WASHINGTON (AP) — President Barack Obama, at one point wiping tears from his cheek, unveiled his plan Tuesday to tighten control and enforcement of firearms in the U.S., using his presidential powers in the absence of legal changes he implored Congress to pass.
Obama accused the gun lobby of taking Congress hostage, but said "they cannot hold America hostage." He insisted it was possible to uphold the Second Amendment while doing something to tackle the frequency of mass shootings in the U.S. that he said had become "the new normal."
"This is not a plot to take away everybody's guns," Obama said in a ceremony in the East Room. "You pass a background check, you purchase a firearm. The problem is some gun sellers have been operating under a different set of rules."
Obama wiped tears away as he recalled the 20 first-graders killed in 2012 at Sandy Hook Elementary School. He paid tribute to the parents, some of whom gathered for the ceremony, who he said had never imagined their child's life would be cut short by a bullet.
"Every time I think about those kids, it gets me mad," Obama said.

At the centerpiece of Obama's plan is a more sweeping definition of gun dealers that the administration hopes will expand the number of sales subject to background checks. Under current law, only federally licensed gun dealers must conduct background checks on buyers. But at gun shows, websites and flea markets, sellers often skirt that requirement by declining to register as licensed dealers.
Aiming to narrow that loophole, the Justice Department's Bureau of Alcohol, Tobacco, Firearms and Explosives is issuing updated guidance that says the government should deem anyone "in the business" of selling guns to be a dealer, regardless of where he or she sells the guns. To that end, the government will consider other factors, including how many guns a person sells, how frequently, and whether those guns are sold for a profit.
The White House also put gun sellers on notice that the administration planned to strengthen enforcement — including deploying 230 new examiners the FBI will hire to process background checks.
The impact of Obama's plan on gun violence remains a major question, and one not easily answered. Had the rules been in place in the past, the steps wouldn't likely have prevented any of the recent mass shootings that have garnered national attention. The Obama administration acknowledged it couldn't quantify how many gun sales would be newly subjected to background checks, nor how many currently unregistered gun sellers would have to obtain a license.
Pushing back on that critique, Obama said every time the issue is debated, gun rights groups argue the steps wouldn't necessarily have stopped the last massacre, "so why bother trying?"

"I reject that thinking," Obama said, arguing it would be worth it if the measures would prevent even a single gun death. "We maybe can't save everybody, but we could save some."
To lend a personal face to the issue, the White House assembled a cross-section of Americans whose lives were altered by the nation's most searing recent gun tragedies, including former Rep. Gabrielle Giffords and relatives of victims from Charleston, S.C., at Virginia Tech. Mark Barden, whose son was shot to death at Sandy Hook Elementary School, introduced the president with a declaration that "we are better than this."
Invoking the words of Martin Luther King Jr., Obama said, "We need to feel the fierce urgency of now."
Obama's actions carved a predictably partisan fault line through the presidential campaign. Hillary Clinton and Bernie Sanders, both competing for the nomination from Obama's party, praised the president and pledged to build on his actions if elected. The Republican field formed a chorus of voices vowing to annul the whole package, with Marco Rubio claiming Obama was "Obama is obsessed with undermining the Second Amendment."
In Congress, Democrats and Republicans similarly lined up on opposite sides. House Democratic leader Nancy Pelosi said Obama was acting within his "clear authority," but echoed his call for Congress to finish the job. But House Speaker Paul Ryan predicted a certain challenge in the courts.
"Rather than focus on criminals and terrorists, he goes after the most law-abiding of citizens," said Ryan, R-Wis. "His words and actions amount to a form of intimidation that undermines liberty."
For Obama, the executive actions mark a return late in his presidency to an issue he's elevated time and again but has been unable until now to advance. By bypassing Congress, though, Obama is limited to steps far more modest than what he and likeminded lawmakers had long envisioned.
After the Sandy Hook shooting, Obama in 2013, Obama sought far-reaching, bipartisan legislation that went beyond background checks to ban certain assault-style weapons and cap the size of ammunition clips. When the effort collapsed in the Senate, the White House said it was thoroughly researching the president's powers to identify every legal step he could take on his own. A more recent spate of gun-related atrocities, including in San Bernardino, California, shootings have spurred the administration to give the issue another look.

Former Heisman Trophy winner Johnny Manziel has probably played his last game as a member of the Cleveland Browns.
The organization has stood by the player they drafted in the first round on the 2014 NFL draft, while he went to rehab for alcohol abuse, missed practice and was caught partying in Austin earlier this year after he was told to maintain a low profile and act like a professional.
Manziel has repeatedly promised to clean up his act, but hasn't.
Every off the field caper he's pulled so far fails in comparison to his latest one.
ESPN Las Vegas reports that the quarterback was spotted in Sin City partying over the weekend while in disguise. He wore a blonde wig, fake mustache, glasses and a hoodie.
He had been previously been ruled out of last Sunday's game against the Pittsburgh Steelers with a concussion, but didn't even bother to show up for the game to watch from the sidelines as most players normally do with that kind of injury.
The 23-year old then missed a concussion checkup at the Cleveland Browns' headquarters, just a day after he was reportedly spotted in Vegas.

We all know Vegas stories can get extremely crazy involving celebrities. This is going to sound wild, and maybe hard to believe, but this is what we’re hearing regarding Johnny Manziel.
Our sources tell us Manziel was at a popular night club on the strip Saturday night. The QB entered wearing a blonde wig, a fake mustache, glasses, and a hoodie.
Manziel introduced himself as “Billy.” He was there into the 3am hour and when it came time to pay the bill, he asked to have it comped because he didn’t bring cash and also didn’t want to put it on his card.
However, the sources tell us he ended up paying with his card and signing the check.
By 3am he appeared to be enjoying the party scene that Vegas is known to offer.
The club had Manziel and his crew placed at a VIP table close to the DJ booth. The table is located in one of the darkest areas of the club.
Manziel dined at the club’s restaurant before going to the nightclub. He was seated at the most private area in the restaurant, which is still out in the open. And yes, he ate with his wig and glasses on.

OK! Magazine published a story recently claiming Tyga was in a love triangle involving his girlfriend, Kylie Jenner, and an underage teenager. The story cited text messages between the two that the publication had obtained.

The 14-year old teen is an aspiring model and singer named Molly O'Malia. She hired attorney Gloria Allred, who was by her side during a press conference Monday, January 4.
"I'm very upset that a story about Tyga, Kylie Jenner and me was published in OK! Magazine, and I want people to know the truth," Omalia said at the press conference, while reading from a prepared statement. "The truth is that Tyga contacted me first. He direct messaged me on Instagram. I knew who he was, but I was surprised he was contacting me. I thought it could possibly be about my music, but he did not mention that in his initial communication. I thought that was strange, but I thought that he would bring it up in his next message. However, he didn't mention it in the next message. I began to feel uncomfortable when he asked me to FaceTime with him. He asked me to FaceTime three times, but I didn't do it. Because of my discomfort with why he wanted to communicate with me I quickly stopped responding."
O'Malia goes on to say that she didn't give OK! Magazine the texts and didn't know how they obtained them. She slammed the publication for running the story without fact checking it first with her and her mother.
In response to the growing controversy Tyga's manager Anthony Martini spoke with TMZ in an attempt to clear his client's name.
Martini said Tyga's only interest in O'Malia was as a potential artist for his Last Kings record label. He wanted to FaceTime with her so he could hear her sing. Martini added that things never got "uncomfortable" during the conversations.
Texts obtained by TMZ show that O'Malia told the 26-year old rapper that she was 17.
Whether this damages Tyga's relationship with Kylie or his career remains to be seen.

YRNCasino was arrested Saturday, January 2, during a drug raid on a Memphis home.
Fox 13 reports that Casino, real name Bradley Rankin, had $5000 in cash and 42 ecstasy pills on him when police arrested him.
In addition he had several active warrants for drug and weapons charges.

Casino is a member of Cartel Business/Concrete Cartel. The collective have been a fixture on hip hop blogs lately for robbing D.C. rapper Shy Glizzy of his chain after a concert in Memphis last month.
The chain was sold back to Glizzy associate Blac Youngsta for $10,000. Young Jefe now has it back in his possession, but says he'll never wear it again.
Casino is due in court Monday, January 4.

Casino has been charged with possession of a controlled substance with intent to manufacture/deliver/sell," according to News 3.
The active warrants for his arrest in Rutherford County were for felony possession of marijuana, felony possession of a Schedule IV drug, possession of felony narcotic in a school zone, possession of a firearm during the commission of a felony, possession of drug paraphernalia and alteration of serial number.
The 22-year old is being held on $100,000 bond

It's not a done deal yet, but Lil Wayne and Birdman are close to ending their year long conflict. If that happens Young Money Records President, Mack Maine, will deserve a lot of the credit.
TMZ reports that Mack set up a phone call between the "father and son," so they could begin talks to hammer out their personal and business differences.
The conversation went well enough to bring the two together to celebrate New Year's Eve along with Mack, Drake and 2 Chainz.
As you have probably guessed by now, money is at the root of the problem.
In January 2015, Weezy filed a $51 million breach of contract lawsuit against Baby and Cash Money Records.
The suit claims that Cash Money violated terms of the agreement by not paying Wayne an $8 million advance when he began recording "Tha Carter V" in December 2013, failing to pay the rapper an additional $2 million once the album was completed, then refusing to release it.
Both parties want to work things out, however Wayne is waiting for everything to be settled to his satisfaction before dropping the suit.
