The 18-year-old girl who went missing from Arizona in 2019 & re-emerged in Montana this week allegedly fought with the man she was living with & threatened to “go back” — just 1 day before she turned herself in at a police station.

Neighbors told The Post they heard a holed-up Alicia Navarro Saturday shouting with an unidentified man inside their apartment building in Havre.

“I was here the other day and I heard them yelling. She did say, ‘I will go back.’ But that’s all I heard,” neighbor Garrett Smith said.

Navarro sauntered into a local police precinct the following day to request that she be taken off the missing person’s list so she could get a driver’s license & could begin living a “normal life.”

She had been missing since police said she “willfully left her home” in Glendale, Arizona home in 2019.

It’s not clear how long Navarro has been living in the Havre apartment, but Smith said she & a man in his 20s have been residents since he moved in about a year ago.

He said that the teenager appeared scared, had a “scratchy voice” & had noticeably insufficient dental hygiene.

Police said Friday that a man was detained & questioned in connection to Navarro’s disappearance, though it is unclear whether it was the same individual she had shared the Havre apartment with.

Navarro fled her family home just days before her 15th birthday, leaving behind a note that read: “I ran away. I will be back. I swear. I’m sorry.”

A missing person report from years prior described Navarro as autistic but high-functioning.

Navarro is still being considered a victim, police previously said.

Navarro told police she was not being held against her will & could come & go freely, and said she had not been hurt. Police have said she does not face criminal charges.

LAKE BARRINGTON, Ill. (AP) — A suburban Chicago man is facing firearm charges after he told officers he accidentally shot himself in the leg while dreaming that an intruder was breaking into his home.

The Lake Barrington man was charged about 2 months after Lake County Sheriff’s deputies were called to his home on April 10 on a report about a person with a gunshot wound.

Deputies who found the 62-year-old man with a gunshot wound to 1 of his legs applied a tourniquet to the limb because he “was losing a significant amount of blood” before being hospitalized.

The man told investigators he “had a dream that someone was breaking into his home” & during that dream, he “retrieved his .357 Magnum revolver & shot at who he believed was the intruder.”

“When he fired, he shot himself & apparently woke up from the dream,” police said Tuesday.

Investigators determined there was no burglary attempt at the man’s home. But they found that his state firearm owner’s identification card had been revoked & he was still in possession of a firearm.

A warrant was issued June 9 for the man on charges of possession of a firearm without a valid FOID card & reckless discharge of a firearm, both felonies.

He was arrested Monday & released after posting bond & is scheduled for a June 29 court status hearing.

May 6 (Reuters) - A gunman shot & killed 9 people & wounded at least 7 others at a busy mall north of Dallas on Saturday.

The gunman, whom authorities said they believe acted alone, was killed by a police officer after he began firing outside of the Allen Premium Outlets mall in Allen, Texas.

Allen fire department chief Jon Boyd told the same press conference that his department took at least 9 victims with gunshot wounds to area hospitals, 2 of whom died.

Medical City Healthcare, which runs 16 hospitals in the area, said in a statement that its trauma centers were treating 8 of the wounded victims, who ranged in age from 5 to 61.

One unidentified eyewitness said the gunman was "walking down the sidewalk just ... shooting his gun outside," & that "he was just shooting his gun everywhere for the most part."

Blood could be seen on sidewalks outside the mall & white sheets covering what appeared to be bodies.

Mass shootings have become commonplace in the U.S. with at least 198 so far in 2023, the most at this point in the year since at least 2016, according to the Gun Violence Archive. The nonprofit group defines a mass shooting as any in which 4 or more people are wounded or killed, not including the shooter.

LOUISVILLE, Ky. (WKLY) — On Wednesday, United States Attorney General Merrick Garland is in Louisville to announce the Department of Justice's findings resulting from its investigation into the Louisville Metro Police Department and Louisville Metro Government.

It says there is reasonable cause to believe the Louisville/Jefferson County Metro Government & LMPD have engaged in a pattern or practice of conduct that deprives people of their rights under the U.S. Constitution & federal law.

Here is a summary list of findings from the DOJ's report.

* LMPD uses excessive force, including unjustified neck restraints and the unreasonable use of police dogs and stun guns.
* LMPD conducts searches based on invalid warrants.
* LMPD unlawfully executes search warrants without knocking and announcing.
* LMPD unlawfully stops, searches, detains, and arrests people during street enforcement activities, including traffic and pedestrian stops.
* LMPD unlawfully discriminates against Black people in its enforcement activities.
* LMPD violates the rights of people engaged in protected speech critical of policing.
* Louisville Metro and LMPD discriminate against people with behavioral health disabilities when responding to them in crisis

The bulk of the rest of the report gives an extensive overview of the background leading up to its investigations & the method by which it went about the investigation.

The report also recommends 36 remedial measures for improvement.

While it commends LMPD and Metro government for not waiting for the outcome of the investigation to make its own improvements, the DOJ says more must be done.

The report concludes by saying the DOJ looks forward to working with Metro government & LMPD in implementing its recommendations.

It calls it a starting point for ending Louisville Metro’s & LMPD’s pattern or practice of unlawful conduct.

The parents of Gabby Petito have filed a wrongful death lawsuit against the police department in Moab, Utah, where the slain travel blogger & her boyfriend Brian Laundrie were questioned about a possible domestic dispute weeks before she was reported missing.

The lawsuit is seeking at least $50 million in damages.

The suit alleges that if the Moab police had followed a Utah law on domestic violence, "Gabby would still be alive today," James McConkie, one of the attorneys representing the family, said.

Moab police questioned Petito & Laundrie on Aug. 12, 2021, during their cross-country road trip after a 911 caller reported seeing a "gentleman slapping the girl."

Petito told police, "I definitely hit him first," & that he grabbed her face, scratching her.

Police labeled the incident as a "mental/emotional break" rather than a domestic assault.

Petito was reported her missing on Sept. 11, 2021. Her body was found about a week later in Wyoming's Bridger-Teton National Forest, with a coroner ruling that she had died of "blunt-force injuries to the head & neck, with manual strangulation."

Laundrie, who was later found dead of a self-inflicted gunshot wound in Florida's Myakkahatchee Creek Environmental Park, wrote in a notebook that he killed Petito.

A Pennsylvania man was charged with abuse of a corpse, receiving stolen property & other charges after police say he allegedly tried to buy stolen human remains from an Arkansas woman for possible resale on Facebook.

The remains were stolen from Arkansas Central Mortuary Services in Little Rock by a female mortuary employee & sold.

An FBI spokesman said he was of incident "but will not comment on ongoing investigations." No charges had been filed as of Thursday against the Arkansas woman.

East Pennsboro Township Police in Pennsylvania announced the arrest of & charges against 40-year-old Jeremy Lee Pauley, of Enola, Pennsylvania. Pauley had been arrested on July 22 & had an initial court appearance Thursday.

Pauley was released on $50,000 bond.

On a Facebook page under his name, Pauley has posted pictures of bags & stacks of femurs, one captioned, "Picked up more medical bones to sort through." The Facebook page he uses to market his body parts is called "The Grand Wunderkammer," "Vendors of the odd & unusual, museum exhibits, guest lectures, live entertainment & so much more! Strange, curious & unique in every way possible!" It also provides a link to his website.

"I think I've seen it all, and then something like this comes around," said Sean McCormack, district attorney for Cumberland County, Pennsylvania. "The question we had to answer was, Is the sale of body parts or bones & remains illegal ... or legal? Some of it, to our surprise, was legal. And as the investigation went on, it became clear there was illegal activity going on as well."

Pauley told investigators that he intended to resell the body parts, according to the affidavit. Investigators allege that Pauley arranged to pay the Arkansas woman $4,000 for the body parts through Facebook Messenger.

LOUISVILLE, Ky. (AP) — The U.S. Justice Department announced civil rights charges Thursday against 4 Louisville 4 over the 2020 drug raid that led to the death of Breonna Taylor.

Federal officials “share but cannot fully imagine the grief” felt by Taylor’s family, U.S. Attorney General Merrick Garland said in announcing the charges.

“Breonna Taylor should be alive today,” he said. The charges range from unlawful conspiracies, use of force & obstruction of justice.

The charges are against former officers Joshua Jaynes, Brett Hankison, Kelly Goodlett & Sgt. Kyle Meany.

Local activists & members of the Taylor family celebrated the charges & thanked federal officials.

“This is a day when Black women saw equal justice in America,” lawyer Benjamin Crump said.

Taylor was shot to death by Louisville officers who had knocked down her door while executing the search warrant. Taylor’s boyfriend fired a shot that hit 1 of the officers as they came through the door & they returned fire, striking Taylor multiple times.

Hankison is facing 2 civil rights charges alleging he used excessive force when he retreated from Taylor’s door, turned a corner 2 fired 10 shots into the side of her two-bedroom apartment. Bullets flew into a neighbor’s apartment, nearly striking 1 man.

He was acquitted by a jury of state charges of wanton endangerment earlier this year.

Jaynes had applied for the warrant to search Taylor’s house. He was fired in January 2021 by former Louisville Police interim chief Yvette Gentry for violating department standards in the preparation of a search warrant execution & for being “untruthful” in the Taylor warrant.

Jaynes & Goodlett allegedly conspired to falsify an investigative document that was written after Taylor’s death. Federal investigators also allege Meany, who testified at Hankison’s trial earlier this year, lied to the FBI during its investigation.

BROOKLYN CENTER, Minn. (AP) — A suburban Minneapolis city has agreed to pay $3.2 million to the family of Daunte Wright, a Black man who was fatally shot by a police officer who said she confused her gun for her Taser.

The tentative settlement also includes changes in police policies & training involving traffic stops like the one that resulted in Wright’s death.

Wright was shot once in the chest by Brooklyn Center Officer Kim Potter, who is white, after the 20-year-old was stopped for expired registration tags in April 2021. The former officer was subsequently convicted of first- & second-degree manslaughter & was sentenced to 2 years in prison.

Potter is heard on video yelling “Taser” several times just before she fires her pistol.

The shooting happened at a time of high tension in the area, with former Minneapolis police officer Derek Chauvin, who is white, standing trial just miles away for the killing of George Floyd, who was Black. Floyd’s May 2020 death prompted a reckoning over police brutality & discrimination involving people of color.

The fallout from Wright’s death led the Brooklyn Center City Council to pass a series of reforms, including the use of social workers & other trained professionals to respond to medical, mental health & social-needs calls that don’t require police.

The changes also prohibit police from making arrests for low-level offenses & require the city to use unarmed civilians to handle minor traffic violations.

The settlement is one of the largest involving police conduct Minnesota. Last year, the city of Minneapolis agreed to pay $27 million to Floyd’s family.

MINNEAPOLIS (FOX 9) - She was awarded an honorary Pulitzer for filming the murder of George Floyd by then Minneapolis Police officer Derek Chauvin, now Darnella Fraizer is mourning the death of her uncle, Leneal Frazier, killed Tuesday morning when a Minneapolis police squad car pursuing a vehicle believed to have been involved in multiple robberies struck the car he was driving.

In a Facebook post, Darnella wrote, "I honestly can’t believe I’m making this post right now...I’m so hurt...nothing feels real. I woke up to the most horrible news," going on to write, "MY uncle... Another Black man lost his life in the hands of the police! I asked my mom several times "he died??" I couldn’t accept what I was hearing and still can’t. Some things just take time to process."

Family says Leneal was heading to his girlfriend’s house when the MPD squad struck his car.

Early Tuesday morning, Minneapolis police officers were pursuing an armed robbery suspect in the area of North 41st Avenue and North Lyndale Avenue. While traveling northbound, the squad struck Leneal's car in the intersection. The squad then went into the southbound lane and struck another uninvolved car. Both the officer and Leneal were taken by ambulance to North Memorial.

Leneal died of his injuries. The officer was injured but is expected to survive.

"This is not fair, not right," Leneal’s daughter, Lanesha Frazier said. "I didn’t expect that to be my father. I’m really grieving because all these police out here, they’re not watching what they’re doing… they need to watch what they’re doing, innocent people out here being hurt."

The family has set up a GoFundMe to help with funeral costs.

On the one year anniversary of his death, the mother of Ahmaud Arbery has filed a lawsuit, alleging there was a conspiracy to protect those responsible for her son's death.

Wanda Cooper filed the civil lawsuit Tuesday in the Southern District of Georgia against the three men charged with murder -- Gregory McMichael, Travis McMichael & William Bryan -- as well as more than a dozen law enforcement officers, Glynn County, former Glynn County District Attorney Jackie Johnson & Ware County District Attorney George Barnhill.

Cooper is seeking more than $1 million in damages.

The lawsuit alleges that, following repeated trespasses by various people at a construction site, Glynn County law enforcement authorized the McMichaels, Bryan & others to act as law enforcement within the community.

It also cites a 2019 memorandum from Glynn County Manager Alan Ours which stated the Glynn County Police Department had a culture of "cronyism, outdated policies, lack of appropriate training & loss of State certification." And that there is "an ongoing culture of cover-up, failure to supervise, abuse of power & lack of accountability."

The lawsuit states that the elder McMichael once worked as an investigator for Johnson's office & she personally intervened to try to keep him on the police force after he repeatedly failed to complete state-mandated officer training.

"Johnson instructed law enforcement not to arrest her former colleague, his son or Bryan," the lawsuit states.

Johnson gave the case to neighboring Ware County. But Barnhill also had a prior relationship with Gregory McMichael.

"When this connection was discovered, Barnhill, too, was forced to recuse himself, but not before issuing a letter intended to justify the murder of Ahmaud as "perfectly legal," based on a multitude of demonstrably false statements," the lawsuit reads.

The Louisville Metro Police Department fired two officers involved in the botched raid that resulted in Breonna Taylor's death and, in part, launched a summer of protests, authorities said.

Detectives Joshua Jaynes and Myles Cosgrove learned last week that the department intended to fire them, and those terminations became official on Tuesday, according to a letter from Louisville Metro Police Department Chief Yvette Gentry to the officers.

Cosgrove violated standard operating procedures for deadly force and failure to activate his body-worn camera, the chief said.

Jaynes was was fired for two departmental violations tied to his work securing the search warrant for the deadly March 13 raid, according to Gentry.

Taylor, who had no criminal record, was with boyfriend Kenneth Walker when plainclothes officers entered her apartment in the early morning hours to serve a no-knock search warrant in a drug case.

Walker, who had a license to carry a weapon, called 911 believing the home was being invaded by criminals and opened fire, wounding one of the officers in the leg.

That's when police returned fire, and Taylor was killed. Cosgrove fired the shot that killed Taylor, Kentucky Attorney General Daniel Cameron said in September.

Jaynes was not at Taylor's apartment when gunfire erupted, but hours earlier he secured the search warrant that led to the deadly confrontation.

Video After The Jump

DENVER (AP) — Prosecutors are investigating whether suburban Denver police officers should face criminal charges for putting four Black girls on the ground and handcuffing two of them after mistakenly suspecting they were riding in a stolen car, a district attorney said Friday.

The incident Sunday attracted national attention after a video of the girls — some in tears — being detained in a parking lot spread on social media.

The traffic stop happened in Aurora, where officers are also being investigated following the death of 23-year-old Elijah McClain after he was placed in a chokehold last year.

In the Sunday incident, officers eventually determined the car carrying the girls, ranging in age from 6 to 17, had the same license plate number as the one they were seeking from another state.

Aurora Police Chief Vanessa Wilson and the department are cooperating with the investigation, 18th Judicial District Attorney George Brauchler said in his announcement. He called the public accounts of the confrontation “very concerning.”

“Everyone is entitled to be treated equally under the law,” he said. “No one is above the law. If our investigation determines that the officers involved committed a crime, I will not hesitate to file charges and prosecute them.”

Brauchler is a Republican and a vocal defender of law enforcement, but earlier this year he criticized members of Aurora’s police department for helping shield an officer found passed out in his patrol car from criminal prosecution for suspected drinking and driving.

Aurora police apologized after the video taken by a bystander showed the girls, with the 17-year-old and a 12-year-old lying on their stomachs with their hands cuffed behind their backs. A 14-year-old girl was lying next to the 6-year-old, also on their stomachs next to the car.

They can be heard crying and screaming as officers stand with their backs to the camera. A woman on the other side of the car is seen being led away in handcuffs.

An officer eventually helped the handcuffed girls sit up but left them with their hands behind their backs, and police eventually determined they had stopped the wrong car. Part of the reason for the mix-up might have been that the car had been reported as stolen earlier in the year, police said.

Driver Brittney Gilliam, who had taken her nieces, sister and daughter out for a day at a nail salon, has characterized the officers’ actions as police brutality.

“There’s no excuse why you didn’t handle it a different type of way,” Gilliam told KUSA-TV. “You could have even told them ‘step off to the side, let me ask your mom or your auntie a few questions so we can get this cleared up.’ There was different ways to handle it.”

Jennifer Wurtz, who shot the video, said on camera that the police drew guns as they initially approached the car.
