LAFAYETTE, Ind. — Seventeen-year-old Jaelynn Billups faces a charge of murder, accused in the killing of Joshua Ungersma as he was making a pizza delivery late on the night of Aug. 31.

Billups, who lived in the 2000 block of North 16th Street in Lafayette, also faces murder charges for Ungersma's killing of her robbery accomplice, Alberto Vanmeter, who tried to rob Ungersma, according to prosecutors.

Anyone who is killed in the commission of a felony, such as robbery, can be charged with that person's death, even if it was a partner in crime.

The charging information states, "Jaelynn Niree Billups did aid, induce or cause Joshua Ungersma to kill ... Alberto Edwardo Vanmetere, while Billups and Vanmetere were committing or attempting to commit robbery."

Vanmeter tried to rob Ungersma, 37, who delivered for Domino's Pizza. The late-night Aug. 31 hold-up went bad when Ungermsa fired his sidearm, killing Vanmeter, according to witness Patrick Gibson and the prosecutors' probable cause affidavit.

Gibson went outside of his house near 16th and Hart street after hearing Ungersma's shots, and asked if he was OK. Ungersma yelled that he was OK but needed Gibson to call police.

While Gibson's roommate called police, BIllups walked up to Ungersma and shot him, according to Gibson.

Prosecutors said that Ungersma died from several gunshot wounds, according to the probable cause affidavit.

Cardi B is apparently over her marriage to Offset -- she just filed for divorce ... TMZ has learned.

The rapper filed court docs in Georgia indicating she's seeking a dissolution of marriage. Cardi is listed as the plaintiff and Offset is listed as the defendant. She filed the paperwork on Tuesday.

There's also this ... according to the court docs, obtained by TMZ, Cardi is seeking primary physical custody as well as legal custody of their 2-year-old daughter, Kulture. She also wants Offset to pay child support -- unclear how much though at this point. No word on spousal support either, for now at least.

She also makes clear in her docs that they're currently separated, and "there are no prospects for a reconciliation."

Cardi is also adamant in the docs she wants Offset to be ordered to pay her legal expenses.

And, get this ... it doesn't sound like there's a prenup, because Cardi is asking for "an equitable division of all marital assets."

Cardi and Offset were secretly wed in 2017 and shared their hitched status the year after. As we first reported ... their nuptials were a bit unorthodox from the jump, and almost went backward (publicly speaking).

In October 2017, Offset got on bended knee at the Philly Powerhouse concert ... and Cardi accepted his ring right then and there. As it turned out, they had already been legally married for over a month at that point ... 'cause they said "I do" in a bedroom that September.

We'd heard it was a spur of the moment thing ... Offset turned to Cardi and said "marry me," and she was down. They brought in an officiant to formally marry them, and shortly thereafter ... filed for and received a marriage certificate in Fulton County, which made it legit.

They hit a rough patch in the marriage a few years ago -- amid cheating rumors -- but they buried the hatchet and seemed tight ... this after a whole lot of apologizing and courting on Offset's end. Remember, he crashed her Rolling Loud set in 2018 to beg for forgiveness, but went full mea culpa on social afterward too. Eventually, Cardi did take him back.

Sadly, Cardi's divorce filing comes just a few days shy of what would've been their third wedding anniversary.

LOUISVILLE, Ky. (AP) — The city of Louisville will pay $12 million to the family of Breonna Taylor and reform police practices as part of a lawsuit settlement months after Taylor’s slaying by police thrust the Black woman’s name to the forefront of a national reckoning on race, Mayor Greg Fischer announced Tuesday.

Taylor’s death sparked months of protests in Louisville and calls nationwide for the officers to be criminally charged. The state’s attorney general, Daniel Cameron, is investigating police actions in the March 13 fatal shooting.

“I cannot begin to imagine Ms. Palmer’s pain, and I am deeply, deeply sorry for Breonna’s death,” Fischer said, referring to Taylor’s mother, Tamika Palmer.

At Tuesday’s news conference, an emotional Palmer pushed for charges against the officers involved in the shooting.

“As significant as today is, it’s only the beginning of getting full justice for Breonna,” Palmer said. “We must not lose focus on what the real drive is and with that being said, it’s time to move forward with the criminal charges because she deserves that and much more.”

The lawsuit, filed in April by Palmer, alleged the police used flawed information when they obtained a “no-knock” warrant to enter the 26-year-old woman’s apartment in March. Taylor and her boyfriend were roused from bed by police, and her boyfriend, Kenneth Walker, has said he fired once at the officers thinking it was an intruder. Investigators say police were returning fire when they shot Taylor several times. No drugs were found at her home.

“We won’t let Breonna Taylor’s life be swept under the rug,” said Ben Crump, an attorney for Taylor’s family.

Crump said the $12 million settlement is the largest such settlement given out for a Black woman killed by police. He also called for charges against the officers and urged people to “say her name,” a phrase that has become a refrain for those outraged by the shooting.

Fischer said the civil settlement has nothing do with the criminal investigation.

Asked about the criminal investigation, Senate Majority Leader Mitch McConnell, who represents Kentucky, told reporters Tuesday “the investigation seems to have been more complicated than a lot of people felt.” He said he has confidence in Cameron and stands by him.

HARRIS COUNTY, Texas — An 18-year-old is accused of killing 20-year-old Sierra Rhodd -- a woman with disabilities who was shot and killed while she was lying in bed.

Investigators said they have charged Emma Presler with murder. She is currently booked in Harris County jail on an unrelated charge.

The deadly shooting happened at about 11 p.m. Sunday in the 11200 block of Timber Crest Dr. in northwest Harris County. According to the investigators, Rhodd was in her bedroom when several gunshots were aimed at her family's home.

Rhodd was shot and pronounced dead on scene.

The shooters were able to get away but not before Rhodd's 15-year-old brother was able to grab a gun and shoot at the gunmen, according to Harris County deputies.

An investigation revealed that Rhodd was not the intended target and the motive for the shooting was retaliation against Rhodd's brother due to an ongoing feud.

A digital ad released by a fundraising arm of the Trump campaign on Sept. 11 calling on people to “support our troops” uses a stock photo of Russian-made fighter jets and weapons.

The ad, which was made by the Trump Make America Great Again Committee, features silhouettes of three soldiers walking as a fighter jet flies over them. The ad first appeared on Sept. 8 and ran until Sept. 12.

“That’s definitely a MiG-29,” said Pierre Sprey, who helped design both the F-16 and A-10 planes for the U.S. Air Force. “I’m glad to see it’s supporting our troops.”

He noted the angle of the aircraft’s tail, the way the tail is swept far back, and the spacing of the engines, along with the tunnel between them.

Ruslan Pukhov, director of the Centre for Analysis of Strategies and Technologies in Moscow, confirmed that the planes are Russian MiG-29s, and also said the soldier on the far right in the ad carries an AK-74 assault rifle.

The Trump Make America Great Again Committee is run by both the Republican National Committee and the campaign. Most of the low-dollar and digital donations raised by the committee goes to the campaign.

The image in the ad is a stock photo available on Shutterstock.com with the title “Military silhouettes of soldiers and airforce against the backdrop of sunset sky.” The creator of the image, named “BPTU,” says they are based in Andorra, but did not respond to a Facebook message.

After this story was published, the creator of the image, Arthur Zakirov, confirmed in a Facebook message that it shows a 3D model of a MiG-29, and that the soldiers were Russian models. He said it was a composite photo created five years ago and taken in three different countries showing Russian sky, Greek mountains and French ground.

“This is a completely recreated scene from various photographs of mine,” said Zakirov, a 34-year-old oil company analyst and hobbyist photographer based in the Russian city of Perm, about 700 miles east of Moscow.

“Today you hear about the Kremlin’s hand in U.S. politics. Tomorrow you are this hand,” he joked, saying he found the fact that his photo ended up in a Trump fundraising ad “pretty funny.”

“Everything happened through inattention,” he said, adding that the campaign had “bad fact-checking.”

The MiG-29, a twin-engine fighter jet designed in the Soviet Union that first flew in 1977, is the Russians’ mainstay fighter jet and has been sold all over the world. It was developed during the Cold War specifically to counter American F-15 and F-16s, and the U.S. even obtained a few to play the adversary in war games. The planes have recently been spotted at a Russian air base in Syria and also Libya.

LOUISVILLE, Ky. (WAVE) - Attorneys for Breonna Taylor’s family have reached an agreement with the City of Louisville, WAVE 3 News Troubleshooters have learned.

The settlement includes a significant amount of money reaching into the millions of dollars, sources told WAVE 3 News. It is expected to be one of the largest settlements following an officer-involved shooting in Louisville police history.

Taylor, 26, was shot dead when LMPD narcotics officers served a warrant at her home on March 13.

The agreement also includes a long list of reforms for the police department. Some of those changes include policy updates for the way the department executes warrants. Other mandates address police accountability.

The news comes six months after the deadly raid at Taylor’s home, where Sgt. Jon Mattingly also was shot by Taylor’s boyfriend, Kenneth Walker. Walker was charged with attempted murder of a police officer, but that charge was later dropped.

Mattingly, who would recover from his injury, was placed on administrative reassignment, per department protocol, along with the two other officers involved in the shooting. Brett Hankison was later fired for “blindly” firing 10 shots into Taylor’s apartment from outside, according to his termination letter. Det. Myles Cosgrove was the other officer who fired his weapon that night.

The settlement comes days after WAVE 3 News first reported that the state’s criminal case will be presented to a grand jury to determine whether any of the officers who fired their weapons that night will face charges. Attorney General Daniel Cameron’s office is investigating.

Two men suspected of murdering Floyd Mayweather boxing prodigy Danny Gonzalez have been arrested, TMZ Sports has confirmed ... and cops say they're still on the hunt for a 3rd suspect.

Both 27-year-old Andre Richee and 32-year-old Lee Mooring were arrested Thursday for 1st-degree murder stemming from the Sept. 7 incident.

The Riverside County Sheriff's Office also says it's issued an arrest warrant for 28-year-old Joseph Goldsmith over his alleged involvement in the shooting as well.

As we previously reported ... 22-year-old Gonzalez -- who signed with Mayweather's The Money Team in 2016 -- was shot on Labor Day in Moreno Valley, Calif., just before 9 PM.

Cops say when they responded to the scene ... Gonzalez succumbed to his bullet wound injuries. They say two other men were also injured by gunfire in the incident.

What's still unclear ... why Gonzalez was killed? Officials have not revealed a possible motive.

Investigators say they not only spoke with multiple witnesses but also have evidence and surveillance footage pointing to Richee and Mooring as the killers.

If convicted of 1st-degree murder, both could face the death penalty.

The RCSO is now asking for help in finding Goldsmith.

Floyd was convinced Gonzalez was going to be a star after he signed with TMT Promotions when he was only 18 years old ... with Mayweather saying, "There are certain times when you know you've just struck gold and this is one of them."

Danny took 3 pro fights after signing with Floyd ... but eventually left the sport in 2017.

Social media posts from Gonzalez suggested a comeback to boxing could have been in the works before his tragic death.

In this more rural setting, he had his first encounters with racism and classism, and began writing poetry in middle school. At 14 he witnessed the death of a close friend, an experience whose painfulness he began to express through rap music. JACKSONVILLE, Fla — The Jacksonville Sheriff's Office arrested two people in connection to the January shooting death of local rapper.

On Jan. 15, an off-duty officer saw the victim, Charles Quentin McCormick Jr., also known as "Lilbuck," gunned down in a drive-by around 11 a.m. outside a business in the 7000 block of Merill Road, according to our news partners, the Florida Times-Union.

The officer chased the car until it crashed and the two suspects fled on foot.

The suspects then committed a home invasion blocks away, holding the homeowner hostage while they changed their clothes and waited to be picked up in a red or orange Dodge Charger or Challenger, police said.

Detectives were able to identify one of the shooting suspects as 21-year-old Hakeem Robinson, JSO said. Robinson is a local rapper known as Ksoo.

On Sept. 10, Hakeem was arrested and charged with murder in the second degree.

His father, Abdul Robinson, 49, was also arrested and charged with accessory after the fact, which is a capital felony.

KIGALI, Rwanda (AP) — A Rwandan court on Monday charged Paul Rusesabagina, whose story inspired the film “Hotel Rwanda,” with terrorism, complicity in murder, and forming an armed rebel group.

Rusesabagina declined to respond to all 13 charges, saying some did not qualify as criminal offenses and saying that he denied the accusations when he was questioned by Rwandan investigators.

Rusesabagina, 66, asked to be released on bail, citing poor health that has caused him to be taken to hospital three times in the time that he has been held in Rwanda.

“I request that I am given bail and I assure the court that I will not flee from justice,” Rusesabagina said. The court said it will rule on his bail application on Thursday.

Rusesabagina, credited with saving more than 1,000 lives during Rwanda’s 1994 genocide, appeared in handcuffs in Kagarama Court in the capital for a pre-trial hearing, in which the prosecution requested court permission to continue detaining him until investigations are completed.

Rusesabagina was represented by Rwandan lawyers David Rugaza and Ameline Nyembo, who have been discounted as state-imposed representation by his family outside Rwanda.

Neither his lawyers nor the prosecution explained the circumstances under which Rusesabagina arrived in Kigali at the end of August from Dubai. He had traveled from the U.S. to Dubai and then mysteriously appeared in Rwanda. The Rwandan court said the suspect was arrested at Kigali International Airport, contradicting the earlier police version that he was arrested through “international cooperation.”

When Rwandan President Paul Kagame spoke on national broadcasting about the case, he indicated that Rusesabagina may have been tricked i nto boarding a private plane in Dubai that took him to Rwanda.

Amnesty International on Monday urged Rwandan authorities to guarantee Rusesabagina his right to a fair trial.

“The lack of transparency around the arrest of Paul Rusesabagina and reports that he has been denied access to the lawyer hired by his family are red flags that cannot be ignored as the authorities prepare for his trial,” said Deprose Muchena, Amnesty International’s Director for East and Southern Africa.
