Report via TMZ -- Cops mistook bird poop for cocaine on a Georgia Southern quarterback's car during an arrest last month ... and the argument over the white stuff was all caught on video.
Shai Werts -- GSU's junior starting quarterback -- was pulled over on July 31 in Clinton, South Carolina after cops say he was speeding.
During the stop, officers placed 21-year-old Werts in the back of their patrol car ... and went to search Werts' 2016 Dodge Charger.
In the video, you can see cops paying close attention to the hood of Werts' ride, shining a flashlight on the area and allegedly discovering a foreign white substance on it.
That's when an officer walks back to the patrol car to question Werts, asking straight-up, "What's the white stuff on the front of your hood, man?"
Werts immediately responds, "Bird shit."
The officer doesn't believe him, saying repeatedly that the substance looks nothing like bird poop ... and instead, he tells Werts test results indicated it was a controlled substance.
"I swear to God it's not [bird poo]," the officer says, "because I just tested it, and that turned pink."
Werts insists over and over again it's bird poop ... but the cop clearly doesn't believe him, with the officer eventually telling him, "It tested positive for cocaine."
Werts was charged with misdemeanor cocaine possession and speeding ... and he was also suspended from GSU team activities after the arrest.
But, prosecutors announced late Thursday they were dropping the charges ... admitting the substance on Werts' car was NOT cocaine.
"I was informed that the test did come back and that there was no controlled substance found," Saluda County prosecutor Al Eargle told the Savannah Morning News.
Georgia Southern athletic director Tom Kleinlein announced Friday the team was "elated to get the news" regarding Werts ... and said the QB is no longer subject to punishment over the incident.
Werts has been a star for the Eagles the past 2 seasons ... rushing for 1,630 yards and 18 scores on the ground while adding 1,916 yards and 17 TDs passing in 24 career games.
Werts is expected to open the season as the team's starter vs. LSU on Aug. 31.

Sources close to Nipsey's fam tell TMZ ... there will be no city-wide celebration in Los Angeles, even though fans are begging for one, because his family is still in mourning.

Our sources say Nip's clan has been flooded with suggestions for how to recognize his bday in front of the masses ... but we're told the family feels it's still too soon to do a huge celebration, considering it's only been a few months since his tragic death.
Nipsey fans who flock to his Marathon Clothing store in his honor will be met by a heavy police presence ... and they won't be able to get close to the storefront, because we're told an extra set of barricades is being added to an existing fence.
So, while it's nice to see so many folks looking to remember Nip on his birthday ... ya gotta understand where his family is coming from.

WHITE PLAINS, N.Y. (AP) – A 27-year-old Bronx woman has been charged in a series of burglaries of homes in Westchester County while the residents were attending funeral services.
Latonia Shelecia Stewart was arraigned Wednesday on a 22-count indictment charging her with burglary, grand larceny, criminal possession of stolen property and other charges. Information on her attorney was not immediately available.
The Westchester district attorney’s office says Stewart looked up obituaries online and targeted individuals she believed would not be home while attending the funerals. The burglaries happened between the Fall of 2017 through the Spring of 2018.
Authorities say Stewart broke windows and glass doors using a mallet hammer she kept under the seat of her vehicle.
Items stolen included jewelry and other personal property.

Report via Telegraph -- A woman who used a plastic penis to dupe her girlfriend into believing she was actually a man has been jailed for six and a half years as the judge told her "sometimes truth is stranger than fiction."
Gayle Newland cried in the dock as she was sent back to jail yesterday for tricking the woman into believing she was a man by making her wear a blindfold when they met and by using a prosthetic penis during 15 sexual encounters.
The 27-year-old created a "disturbingly complex" online persona to achieve her own "bizarre sexual satisfaction" and continued the deception over a two year period.
The Recorder of Manchester, Judge David Stockdale QC, told her she had shown “an extraordinary degree of cunning and a chilling desire" to manipulate and control the lives of others
"It is difficult to conceive of a deceit so degrading or a deceit so damaging to the victim on its discovery," he added.
"In her own words, she said the 'nightmares still remain, the distrust remains and the fear still remains'."
Newland has been jailed again following a retrial at Manchester Crown Court after a jury convicted her of committing sexual assault by using a prosthetic penis without her victim's consent.
Her victim, who cannot be named for legal reasons, says she feels she is trapped in a "prison" after what Newland did to her.
"She has created a prison for the joyful persona I once had," she said, I can only hope I can move on fully and not do the time with her."
