SAN FRANCISCO (KTVU) - San Francisco Police Chief Greg Suhr on Friday announced the conclusion of an Internal Affairs investigation into racist and homophobic text messages sent by officers.
Suhr said at least one police sergeant and a captain were involved. "It just makes me sick to even talk about it," said Suhr. "Certainly to have a member as high ranking as a captain was particularly disheartening."
The texts surfaced a couple of weeks ago after former officer Ian Furminger was sentenced on federal corruption charges.

Fourteen officers in all were the subject of an internal investigation. Suhr says eight - including the captain - sent messages sickening enough to warrant immediate suspension and eventual termination.
Michael Robison - a gay police officer and 23 year veteran - resigned over the texts he shared with Furminger.
On Friday, Officer Michael Celis, a 16 year veteran of the force, announced he'd step down as well - a move that may help the officers keep their pensions.
"Those [texts] don't represent his views, they don't represent how he approached his work and his life," said San Francisco attorney Tony Brass, who represents Celis and Robison. "But he understands that the texts are incompatible with continuing his work as a San Francisco police officer."
In a statement, San Francisco Police Officers Association President Martin Halloran said, "These officers need to be afforded their due process... If these allegations are proven to be true... there is no place for this type of behavior within the San Francisco Police Officers Association or the SFPD."
The officers will go before the Police Commission, which will have the final say on whether to terminate them or mete out another form of discipline.
Critics on Friday called for reform in the department. "We have to vet officers," said San Francisco Public Defender Jeff Adachi, "so we don't have officers who hold racist views that are going to endanger not only themselves but the public, and also provide training on unconscious bias."
Suhr said the department recently restored a racial profiling class that had lost funding and plans to examine officers' backgrounds for warning signs.
"You have to assume that there could be more," said Suhr. "So we're going to look at their personal history questionnaires to see if there's some commonality that we hired somebody that we should've known that we shouldn't have hired."
Protesters took to the streets on Friday, March 6, after a 19-year old black man was shot five times by police in Madison, Wisconsin.
Cops responded to a call that Tony Robinson had committed battery earlier. When an officer arrived at his apartment he said he heard a disturbance inside. The cop forced his way into the apartment and reportedly got into a struggle with Robinson. During the fight the unidentified officer was reportedly hit in the head. He then drew his weapon and fired.

"In the context of mutual combat in that sense, the officer did draw his revolver and subsequently shot the subject," Madison Police Chief Mike Koval said.
Hours after Anthony Robinson was fatally shot by a Madison police officer, his grandmother, Sharon Irwin (second from the right), and aunt, Lorien Carter (pictured with the megaphone), asked the crowd at Williamson Street to keep demonstrations peaceful.
Police said they did not know if Robinson was armed, but initial indications are that he was not.
The officer on the scene administered CPR immediately after the shooting. Robinson was transported to a local hospital where he succumbed to his wounds.
State law mandates that an independent investigation be conducted. MPD froze the scene until the state Department of Justice's Division of Criminal Investigation arrived,according to The Daily Cardinal.
"You're not protecting us, you're killing us!" Robinson's grandmother, Sharon Irwin, shouted at police as the protests continued into early Saturday, according to The New York Daily News.

Robinson's aunt, Lorien Carter, said the family wasn't allowed to see Robinson's body in the hospital because it was considered "evidence."
"He wasn't referred to as 'his son' or 'your son,' just 'evidence,'" she said.

What should have been a routine traffic stop turned into an unjustified shooting of a citizen in Columbia, South Carolina.
Prosecutors just released dash cam footage of the incident that happened on September 4th. State Trooper Sean Groubert pulled in behind 35-year old African American Levar Jones, who had stopped at a Circle K convenience store. After Jones exited his vehicle, Groubert asked to see his license.

“I just got my license. You said get my license,” Jones says. “I grabbed my license. Right there, that’s my license.”
“Put your hands behind your back,” Groubert tells him, as he walks over to cuff the innocent man.
“What did I do? What did I do, sir?” Jones asks.
Groubert asks him if he is hit.
“I think so, I can’t feel my leg," the injured man replied. "I don’t know what happened. I just grabbed my license. Why did you shoot me?”
“Well, you dove headfirst back into your car,” he said.
According to WLTX, Groubert was fired on September 19 by the South Carolina Department of Public Safety after a review of the State Law Enforcement Division report. DPS Director Leroy Smith said Groubert did not follow protocol when he shot Jones.

Groubert, 31, was arrested Wednesday, September 24, and booked into Richland County Detention Center. Bond was set at $75,000.
He's been charged with felony assault and battery of a high and aggravated nature. He has since bailed out of jail.
Groubert will appear in court on October 24. He's facing up to 20 years in prison if convicted.
Jones is said to be recovering from a shot to the hip.

Video After The JumpThe day after a video surfaced showing a police officer whacking away at a West Philadelphia man outside a Chinese takeout restaurant, angry neighborhood residents said that the cop has a reputation for terrorizing the community.
The bald, stocky officer - dubbed "Mickey Mouse" by some locals - is "ruthless," said a man who works at a bar across the street from where Askira Sabur's dried blood stained the sidewalk.
"I heard about his reputation, but I saw him in action that night," the man said yesterday.
According to witnesses, Sabur, 29, was waiting for his food outside the takeout spot at Lansdowne Avenue and Allison Street last Friday about 8 p.m. Two officers pulled up in their cruiser and one approached Sabur.
Jamil Stroman, 40, who works at a barbershop next to the takeout and was outside with Sabur, said that the officer told Sabur, "Give me my street," meaning "clear the corner."
After Sabur told the cop, whose identity is unknown, that he was waiting for food, he was instructed to go inside, Stroman said.
Sabur told the officer that it was too hot inside and that he had to tend to his bike. The officer then asked Sabur for identification, and as he reached into his back pocket, witnesses said, the cop grabbed him from behind and the two fell to the ground.
Kenneth, who did not want his last name used but saw the confrontation, began recording the incident. The video begins with Sabur and the officer on the ground and shows the cop's partner rushing over to handcuff Sabur.
The first cop gets up and strikes Sabur with his baton several times over the next few minutes. Sabur, who is sitting, has his arms extended and one wrist is cuffed. At one point, the cop pulls out his handgun, points it at the crowd, then quickly reholsters it.
Sabur was left with a fractured left arm, a gash at the back of his head and a sore back.
"It could have been anybody," said Kenneth, a Marine veteran who posted his cell-phone footage on YouTube. "I'm seeing the blood shooting from his head. The blood is all over them and they kept hitting this guy."
"He's a nasty cop," said Doris Ginor, who lives in the neighborhood and witnessed the incident. "He harasses everybody."
Police spokesman Lt. Frank Vanore would not identify the officer and said that he did not have his history available.
Vanore said that Sabur was the one who knocked the officer to the ground and that he bit another officer and tried to take the first officer's gun.
The officer who struck Sabur is still on active duty, but Internal Affairs is investigating the incident, Vanore said.
Sabur faces charges including aggravated assault and resisting arrest. Evan Hughes, Sabur's attorney, said that Sabur also was charged with robbery, reportedly because of the accusation that Sabur tried to take the officer's gun.
"It's ridiculous," Hughes said. "They're throwing anything at the wall to try and justify it. Nothing can justify that. He was pushed on top of the officer and he was sandwiched between them while he was hit with a metal rod."
"He didn't deserve this," Sabur's wife, Akisha Holland, 30, said outside of her home on Conestoga Street near Media.
Sabur, a West Philly artist with murals around the city, "is the nicest man I have ever met," Holland said. "I fear for the lives of some of our black men, especially my husband.

LOS ANGELES — For 18 months, former Bay area transit officer Johannes Mehserle maintained a public silence about what led him to shoot unarmed Oscar Grant as he lay face down on an Oakland train platform.
More answers may come on Friday when Mehserle resumes testifying at his murder trial in a Los Angeles courtroom. His testimony marks the first time he's spoken publicly about the shooting early New Year's day 2009.
Mehserle, who is white, has pleaded not guilty to the 22-year-old black man. The trial was moved from Alameda County because of intense media coverage and racial tensions.

In a surprise move Thursday, Mehserle took the stand and told jurors that training he received didn't emphasize the possibility of mistaking his stun gun with his handgun.
But that's what his lawyer claims happened when Mehserle pulled out his .40-caliber handgun and shot Grant.
On questioning by defense lawyer Michael Rains, the brawny, 6-foot-4 Mehserle said he received Taser training in December 2008 and had only pulled it out once while on duty in the month before the shooting.
He said his former employer didn't put much weight on possible "confusion issues" where officers should place the Taser holster, only that the weapon wasn't to be put under their issued handgun.
"They left it up to us to figure it out," said Mehserle, who spoke in a calm, soft voice. "For me it wasn't that big of a deal."
Prosecutors say Mehserle intended to shoot Grant, and that Mehserle used his handgun because officers were losing control of the situation. Mehserle wore his stun gun on the front left side the night of the shooting, while his handgun was mounted on his right hip.
The trial adjourned late Thursday before Mehserle could give details about the shooting.

Legal experts say while defendants in criminal trials rarely take the stand, his testimony could be compelling for jurors.
"They are going to want to get a sense of is he a good person, a thoughtful person," said Dr. Philip Anthony, a Los Angeles psychologist who is chief executive of the jury consulting firm DecisionQuest. "Most importantly, they want to hear what was running through his mind, his thought process when he fired that fatal shot."
On the stand, Mehserle did say when he arrived with his partner to the train station in response to a possible fight, that he could hear yelling and screaming from the platform above.
"I remember it being real loud," Mehserle said. "I didn't know if officers were involved in the fight or the crowd had turned on them. It didn't sound good."
He added he intercepted a few men who he said were approaching two fellow officers that had detained Grant and several friends against a concrete wall. He said the men, who turned out to be more of Grant's friends, were taunting the BART officers.
"I just instructed them to get back," Mehserle said.
He said he eventually looked at Grant and Jackie Bryson, who appeared to be upset. The other two officers, Tony Pirone and Marysol Domenici, had pulled their stun guns out and given the situation, Mehserle said he decided to do the same. Before Grant was shot, he snapped a photo of Mehserle pointing his Taser stun gun in his direction.
Mehserle said he wasn't sure what had transpired but tried to cool down Grant and Bryson.
"They were yelling '(expletive) that officer,' 'I'm going to sue,'" Mehserle recalled the two men saying of Pirone, who was described by some onlookers as the most aggressive and hostile toward Grant and his friends.
The shooting, and the events leading up to it, were captured on video by several bystanders.
Grant's uncle, Cephus "Bobby" Johnson said he believes Mehserle will try using his testimony to differentiate himself from Pirone.
"Now all of the sudden he's this huggable, passive, non-aggressive person who really believes in communication instead of exerting authority," Johnson said. "I'm not buying that."

MINNEAPOLIS - A Minneapolis man is claiming he's the victim of police brutality after a traffic stop put him in the hospital.
Derryl Jenkins, 42, was stopped for speeding in February. A criminal complaint obtained by FOX 9 says Jenkins was driving 15 mph over the speed limit in the area of Dowling Ave. and Penn Ave. in north Minneapolis.
At the time, Minneapolis police said Jenkins smelled of alcohol, refused to give his license and became irate. When Jenkins attempted to get out of the car, an officer pushed him back in. The two then started fighting, before several more officers arrived on the scene.
The officer statements obtained by FOX 9, say several police officers kicked him and punched him because he was resisting. A Taser was also used to subdue Jenkins.
Both Jenkins and an officer involved in the altercation were taken to North Memorial Medical Center for their injuries, which included a split lip and bloody nose.
Jenkins' attorney says charges in that case where eventually dropped, but he's now considering a lawsuit against the Minneapolis Police Department.
