While Diddy has been sipping champagne and buying Lamborghini's for his son, Justin and singer Justin Bieber, he's forgotten to pay New York City what he owes.

Diddy's Bad Boy Entertainment owes $996,000 in fines for illegally putting up billboards around the city.

A spokesman described the bill as a "bureaucratic error," saying it was paid by a partner company three years ago but the city hasn't updated the record. A city spokesman said lawyers are reviewing the issue

Puffy's not alone, another notable on the city's scofflaw list include Hip Hop legend Dougie Fresh who owes $191,000 in business taxes.

Mickey Rourke's plastic surgeon and Remy Ma's defense lawyer also owe NYC. .

"We are going to find these people," vowed Finance Commissioner David David Frankel. "We're going to turn them upside down by their ankles and we're going to shake them until the money comes out of their pockets," Frankel Tells New York Daily News

The city is trying to collect bills in excess of 1.9 Billion owed to the city. I guess starting with the big dogs like Diddy is the way to go.

A Lady Gaga fan reportedly paid $1 million to appear in her new music video.

A Russian billionaire gave the pop singer the huge sum for the chance to star alongside her in the nine-minute promo for 'Alejandro'.

The wealthy admirer, who is only known as Arkady, can be spotted in the video playing a cop dressed in a black leather hat and coat.

The 30 year old said: "Yes it was me in the clip, but I can't give further details."

Gaga is also said to have been sworn to secrecy about his part in the promo.

The short film has attracted criticism for its religious overtones, which include the 'Poker Face' singer swallowing rosary beads whilst dressed as a nun.

Director Steven Klein insists the themes in the video aren t meant to upset Christians, saying: It s not meant to denote anything negative. It represents the character's battle between the dark forces of this world and the spiritual salvation of the Soul.

"Thus at the end of the film, she chooses to be a nun, and the reason her mouth and eyes disappear is because she is withdrawing her senses from the world of evil and going inward towards prayer and contemplation."

Miami Beach's newest socialite, Conchita, lives in an $8.3 million Sunset Island mansion, owns a Cartier diamond necklace and has a $3 million trust fund to support a lifestyle of designer duds, massages and pedicures.

What makes Conchita different from other Miami Beach socialites: She's a Chihuahua. Conchita came into her wealth upon the March death of her owner socialite Gail Posner, the daughter of late corporate raider Victor Posner.

Whether Conchita keeps her millions will be decided in Miami-Dade Circuit Court, where Gail Posner's only living child, son Bret Carr, launched a legal battle this month over his mother's estate. Carr claims his mother was manipulated into changing her will in 2008, leaving millions to her dogs and hired help.

``She never would have done that unless she was under extreme influence,'' said Carr, 46, who has a video shot on his iPhone of a visit with his mother in late 2008 where she claimed her staff was trying to ``kidnap and kill me.'' In the video, Posner also asks her son to ``get me out of here.''

The battle of Bret vs. Conchita and the hired help is just the latest window into the eccentricities of the Posner family. It was only eight years ago that Gail Posner and other family members were enmeshed in a similar court fight upon the death of Victor Posner.

Gail Posner's will and trust gives her three dogs -- Conchita, April Maria and Lucia -- the right to live in the two-story Sunset Island mansion until they die.

She also left $27 million to her maids, bodyguards and personal trainer, plus the right for some of them to live rent free in the seven-bedroom, eight-bathroom mansion in exchange for taking care of the dogs. Bret Posner got only $1 million. The remainder of the estate goes to charities.

Posner is certainly not the first to leave at least a portion of her fortune to her pets. The case has similarities to Leona Helmsley, who left a $12 million trust fund to her Maltese that was later reduced by a judge to $2 million.

Carr sees his mother's fascination with her dogs as a sign of a deeply troubled woman, who was the victim of childhood incest and spent her life battling addictions to drugs and alcohol. Carr held his mother in her arms as she died at 67 of cancer, which had spread throughout her body.

``By protecting and pampering those dogs, she was really trying to pamper the little girl inside of her that was abused by Victor and never found safety in her own home,'' said Carr, a Hollywood filmmaker, who divides his time between South Florida and California. ``That frailty was leveraged by her staff. They exacerbated her paranoia and tendency to be in a delusional world.''

Court documents describe Gail Posner as a ``deeply disturbed recluse with serious emotional and psychological problems stemming from her history of having been sexually abused by Victor, (her daughter) Tina's suicide, and her lifelong mental health imbalances and alcohol and substance abuse.''

Posner in 2007 had hired a publicist for Conchita, who she billed as the world's most spoiled dog. Gail Posner told The Miami Herald in 2007 about Conchita's $12,000 summer wardrobe and a $15,000 Cartier necklace that the Chihuahua refused to wear after choking on it.

``Conchita is the only girl I know who doesn't consider diamonds her best friend,'' Posner told The Miami Herald.

Gail Posner lived her whole life under the manipulation and shadow of her father, whose hard-charging business personality extended into his personal life. But in death, Gail may have turned out more like her father than anyone could have imagined.

``She took on her father's identity and got similar results,'' Carr said.

Just like her father, there are allegations that as Gail's health deteriorated she was ``imprisoned'' in her house and cut off from her family. She also changed her will shortly before her death, giving away much of her fortune to others and slighting her family. Carr alleges she wasn't mentally capable of drafting that will and was ``blackmailed'' by her employees.

It will be up to the courts to decide if Gail Posner knew what she was doing when she signed that will and no one who stood to gain from the will exerted ``undue influence'' on her, said Carl Westman, a trusts and estate planning attorney with GrayRobinson in Naples.

Other attorneys say key evidence could be video of Gail Posner signing the new will or independent third-party witnesses.

``Especially when you're talking about people with a lot of money and notoriety, who are going to disinherit family members, any attorney is going to take a lot of precautions to make sure the estate is not overturned,'' said David Kron, a Fort Lauderdale trusts and estate planning attorney with Ruden McClosky.

A masked gang armed with guns and a machete have stormed a German poker tournament in a luxury hotel - as it was broadcast on live television.

Six men burst into the Grand Hyatt yesterday afternoon and stole around 800,000 euros.

"Several masked, armed individuals entered the hotel and fled with a haul of money," a police spokeswoman said.

Several participants at the tournament in Berlin's Grand Hyatt hotel were slightly injured as they panicked and fled during daring heist. There are no reports of serious injuries.

One newspaper quoted witnesses as saying that the robbers were armed with automatic weapons, machetes and hand grenades.

An unarmed security guard confronted some of the attackers. He told a German newspaper that he was hit with a machete but managed to avoid serious injury by moving his head "so I wasn't hurt too badly - but he caught me around the eye".

The guard then threw a pole and strongbox at the men as they filled bags with cash.

"They pointed the gun at me and I got out of the way. They continued to fill their bags. As they ran off I managed to get one of them in a headlock.

"As another guard came to help me the man with the machete returned so I had to let him go as I was not armed
."

Wiitness Claudia Sommerey told Spiegel Online: "I saw three disguised men with rifles. Security tried to keep them at bay. I heard someone shouting 'down, down, down' so I got under one of the tables."

The jackpot for the tournament stood at euro1 million ($1.36 million), according to the European Poker Tour (EPT) website. The EPT confirmed the heist on a blog, saying there had been "an armed robbery executed by six men." The tournament resumed four hours later.

According to the EPT's website, about 400 participants started into the five days long competition on Wednesday. Most of them, however, had already dropped out of the game by Saturday, among them tennis legend Boris Becker.

(AllHipHop News) Katt Williams is being sued by a recording studio owner who claims the comedian stiffed him on a $28,600 bill.

When the owner attempted to collect from the funny man, things got nasty.

Merion Powers filed the lawsuit in Fulton County Superior Court, claiming Williams, of Detroit, used his studio to record his comedy routines.

Williams allegedly showed up to Powers’ studio in October 2009 with his “attack dog.”

Upon a verbal command from Williams, his dog pounced on a dog owned by Powers, causing an injury to the animal that required veterinary treatment.

In December, Williams asked Powers to meet him at the Four Seasons Hotel to discuss the incident.

When he arrived, he allegedly told Williams he was thinking of filing criminal charges over the dog attack.

Williams allegedly threatened to kill Powers in the hotel room, while his attack dog circled Powers snarling at the man.

One of Williams‘ bodyguards then restrained Powers from behind while Williams punched the man in the face, as the attack dog stood by, “apparently waiting for the attack signal.

Powers seeks at least $1 million dollars in damages.

Terrence Howard, the actor who likes to spend his free time telling women how to “clean-up” their act, may have to get his own house in order.

Howard, known for his roles in “Hustle and Flow,” “Crash” and “Iron Man,” owes more than $1.1 million in federal income taxes, reports the Inquirer’s Michael Klein via the Detroit Times.

The IRS filed a lien against the Montgomery County resident totaling about $1.13 million on Jan. 25 for unpaid self-employment taxes for 2007 and 2008.

The lien is filed against the Academy Award nominated actor’s Plymouth Meeting house on Spring Mill Road.

There was a state tax lien against Howard in 2005 for $14,429.59, and a federal one in 2006 for $624,520.99, both of which were settled.

With $1.1 million owed to the government, Howard may regret turning down that well-paying job on “Iron Man 2.”

Former Death Row Records CEO, Marion "Suge" Knight is being taken to court by his baby's mother for child support for their four year old daughter. Tammie Renell Hawkins filed paperwork in Los Angeles Superior Court seeking monthly payments from the once filthy rich Suge. But the days of popping champagne are long gone for the man who once ruled the music industry with artists like Dr Dre, 2Pac & Snoop Dogg. Ms Hawkins will at the most receive a payment of $302 dollars a month for daughter Taz Maree Knight. Since Suge's reported income is now only $1,207 a month. This is the second time Suge has been in this situation. In May 2009, singer and ex-wife Michel'le filed on him for spousal and child support. It's not looking good for Suge. The Smoking Gun reports that $1 out of every $5 donated to Wyclef's Yele Charity actually goes to the impoverished country. If that's indeed true, it's sad because the organization has already raised over a million dollars for the earthquake victims. The Smoking Gun reports: "Internal Revenue Service records show the group has a lackluster history of accounting for its finances, and that the organization has paid the performer and his business partner at least $410,000 for rent, production services, and Jean's appearance at a benefit concert. Though the Wyclef Jean Foundation, which does business as Yele Haiti Foundation, was incorporated 12 years ago--and has been active since that time--the group only first filed tax returns in August 2009. That month, the foundation provided the IRS with returns covering calendar years 2005, 2006, and 2007--the only periods for which it has publicly provided a glimpse at its financial affairs. In 2006, Jean's charity reported contributions of $1 million, the bulk of which came from People magazine in exchange for the first photos of a pregnant Angelina Jolie (the actress reportedly directed that the publication's payment go to Jean's charity, not her personally).” Click here to take a look at the tax records and more of what money has been spent on. "It is incredibly horrible to see a catastrophe of this size hit a people who have been suffering from extreme poverty, violence and unrest for so many decades," says Jolie. Adds Pitt: "We understand the first response is critical to serve the immediate needs of countless people who are now displaced from their homes, are suffering trauma, and most require urgent care." According to the records revealed by The Detroit News, DMX's tax issues go back as far as 2005: *The IRS filed a $370,460 lien against the rapper and his wife on Sept. 20, 2005, in New York. * The New York State Tax Commission filed a $44,357 tax warrant against the rapper and his wife on March 6, 2006, in New York. * The state of New York filed an $8,343 tax warrant against the rapper and his wife on Feb. 15, 2007, in the New York County Clerk's office. *The IRS filed a $663,554 lien against DMX on Sept. 10, 2007, in the Maricopa County (Ariz.) Recorder's office. According to the lien, he owes income taxes from 2002, 2003 and 2005. *The IRS filed a $442,869 lien against DMX and his wife on Jan. 2 in the New York City Register's office. DMX had been in and out jail t he past few years and during his incarceration, the rapper lost his Phoenix home to foreclosure. CNN Reports (CNN) -- Celebrities are always trying to build walls around themselves, literally and figuratively, and those walls cost money. This week, rapper 50 Cent, whose real name is Curtis Jackson, admitted that he spends $20,000 a week on security at his Farmington, Connecticut, mansion. "My home is surrounded by cameras. I need surveillance not only to look out for me but also to protect me. You get all these crazy lawsuits, and I need cameras to check on things," the 33-year-old told the entertainment news service WENN. Jackson's security costs work out to a little over $1 million a year. Although spending more on security in two weeks than the average American's yearly income may seem excessive, Jackson's expenditures are in the lower end of what most high-profile individuals pay to protect themselves, their families and their property. New York-based security expert and retired New York Police Detective Thomas Werther owns Sector Mike Security systems and spends his days protecting musicians, actors, actresses and sports stars. He explained the breakdown of expenses for a day of security for the average high-profile individual. "For one day, if you need one truck with a driver and three security agents, you are looking at $4,000 a day, and use that four days a week, then you can easily see spending $20,000 a week. For a guy like 50 Cent, that seems like a modest expense, especially if you are factoring in home security," Werther explained. Aaron Cohen, a former member of Israel's counterterrorist special forces unit and now the director of IMS Security in Hollywood, works with numerous high-profile individuals and families, including supermodel Kate Moss. Cohen says security is one of the highest single expenditures a celebrity will make in a year. "If you are looking to protect a celebrity family like Brad [Pitt] and Angelina [Jolie] or Jennifer Lopez and Marc Anthony, for instance, the price tag for job like that is going to be around $1 [million] to $1.4 million a year," Cohen said. "When you have kids, you need separate security, because everyone is going off in different directions." Those costs, according to Cohen, break down to half a million dollars just for residential protection and surveillance that would include 24-hour security monitoring with a constantly streaming network of cameras. An additional half-million in costs can be incurred as a celebrity travels, paying each security guard between $500 and $1,000 a day while away from home. That cost can rise by a premium of $20,000 a month the second a celebrity stalker enters the equation. "It is at least a $20,000 retainer in order to boost security and add a proactive investigation to stop a stalker," Cohen said. "You will also spend that if you are the kind of celebrity who is constantly dogged by paparazzi." One such celebrity is Britney Spears, who spends nearly half a million dollars a year for security, according to accounting information filed with the Los Angeles Superior Court by Spears' father, Jamie Spears, who manages her estate. Over the course of 11 months in 2008, the singer spent $447,633 on security measures. That breaks down to about half what Jackson spends a month.

ABC2NEWS Reports Linday Lohan has turned down a close to $1 million offer to pose nude for Playboy magazine. The Mean Girls star was previously approached by editors at Hugh Hefner's men's magazine to strip off for Playboy's 55th anniversary issue in 2008, but stated she wasn't interested. The publication's bosses refused to give up and reportedly approached Lohan recently with a new proposal. But the actress, who bared all for a provocative New York magazine spread early in 2008, has declined the invitation once more. Her representative tells GossipCop.com, "She's not considering it right now.
