(AP) Jurors who awarded only 4 cents to the family of a black man fatally shot in his home by a deputy expressed confusion about the court’s instructions as they struggled to reach a verdict.

Notes sent to the judge show the jurors said they couldn’t reach a unanimous decision before finally finding 30-year-old Gregory Hill Jr. 99 percent responsible for his death, because he was drunk when a St. Lucie County Sheriff’s deputy shot him.

Hill’s fiancee called the verdict a “slap in the face,” and the family’s lawyer is preparing an appeal, saying he can’t tell whether the jury was angry, or just confused.

Hill was in his garage in the South Florida city of Fort Pierce, listening to loud music when a parent picking a child up from an elementary school across the street called in the complaint in 2014.

According to court documents, deputies responded and Hill eventually raised his garage door to answer them, then lowered it again. A deputy then fired through the door, hitting Hill three times. Deputies testified that they saw Hill holding a weapon. An unloaded gun was found in the dead man’s back pocket.

The sheriff’s office called in a SWAT team, who tear-gassed the home before officers went in and found Hill’s body.

A sheriff’s statement said Deputy Christopher Newman, who fired the fatal shots, was “placed in a very difficult situation, and like so many fellow law enforcement officers must do every day, he made the best decision he could for the safety of his partner, himself, and the public given the circumstances he faced.”

A grand jury in Florida brought no charges, so Hill’s family turned to federal court, filing a civil rights lawsuit against Newman and his department.

Attorney John Phillips said the jurors -- one black man, two white men and five white women -- seemed receptive to the family’s case during the trial, but confused by the instructions the judge gave for their deliberations last week.

“The jury smiled, cried and showed anger during the trial. They were normal, reactive people and seemed to understand both sides of the case,” Phillips said.

There were two claims the jury had to decide: a federal civil rights claim, and a state-law claim of negligence. Phillips suggested that the wording of the instructions may have confused the jurors.

The instructions said they could award $1 in “nominal damages” to the family if Hill’s injuries weren’t clearly the result of unjustifiable force. But that part of the instruction was supposed to apply only to the federal civil rights claim, which the jury decided entirely in the deputy’s favor. On the state-law claim, they decided -- in a very small way -- in favor of the family by finding the sheriff’s department 1 percent negligent.

Hours before the verdict, the jury sent the judge a note with a question: “If we find minimal negligence, can the courts overrule monetary amounts presented by the jury?”

The judge replied that she did not understand, and asked them to clarify. They never did.

At another point, they said they were struggling to reach a unanimous decision. The judge told them to keep trying.

Finally, the jury awarded Hill’s relatives $1 for funeral expenses and $1 for each of Hill’s three children. That $4 was then reduced to 4 cents - or 1 percent, representing the sheriff’s liability. The other 99 percent was blamed on the dead man, under a Florida law that enables such decisions if a victim was under the influence of alcohol.

Hill’s fiancee, Monique Davis said she had to leave the courtroom during the verdict so she wouldn’t have an outburst.

“It was basically a slap in the face. You value someone’s life as one dollar?”

Phillips said he’s baffled. He’s planning to ask for a new trial, and to file an appeal if that’s denied.

“A finding of no negligence and no civil rights violations is one thing, but the series of one-dollar awards for these kids was shocking, upsetting and confusing.”

University of Miami law professor Osamudia James says the option of nominal damages is given to juries as a way to acknowledge a wrong, even if they don’t believe large damages are warranted. It’s one tool juries are given to facilitate the difficult process of assigning monetary awards for injuries.

“In cases like this with nominal awards, juries are saying ‘We don’t like what happened, but we’re not awarding a lot (of money) to it,’” James said.

Hill and Davis were high school sweethearts, engaged to be married. He had two kids with Davis and a third with another woman.

Davis called him a family man who loved working and fishing, and always provided for his children.

“He wasn’t running the streets doing bad things,” she said. “He was not perfect but he wasn’t a bad guy.”

The 2011 Billboard Music Awards were held last night (May 22) and Eminem and Justin Bieber won big, taking home six awards apiece.

Other winners on the night included Usher, Lady Gaga, Rihanna, Taio Cruz and Taylor Swift, who each bagged three trophies.

Fans were also treated to a steamy performance of "S&M" by Rihanna and Spears that was sealed with a kiss.

Beyonce received the Millennium award, which was presented to her in a pre-recorded video by Michelle Obama, Lady GaGa and her mother Tina Knowles.

B was humble and gracious in accepting the award. She thanked Kelly Rowland, Michelle Williams, her mother, father and also the two original members of Destiny's Child Letoya Lucket and LaTavia Roberson for their influence on her career.

She ended her acceptance speech by thanking her husband. “I don’t want to put you on the spot because I know their probably putting a camera in your face right now, but I love me some Jay-Z,” she said.

It's been a year since Kanye West snatched the mic from country singer Taylor Swift's hands during her acceptance speech for the Best Female Video award at the 2009 VMA's and announced, "I'm sorry, but Beyoncé had one of the best videos of all time," Apparently Yeezy is still dealing with a lot of regret, or maybe even anger over the incident. Although he reportedly apologized to Swift, and she accepted, Ye is using his Twitter account to vent about how he was ostracised after the debacle. Kanye is going off this morning (September 4) about the media mistreating him, and the perception that he is racist. "Man I love Twitter... I've always been at the mercy of the press but no more... The media tried to demonize me They wanted yall to believe I was a monster in real life so you guys wouldn't listen or buy my music anymore I feel like they were waiting for the opportunity to go in all the way on me and when it came they beat me to a pulp Even now a lot of articles start there first 2 paragraphs about how much of an a**hole I am I accept the idea (ideal) that perception is reality When I say perception is reality I mean whatever you think is the truth... is your truth Some people's truth is Kanye is racist... Kanye's last tweet is referring to him famously announcing that, "George Bush doesn't care about black people" during a live telethon for Hurricane Katrina relief on NBC in 2005. Chris Brown may be hitting his musical stride again. Notching Greatest Gainer/Airplay honors for a second straight week, the singer is this close to notching a top 10 hit on Billboard's Hot R&B/Hip-Hop Songs chart with "Deuces." The breakup song-featuring Tyga and Kevin McCall-moves 15-11 in its sixth week on the chart. Released to iTunes June 29 along with another new Brown song, "No B.S.," "Deuces" moves 60-59 on the Digital Songs chart. Up 11% in digital sales, the song has sold 132,000, according to Nielsen SoundScan. "Deuces" also climbs 67-56 on the Billboard Hot 100, marking the singer's return to that tally. Brown last appeared on the Hot 100 last February when "I Can Transform Ya" featuring Lil Wayne and Swizz Beatz ended its tenure, peaking at No. 20. "Transform" peaked at No. 11 on Hot R&B/Hip-Hop Songs. The track was the lead single from Brown's third album, "Graffiti," which has sold 316,000. The "Deuces" momentum follows Brown's emotional tribute to Michael Jackson during the BET Awards in June. While singing "Man in the Mirror," the singer broke down, prompting criticism that the meltdown was staged. Without addressing the detractors, Brown has stayed busy recording and tweeting about new music. He recently polished off a remix of Nicki Minaj's "Your Love" and is featured on a new Twista track, "Make a Movie." Among the top mainstream R&B radio stations spinning "Deuces" in heavy rotation are KBFB Dallas, WHTD Detroit, KKDA Dallas and WPEG Charlotte, N.C., whose OM/PD Terri Avery says positive audience reaction to Brown at the BET Awards has nothing to do with the song's growing success. "The track, the lyrics . . . it's just a good song." Brown will next appear in the film "Takers," out Aug. 27. There's no official word from Jive as to when his fourth album will be released. Four years after a shooting left an unarmed Sean Bell dead (on the eve of his wedding) and two of his friends wounded following a tragic incident with New York City police, the city has agreed to pay $7 million dollars to settle a federal lawsuit filed by Bell's family and his friends.

According to The New York Times, in the early hours of November 25, 2006, five New York City police officers fired 50 shots into the car Bell — who was to be married that day — was driving outside a club in Queens, New York. The car reportedly struck a detective in the leg and hit a police van before the officers began firing. None of the three men in the car — Bell and his friends Joseph Guzman and Trent Benefield — were armed, although the officers apparently believed at least one was.

In what's seen as the closing chapter in one of the most controversial police shootings in New York City history — three officers were acquitted of manslaughter and reckless-endangerment charges in 2008, a ruling many activists and rappers spoke out against — the families of the victims are looking to move past the tragedy.

As part of the settlement, Bell's two young daughters (whom he had with his fiancée, Nicole Paultre Bell) will receive $3.25 million; Guzman (who was shot 17 times) and Trent Benefield will receive $3 million and $900,000 respectively, according to Times.

Earlier this week, Foxy Brown — a close friend of Bell's fiancée — said Paultre Bell is a strong woman who remained in high spirits throughout the four-year ordeal.

"She just handled everything so gracefully," Brown said. "She just did everything with grace and class."

G-Unit member Tony Yayo, whose G-Unity foundation gave proceeds from a recent event to Bell's family, said the settlement is long overdue.

"I think it's a beautiful thing, but rest in peace to Sean Bell," Yayo said. "I mean, you have times now when a police officer can shoot you in your back, handcuffed on the floor, in a train station in front of everybody and get two years," Yayo said, referring to the Oscar Grant shooting in Oakland, California, in which found a transit officer was found guilty of involuntary manslaughter last month. "So Sean Bell's people deserve that money, definitely, and blessings to them."
