TMZ has learned ... LeBron James and his mother Gloria James are being sued for millions by a man who claims he tried to prove he's the NBA star's biological father -- but LeBron and his mom tampered with the evidence in a diabolical cover-up.

The lawsuit is explosive -- in it, 55-year-old Leicester Bryce Stovell claims he met Gloria in a D.C. area bar in 1984 ... and had unprotected sex with her on the night they met. He later found out she was 15-years-old at the time ... he was 29.

According to the docs -- filed recently in federal court -- Gloria has spent the rest of her life shielding LeBron from the truth.

But the man making the claim isn't some schmuck -- dude is a Princeton graduate ... who earned a law degree from the University of Chicago ... and then became a Senior Legal Advisor for the U.S. Securities and Exchange Commission.

In his suit, Stovell claims he has a very clear recollection of the night he had "consensual sexual relations" with Gloria -- in fact, he even remembers apologizing for his sub-par performance.

Leicester claims Gloria went back to her hometown in Ohio after they hooked up -- but returned several months later to inform him she was pregnant with a boy named LeBron ... but she never specifically identified the father.

Leicester -- a self-proclaimed high school star athlete -- says he remembers telling Gloria, "Well, if he's mine, make sure he plays basketball." He claims that was the last time he saw Gloria for more than 20 years.

According to the docs, Leicester claims he reconnected with Gloria over the phone in 2007 -- when he began to think he could be LeBron's father ... partly because they look almost identical. Leicester also notes that when he saw LeBron at an NBA game he was, "struck by our similarity in appearance ... James and I are nearly if not identical height and pigmentation and have very similar athletic body types."

Leicester claims during the 2007 phone call -- Gloria denied ever meeting him -- threatened to have him physically harmed -- and told him, "LeBron's money is for his children."

A few days after the phone call, Leicester claims LeBron -- through his lawyer -- agreed to take a DNA paternity test.

Leicester claims he was given results that showed he was not LeBron's dad ... but several months later, he began to suspect that the results were tampered with ... and Gloria and LeBron were behind the fraud.

So why would LeBron participate in such a cover-up? Leicester claims it's all, "due to anger at perceived abandonment and conflict arising from his image as a successful fatherless child from the projects."

He also claims that Gloria had "fabricated" a story about LeBron's real father for the "one dimensional commercial image-making purpose ... to make [LeBron's] life suggestive of Spike Lee's popular 1998 sports drama film, 'He Got Game.'"

Leicester is now seeking $4 million from both LeBron and his mother -- claiming fraud, defamation and misrepresentation.

And check this out -- Leicester also points out that LeBron named his 2nd son "Bryce" -- and claims it's no coincidence. As we said, Leicester's middle name is Bryce.

LeBron's reps could not be reached for comment.

(CNN) -- Authorities said Wednesday they have arrested a suspect in the Grim Sleeper serial killer case and will charge him with 10 counts of murder.

Lonnie David Franklin Jr., 57, faces an additional count of attempted murder, officials said.

Nicknamed for taking long breaks between attacks, the killer is believed responsible for at least 11 deaths since 1985 in south Los Angeles. The killer targeted black women, some working as prostitutes, using the same small caliber weapon

Margaret Prescod, who founded the Black Coalition Fighting Black Serial Murders and worked heavily with the families of the victims in the case, told CNN she spoke with the Grim Sleeper Task Force who informed her of the arrest Wednesday.

Prescod said Det. Dennis Kilcoyne, head of the task force, told her that unlike a previous arrest in the case that turned out to be wrong, he was sure they had gotten their man this time.

"He told me that what they have is very solid," Prescod said.

Prescod said she is "cautiously optimistic" about the development because there was an arrest years ago in the case, which police touted as solidly based on ballistics evidence, but turned out to be false.

If Franklin turns out to be the Grim Sleeper, "it would be a huge relief, not only for the [victims' families], but for the entire community that remained at threat," Prescod said.

"We are mortified that it has taken this long to make an arrest but nevertheless, one is always glad when there is a breakthrough and we can only hope right now that it is a solid breakthrough."

Prescod told CNN she met with victims' family members, who had many questions about the arrest.

Princess Berthomieux Killed in 2001

Family members were told not to give any details about the case or speak to the media until officials hold a press conference Thursday, she said.

Overall, Prescod said, there was a feeling of relief among the relatives of the serial killer's victims.

During a quick news conference near the suspect's home, Capt. Kevin McClure with LAPD Robbery Homicide said family members had been briefed on the case.

McClure also said Franklin would be arraigned in court Thursday morning.

District Attorney Steve Cooley praised the commitment of the LAPD in solving this multidecade case.

"This was accomplished by the LAPD's hard work with great assistance from the California Department of Justice Division of Law Enforcement personnel," Cooley said.

Alicia Alexander Killed In 1998

Los Angeles Mayor Antonio Villaraigosa echoed Cooley's statement.

"There was a lot of painstaking work that went into this and we are very proud of the work our officers have done in making this happen," Villaraigosa said.

Prescod told CNN she had spoken with several of the victims' families, some of whom are members of her coalition, to tell them about the news.

She said family members were screaming and shouting on the phone when she told them the news, elated that perhaps they could find closure in the deaths of their loved ones.

Debra Jackson Killed In 1985

Aerial footage on Wednesday showed police searching cars in the garage of the suspect's home in south Los Angeles -- not far from the corridor where the victims' bodies were dumped.

"That is indeed very close along the corridor that these murders happened," Prescod said of the location. "So it's not surprising, if this is the guy, that it would be someone who is from the neighborhood, familiar with the area."

Prescod said much of her organization's efforts focused on the area where Franklin was arrested.

"We went around there, going door-to-door to make sure people knew about the murders. At the time that we did that, most of the people hadn't even heard about the murders and people were concerned because they felt -- this is happening and we frankly don't know anything about it."

Before the arrest, officials struggled to find new leads partially because the changing makeup of the neighborhood where the crimes were committed made it difficult to find witnesses. The killer left behind DNA and fingerprints that police were unable to match to a name.

A 911 call made in 1987 reporting one of the murders led police to a van they believed was involved. But the trail went cold.

In May, new composite sketches of a suspect went up on billboards across Los Angeles as police intensified their hunt for the serial killer.

Big Bad 40, known by the Court of Law as Lawrence White aka 40 Glocc is in an active case to defend himself.

“They are using my songs against me. I thought the Constitution of the United States of America which is where I live grants me the first amendment which is freedom speech, I mean that's what I read,” says Big Bad 40.

Last month the San Bernardino Count District Attorney's office said they have supporting evidence showing the rappers' top status in a gang.

There is no proof of any illegal activity made by Big Bad 40. Although the District Attorney said the rapper was seen selling drugs via surveillance cameras; officers that testified under oath said that he was not.

No evidence including surveillance cameras, have proven the rapper guilty of gang crimes. Cameras place him onsite of gang affiliated areas such as the Rancho Avenue and Mill Street an area dubbed as “The Zoo.

Although these areas were known as gang havens years ago, the past three to four years have proven safe. Bottomline, there is no proof of him shooting, stealing or committing any crimes ever.

In 1996, Big Bad 40 was suspected of participating in an incident involving a gun battle but he was never charged. The rapper was reported to have a tattoo on his chest with C.C.C. standing for Colton City Crips.

A recent article released on July 4, 2010 stirred up Big Bad 40 who feels like the system is using the newspaper to trick the people by implying certain things and telling half of the stories told in court.

My rights are being violated and somebody is lying on me. I don't have any tattoos on my chest and whoever is putting out this wrong information can come over here and take a picture. They make things up when I boast and brag and tease them in my music they find ways to punish me for not allowing them to dictate what I can and cannot do for my income and entertainment purposes,” says the rapper.

The First Amendment guarantees the right to speak freely and in this case; Big Bad 40 references the Colton City Crips, his upbringing and beliefs.

“Under the Amendment the rapper has the right speak without subjecting himself to the government-imposed restraints of a gang abatement injunction,” says Attorney Thomas Brackley.

The luckiest person in the world?

Look no farther than Joan Ginther, at least when it comes to winning the lottery.

Since 1993, the 63-year-old woman has won four windfalls on the Texas Lottery, each time winning more than $1 million for a total of $20.4 million.

The most recent win that has everyone talking: $10 million in a scratch-off game called “$140,000,000 Extreme Payout.”

Not only has each ticket been bought in Texas; two of the tickets have been bought in the same store, right in Bishop, Ginther’s town of birth where neighbors say she comes back every so often to visit her father and, apparently, try her luck.

“This is a very lucky store,Bob Solis, the manager of Times Store, told the Corpus Christi, Tex.,-based Caller Times as news about the most recent win began to circulate Friday. The owner said the store sells an average of 1,000 tickets a day.

4 Texas Lottery wins, $20.4 million
Ginther’s first windfall came 17 years ago, when she won $5.4 million in a “Lotto Texas” game. She opted to have that sum paid out annually over 19 years.

The remaining wins came from scratch-off tickets.

In 2006 and in 2008, Ginther won two separate games that brought in a total of $5 million. She asked for both of those sums to be paid out in lump.

The most recent win, which officials estimate will hover at around $7.5 million after taxes, will also be paid out in lump sum.

The revelation of Ginther’s rather miraculous streak of luck over the last 17 years has garnered international attention – and wonder – over the past few days.

“This final bit of winning lottery must confirm Mrs. Ginther as the world’s luckiest lottery winner,” World Lottery News said in a statement.

The Daily Telegraph newspaper reported that the odds of winning four lottery jackpots is more than 200 million to 1.

Elusive winner 'born under a lucky star'
And as for the woman behind the massive checks from Texas Lottery?

It seems Ginther is almost as elusive as the mystery to her winning ways. Ginther has requested minimal publicity from the Texas Lottery and has not returned any phone calls to any media outlets that have reached out to her since last Friday.

Public records reveal, however, that she currently lives in Las Vegas, Nev., and neighbors have told several media outlets that she returns home to see her father in Bishop, Tex., where she frequently stops in to Times Store to buy a lottery ticket.

“It’s incredible for the store owner,” Texas Lotto Director Bobby Heith told the Caller Times. “Most of our 16,000 retail stores have never sold a winning ticket.”

The store itself will get $10,000 for selling the most recent winning ticket.

Regardless of who Ginther is or how she is able to to pick ’em, Heith told the Caller Times that one thing was clear. “She’s obviously been born under a lucky star.”

ST. LOUIS (KSDK) -- Prosecutors continue to investigate a southwest St. Louis area woman they say knowingly spread the HIV virus by selling sex to unknowing men.

St. Louis County police say 20-year-old Nigaila Gibbs of the 7100 block of Horner Avenue, west of Bellevue, is charged with Prostitution while Knowingly Infected with HIV and is held on a bond of $50,000 pending her initial court appearance. Court records indicate Gibbs also goes by the alias "Sarah."

Police tell NewsChannel 5 Gibbs is alleged to have had numerous sexual encounters with the victims without telling them of her own HIV status.

"Well the first thing is go see a doctor, be checked, make sure you're medically all right. If they have significant others, hopefully they'll share that information with them," St. Louis County Police Sergeant Adam Kavanaugh said.

"But also come forward as victims of hers, because we know that she did not tell anybody that she was infected that she had contact with. And that means either professionally or in her personal life, because she also has personal relationships with people as well."

Investigators say Gibbs solicited men on Bellevue in Richmond Heights and Maplewood and in St. Louis on Grand, Cherokee, and Chippewa.

Authorities are now searching for additional victims who may have also exposed themselves to the infected woman they arrested on Thursday.

Jodie Bica is STD Program Manager for the St. Louis County Health Department. Bica said whether a partner of a person who has sex with someone who is HIV-positive contracts the virus depends on the viral load and the partner's immune system.

"So there's no sense in someone rushing to the clinic, 'Oh I had unprotected sex yesterday, did I get HIV?' said Bica. "Because it's not going to show up. And then if the client does indeed test positive, then there's a risk to the partner."

Police say anyone who recognizes Gibbs and had sexual activities with her, should immediately seek medical treatment and contact the St. Louis County Police Crimes Against persons Unit at 1-314-615-5400.

Suge Knight has proven that he has no fear of going to jail, but this is getting ridiculous.

According to TMZ, cops are looking for Suge again. This time for missing a court appearance in L.A. last week stemming from a 2009 incident where he was ticketed for driving with a suspended license.

In just the last several months, Suge has been accused of beating up and robbing rapper Yukmouth (Yuk denies this happened). He was charged with assault with a deadly weapon in May. And just last week the former Death Row Records kingpin was hit with a restraining order and told to stay away from a man who claims Knight threatened his life.

All in all it's just another day in the life of Marion Knight.

WATERBURY, Conn. -- The former pastor of a Waterbury church has been arrested in connection with an investigation into the theft of church money.

Kevin Gray, 64, turned himself in to Waterbury police Tuesday morning after learning of a warrant for his arrest on larceny charges.

Gray is accused of stealing money from Sacred Heart Church over the course of seven years. Police said Gray used the money to pay for personal expenses, including hotels, restaurants, clothing and male escorts. He is accused of taking $1.3 million over the seven years.

Police said Gray spent $200,000 on various Manhattan restaurants, $100,000 on hotels, $80,000 on clothing and designer suits and $45,000 on rent and tuition for two men.

Police said when they confronted Gray, he told them he was unhappy with his church assignments and said, "He began taking money because he felt the church owed it to him."

Gray was suspended last month by the Archdiocese of Hartford from all of his priestly duties and can no longer function as a priest in Connecticut or anywhere in the country, according to officials.

Officials said Gray was the priest at Sacred Heart from Jan. 1, 2003, through April 15, 2010, when he was placed on an indefinite leave of absence for medical reasons.

Now, the archdiocese said it is looking into whether claims Gray made about being sick were even true. When the archdiocese asked for records that were missing over those years, Gray said he fell behind because he was sick.

The archdiocese went to police last month and asked for an investigation to be launched, which culminated in Gray's arrest.

Nicki Minaj aimed to make noise with her debut single "Massive Attack," which was produced by Alex Da Kid (Eminem, B.o.B), featured a hook penned by Sean Garrett (Beyoncé) and boasted a Hype Williams-directed video. It didn't quite connect with the masses, however, despite all the pedigree.

But then "Your Love," a throwaway number the Queens femcee planned to sit on, was stolen and leaked to the Web. The result? Nicki Minaj became the first solo female hip-hop artist in more than eight years to score a #1 record on Billboard's rap chart.

"I was not planning on putting the song out at all," she told MTV News over the weekend on the "Your Love" video set. "But then I heard it one day, somebody told me it was online. And I was like, 'No way, no way in the world that song is out.' I went and listened to it and was really upset. It wasn't mixed, it wasn't finished, it wasn't anything — I wasn't gonna use it at all. But then radio started playing it."

Soon enough, the record shot up to #1; the last woman to rule the rap charts was Missy Elliott with "Work It."

"Isn't that crazy?" Nicki said. "Crazy. I don't even know how it feels [to have a #1 hit] right now. But it's amazing."

In the meantime, the Lil Wayne protégé is still working on her untitled debut album, which she hopes to release by the end of the year. She recently aligned herself with Diddy and is fresh off winning for Best Female Hip-Hop Artist at the BET Awards last month.

According to Nicki, though, she's still rooted in the spirit of a newcomer and not letting success go to her head.

"Sometimes people see the glitz and the glamour. That's why they envy you," Minaj said earlier this year. "They don't see three, four, five years ago. They don't see when I was selling my mixtape for $2 on Jamaica Avenue [in Queens]. They don't see when I couldn't get New York DJs — I lived in New York my whole life — to even play a song. At the end of the day, it's all about hard work. You clearly see that hard work; that's all it takes. If you really want it, direct your energy on positive sh--, and it will happen."

Lindsay Lohan is going to jail for 90 days.

A Beverly Hills judge found Lohan violated probation on two DUI cases and sent the "Mean Girls" star away after a day-long hearing that left the actress in tears.

"She comes and goes as she pleases," said irate Superior Court Judge Marsha Revel. "There's been a history of that. No excuses."

Lohan was ordered to surrender on the morning of July 20.

The stiff sentence came after a weepy Lohan - breaking down at times - made an emotional pitch to stay out of jail.

"I'm not taking this as a joke," Lohan said through tears. "It's my life, it's my career."

When Revel handed down the sentence - three times what prosecutors sought on the probation violation - Lohan wept on her lawyer's shoulder.

Lohan missed seven scheduled alcohol education sessions between December 2009 and Monday, according to witness Cheryl Marshall, co-owner of the Right On facility.

Lohan's excuses for skipping her sessions ran the gamut from no flights at a North Carolina airport to promoting a clothing line to the death of her uncle (although she did not attend his funeral).

She had previously missed eight sessions, leading to a pointed letter sent to Lohan's lawyer last August.

"Her excuses are endless and disrespectful," wrote John Marshall, who runs Right On with his daughter.

Revel had ordered Lohan to attend weekly alcohol education classes - or face possible jail time for violating her probation.

Lohan, 24, wore a black top, black pants and sunglasses when she arrived at court early for a hearing that could end up with her in jail.

Revel - who ordered Lohan to wear a SCRAM bracelet in May - said she would not throw the onetime Disney star behind bars because of a positive reading for alcohol.

Lohan tested negative for booze hours after the June 7 reading of .03 on the bracelet - less than two drinks.

Prosecutor Danette Meyers had argued that the reading was a probation violation, and encouraged the judge to take a hard line against Lohan.

"She clearly violated your order," Meyers argued before the judge spared Lohan. "It makes no sense to have it there if you're not going to abide by it, and there's no sanction."

Lohan was nearly thrown in jail two months ago when she blew off a Los Angeles court appearance and was spotted hanging out aboard a yacht in the French Riviera.

Revel was so infuriated that she instead revoked LiLo's probation and ordered the former child star to post $100,000 bail to avoid 180 days behind bars.

She also ordered the hard-partying starlet to wear the alcohol-detecting ankle bracelet despite Lohan's concerns that it could affect her career.

The case stems from a pair of 2007 DUI arrests, including one where Lohan drunkenly crashed her car into a Beverly Hills tree.

She wound up spending 84 minutes in jail, and was placed on probation - which Revel extended for a year last October because of Lohan's failure to comply.

Former talk show host Montel Williams is major advocate of the use of medical marijuana. He recently talked to CNN about this issue.

Williams, who suffers from Multiple Sclerosis told a shocked CNN host he had smoked before he came to do the interview.

"I medicate myself every morning, I medicate myself throughout the day and I medicate myself every single evening," he said. "Just the same way anybody else does and just the same way I did when I was taking prescription medication in inordinate amounts to keep track of the same issues I use marijuana for."

Montel explained that he is a card carrying marijuana user in 2 of the 14 states it's legal in. He wanted to make it clear that he doesn't smoke weed to get high.

"People who have illnesses like mine that have traumatic neuropathic illness. We don't get the same euphoria of people that don't have it. I get neuropathic pain lessening and that's why I use it."

Do your thing Montel, keep enlightening these people and smoke your herb.

Singer Solange Knowles insists she has no desire to reach superstar status like her older sister Beyonce.

She explains, "I also hear, 'You don't get enough respect...you don't get enough love.' And I always tell those people that I'm getting your love. And to me that's enough. As long as I'm artistically free, my son is able to go to the best schools and financially we are good that's all that matters."

Solange suffered a mini mental "breakdown" while recording new tracks for her upcoming album because her search for perfection made her "lose it."

The star recently revealed she holed herself up in a house in Santa Barbara, California for an entire month with just her musician pals for company to work on the as-yet-untitled follow-up to 2008's Sol-Angel and the Hadley St. Dreams.

But Knowles admits the intense process made her go a little crazy.

She tells Vibe.com, "There was definitely a little bit of a breakdown involved. I literally gave up my sanity for a while to do this record. To the point to where I started doing it in Santa Barbara and I had to relocate to L.A. because I was losing it. We literally were waking up in the morning and just making music all day and all night. We left the house maybe three times!

"It just started to wear on me in so many different ways. I started having these crazy panic attacks. I can say that I totally sacrificed so much mentally, emotionally and financially to get this record the way I wanted it to be. It's more than an album to me. It's a transitional time in my life. This is a dance record, but the lyrics can get pretty dark at times."
