what she's achieved," he said. "The university stands behind her all the way." The runner's coach, Michael Seme, laughed off the allegations, saying that Semenya fielded constant questions about whether she was a boy from younger athletes when training. "Then she has to explain that she can't help the fact that her voice is so gruff and that she really is a girl. The remarkable thing is that Caster remains completely calm and never loses her dignity when she is questioned about her gender." Semenya had been "crudely humiliated" a few times and the closest Seme said he had seen her to anger was earlier this year when some people wanted her barred from using a women's toilet. "Then Caster said, 'Do you want me to pull down my pants that you can see?' Those same people came to her later and said they were extremely sorry." Semenya also received the backing of the governing African National Congress, which called on South Africans to rally around "our golden girl". The ANC said: "We condemn the motives of those who have made it their business to question her gender due to her physique and running style. Such comments can only serve to portray women as being weak." The ANC's youth league condemned the "racist agenda" of "imperialist countries", while the Young Communist League argued: "This smacks of racism of the highest order. It represents a mentality of conforming feminine outlook within the white race." Semenya herself is said to be bemused by the speculation. Phiwe Mlangeni-Tsholetsane, the South African team manager in Berlin, said: "She said to me she doesn't see what the big deal is all about. She believes it is a God-given talent and she will exercise it."

We came across an ill rumor yesterday. If 50 Cent were to perform at his "40 Day" neighborhood gathering in Southside Queens on August 30, he would have brought Cam'ron onstage with him. Wow. A real dope moment for the fans, but it would be very shocking — hypothetically speaking, since the two exchanged a myriad of disses years ago. But hey, if G-Unit are now doing records with D-Block, anything is possible. As luck would have it, we ran into Killa Cam recently in Harlem. We set up a joint interview with Cam, Vado and DJ Drama while they filmed a video for the mixtape track "Ric Flair," and during a break in filming, Killa addressed the rumors. Or meet anywhere ... we can meet in Benihana's if you wanna be serious. It don't matter. I'm not squashing a problem we had in Queens at your event. That's the same way he got other artists to come to his shows, whether they was down with Dipset or D-Block or T.S., or whatever the case may be. It ain't no real beef, but we ain't gonna squash what we had at a Queens event. We'll meet halfway — Triborough Bridge or something. But I ain't going to no show in Queens. I'll be at Harlem Week." One day the bosses may sit down, but in the meantime, Killa is focusing on his new crew, the U.N., and lead artist Vado. "We work every day. I got the U.N., Charlie Clipse, Bird Lady, Dipset West. It's like two different record labels under one umbrella. As far as the U.N. album, how deep we are? We got like 60, 70 songs done. That's why we knock the mixtapes out because if it don't come out, the music starts getting old. I wanna put it out before I start saying, 'Dag, remember that joint we did last January?' But we're done [recording] — we could put an album out tomorrow if we needed to." In early September, Cam is dropping the Boss of All Bosses Part 2 mixtape. A horrified Belgian woman woke up in a tattoo parlor with 56 stars covering the left side of her face, after, she claims, she only asked for 3, The Daily Mail reports. Eighteen-year-old Kimberly Vlaeminck is suing Romanian tattoo artist Rouslan Toumaniantz for 10,000 Euros to pay for its removal. Although Toumaniantz maintains that Vlaeminck asked for all 56 stars and he has the witnesses to prove it, he is willing to split the cost of removal. "Kimberley is unhappy and it is not my wish to have an unsatisfied client," Toumaniantz said. "There is a way to remove the tattoos with the help of a laser. I accept to pay for half the cost." Toumaniantz insists that Vlaeminck left his shop happy and satisfied with the job he had done decorating her face. She only started complaining after her father and her boyfriend saw her and were horrified, the Daily Mail says. Vlaeminck blames the language barrier for the mess up. She asked for the three stars in French and limited English, and she says Toumaniantz didn't understand her. But the tattoo artist maintains he understood her perfectly.
