RICHMOND, Va. (AP) — One of two police officers accused of pepper-spraying and pointing their guns at a Black Army officer during a traffic stop has since been fired, a Virginia town announced late Sunday, hours after the governor called for an independent investigation into the case.

The town of Windsor said in a statement that it joined calls from election officials, including Gov. Ralph Northam, in requesting an investigation by Virginia State Police into the December 2020 encounter in which two Windsor officers were accused of drawing their guns, pointing them at U.S. Army second lieutenant Caron Nazario & using a slang term to suggest he was facing execution.

Nazario, who is Black & Latino, was also pepper-sprayed & knocked to the ground by the officers, Joe Gutierrez & Daniel Crocker, according to the lawsuit he filed earlier this month against them.

The two sides in the case dispute what happened, but Crocker wrote in a report that he believed Nazario was “eluding police” & he considered it a “high-risk traffic stop.” Attorney Jonathan Arthur told The Associated Press that Nazario wasn’t trying to elude the officer, but was trying to stop in a well-lit area.

In the statement Sunday, Windsor officials said an internal investigation opened at the time into the use of force determined that department policy wasn’t followed. Officials said disciplinary action was taken & Gutierrez has since been fired.

Officials added that departmentwide requirements for additional training were also implemented beginning in January.

“The Town of Windsor prides itself in its small-town charm and the community-wide respect of its Police Department,” the statement said. “Due to this, we are saddened for events like this to cast our community in a negative light. Rather than deflect criticism, we have addressed these matters with our personnel administratively, we are reaching out to community stakeholders to engage in dialogue, and commit ourselves to additional discussions in the future.”

Northam called the December 2020 encounter “disturbing” in a tweet Sunday, adding that he directed State Police to review what happened.

“Our Commonwealth has done important work on police reform, but we must keep working to ensure Virginians are safe during interactions with police, the enforcement of laws is fair and equitable, and people are held accountable,” Northam said in his statement calling for a review of the actions.

The Windsor police chief didn’t respond to messages sent through the police department’s Facebook page over the weekend.

Windsor is about 70 miles (112 kilometers) southeast of Richmond.

LOS ANGELES (AP) — The mother of 3 children — all under the age of 5 — found slain inside a Los Angeles apartment Saturday morning has been arrested, police said.

Liliana Carrillo, 30, was arrested in Tulare County, about 200 miles north of Los Angeles. It wasn’t immediately known if she had a lawyer who could speak on her behalf.

The children’s grandmother returned home from work & found their bodies & the mother missing, Los Angeles police Lt. Raul Jovel said.

The Los Angeles Police Department tweeted the children appeared to be under 5 years old. A police spokesman initially said they were under the age of 3.

The gruesome discovery was made around 9:30 a.m. in the 8000 block of Reseda Boulevard, Jovel said.

Police said initial reports suggested the children had been stabbed to death, but no official cause of death has been released.

Jovel said investigators were still working to determine a motive.

The department received reports Carrillo was driving her car & heading north on Interstate 5 when she got in an altercation in the Bakersfield area. She abandoned her car & carjacked another vehicle, Jovel said.

Carrillo was detained in the Ponderosa area of Tulare County, about 100 miles north of Bakersfielde said.

“At this point, she is a suspect in this incident but that doesn’t exclude other people,” Jovel said.

Lupe Cuevas, a neighbor of Carrillo and her children, told the San Bernardino Sun that she interacted with the three children and their grandmother during afternoon walks around the neighborhood.

One of the children, a girl, was drawn to her Chihuahua, Rosie, Cuevas told the newspaper.

“Those babies were such sweet little ones,” she said. “It hurts.”

Cuevas said she thought the girl was the middle child of the three.

“She wasn’t shy. She was sweet.” Cuevas said. “An angel shouldn’t have to go that way.”

A U.S. Army Lieutenant was repeatedly pepper sprayed & physically attacked by a cop ... all over the fact he didn't have a rear license plate.

Lt. Caron Nazario, who is Black & Latino, was driving his Chevy Tahoe in Windsor, Virginia when cops noticed he didn't have plates. You can see from the bodycam, the Chevy appears to be new & there's a registration attached to the window. Once cops lit him up, he drove a little under a mile before pulling into a well-lit gas station.

It's hard to watch. The cop with the bodycam is unrelenting ... screaming at Nazario to get out of his SUV. At one point the Lieutenant says, "I'm honestly afraid to get out." The cop barks back, "You should be!"

Nazario has his hands up in the air the whole time, but the cop is increasingly frustrated & then amps things up, pepper-spraying Nazario 4 times. His dog was in the back choking from the pepper spray.

Nazario is pulled out of the SUV & is sobbing as he's ordered to the ground & cuffed. He claims one of the cops told him if he complained, they'd throw the book at him with all sorts of charges -- obstruction of justice, eluding police, assault on a cop, etc.

The incident went down December 5, but the bodycam video was just released. Nazario has filed a lawsuit alleging a violation of his Constitutional rights.

It's interesting ... the younger cop who is watching as the other officer is barking orders seems uneasy, but ultimately does what his superior tells him to do.

At least 46 percent of Americans would support a presidential run from Dwayne "the Rock" Johnson, according to a new poll.

The actor & former professional wrestler has hinted that could be a 2024 candidate for several years. A poll released on Tuesday by Piplsay suggests that nearly half of all U.S. adults would support his candidacy. The poll found that 29 percent would support campaigns by both Johnson for president & actor Matthew McConaughey for Texas governor, with another 17 percent supporting Johnson's run only.

In addition to Johnson, the poll asked respondents to weigh in on whether a number of other celebrities should run for president. A presidential run from Angelina Jolie had the support of 30 percent, while 27 percent supported Oprah Winfrey & another 22 percent supported Tom Hanks. A combined 63 percent said that Hollywood stars would "make good politicians" if they had "political aptitude" or "the right team in place."

The poll was conducted online among 30,138 adults between April 2 and April 4. No margin of error was listed.

Johnson has been asked about running for presidential on multiple occasions over the past several years. In 2016, he told GQ magazine that he would not rule out a run, calling the idea of being president "alluring," while noting that there were "a lot of other things" he would like to do first. A year later, during an interview on The Ellen Show, Johnson said he was "seriously" considering becoming a candidate.

During a 2018 appearance on The Late Show, Johnson told host Stephen Colbert that he was still "absolutely" contemplating a run. However, he said that he would need to "get some experience & understand policy" before launching his potential White House bid, mentioning the elections of 2024 or 2028 as possibilities.
