WASHINGTON (AP) — President Donald Trump has barred all refugees from entering the United States for four months, and indefinitely halted any from Syria, saying the ban is needed to keep out "radical Islamic terrorists."

The order Friday immediately suspended a program that last year resettled in the U.S. roughly 85,000 people displaced by war, political oppression, hunger and religious prejudice. Trump indefinitely blocked those fleeing Syria, where a civil war has raged, and imposed a 90-day ban on entry to the U.S. from seven Muslim majority nations.

"We want to ensure that we are not admitting into our country the very threats our soldiers are fighting overseas," Trump said as he signed the order at the Pentagon. "We only want to admit those into our country who will support our country and love deeply our people."

Trump said the halt in the refugee program was necessary to give agencies time to develop a stricter screening system. While the order did not spell out what additional steps he wants the departments of Homeland Security and State to take, the president directed officials to review the refugee application and approval process and find any more measures that could prevent those who pose a threat from using the refugee program.

The U.S. may admit refugees on a case-by-case basis during the freeze, and the government will continue to process requests from people claiming religious persecution, "provided that the religion of the individual is a minority religion in the individual's country."

In an interview with CBN News, Trump said persecuted Christians would be given priority in applying for refugee status.

"We are going to help them," Trump said. "They've been horribly treated."

The order was signed on Trump's most robust day of national security and foreign policy at the start of his presidency. He met with British Prime Minister Theresa May and had a lengthy phone call with Mexican President Enrique Pena Nieto.

As a candidate, Trump called for a temporary ban on all Muslim immigration to the U.S. He later shifted his focus to putting in place "extreme vetting" procedures to screen people coming to the U.S. from countries with terrorism ties.

The State Department said the three-month ban in the directive applied to Iraq, Syria, Iran, Sudan, Libya, Somalia and Yemen — all Muslim-majority nations.

The Council on American-Islamic Relations said it would challenge the constitutionality of the executive order.

"There is no evidence that refugees — the most thoroughly vetted of all people entering our nation — are a threat to national security," Lena F. Masri, the group's national litigation director. "This is an order that is based on bigotry, not reality."

During the past budget year, the U.S. accepted 84,995 refugees, including 12,587 people from Syria. President Barack Obama had set the refugee limit for this budget year at 110,000.

According to Trump's executive order, he plans to cut that to 50,000. Refugee processing was suspended in the immediate aftermath of the Sept. 11 attacks and restarted months later.

The president was applauded by House Speaker Paul Ryan, who said it was "time to re-evaluate and strengthen the visa-vetting process."

But many Democrats cast the measures as un-American.

"Tears are running down the cheeks of the Statue of Liberty tonight as a grand tradition of America, welcoming immigrants, that has existed since America was founded has been stomped upon," said Senate Democratic leader Chuck Schumer of New York.

Trump's order was signed on Holocaust Remembrance Day, which brought to mind the global effort to help refugees during World War II and its aftermath.

The order makes no mention of a plan to provide safe zones in Syria and the surrounding area. A draft of the order had directed the Pentagon and the State Department to produce a plan for safe zones in the war-torn Mideast nation.

The president's directive capped a hectic first week for Trump at the White House, giving Americans an initial look at how he intends to position the United States around the globe.

Earlier Friday, he hosted May at the White House for his first meeting with a world leader since taking office. Asked about whether he would revert back to Bush-era use of torture, Trump said he would defer to the views of Defense Secretary Jim Mattis.

"He has stated publicly that he does not necessarily believe in torture or waterboarding, or however you want to define it. ... I don't necessarily agree," Trump said. "But I would tell you that he will override because I'm giving him that power. He's an expert."

The Associated Press and other news organizations have obtained copies of a draft executive order signaling sweeping changes to U.S. interrogation and detention policy. The draft, which the White House said was not official, also requests recommendations on whether the U.S. should reopen CIA detention facilities outside the United States. Critics said the clandestine sites have marred America's image on the world stage.

Trump held firm on another matter of contention, trade and illegal immigration from Mexico. He told reporters he had a "very good call" with Pena Nieto earlier in the day, but he reaffirmed his belief that Mexico has "outnegotiated and beat us to a pulp" on trade — and that would change.

"We're no longer going to be the country that doesn't know what it's doing," he declared a day after the Mexican leader canceled his visit to Washington in response to Trump's plans to build a border wall and have Mexico pay for it.

It's no secret that there's no love lost between Suge Knight and Dr. Dre, but Knight is now claiming that his former business partner tried to have him killed.

According to TMZ, Knight says he has a lifetime management agreement with the super producer, which entitles him to a 30% cut of all his future entertainment earnings.

That includes the blockbuster $3 billion sale of Beats By Dre to Apple, which netted Dre a cool $500 million.

Knight claims that Apple didn't want his name associated with it's brand, so Dre allegedly hired the gunman that pumped 7 bullets into him at Chris Brown's pre-VMA party at the 1OAK nightclub in West Hollywood on Sunday, August 24, 2014.

Knight was hit in the arm and stomach, but recovered.

According to Knight's lawsuit, a man by the name of T-Money, was questioned about the shooting by the L.A. County Sheriff's Department and told them that Dre had hired him to kill Suge.

No arrest was ever made in the shooting.

Fast forward to January 29, 2015. That's the day Knight drove to the Compton set of the N.W.A. biopic, "Straight Outta Compton."

When the former Death Row Records CEO arrived he got into a fight with Cle "Bone" Sloan. That incident escalated and ended at Tam's Burgers in Compton, where Knight ran over Sloan and Terry Carter with his truck.

Carter was killed and Sloan suffered serious leg injuries.

Knight alleges the fight happened because Dre and Universal, which produced "Straight Outta Compton," paid Sloan $300,000 to kill him.

He is suing Dre, Universal and Tam's for at least $300 million in damages.

As we previously reported, Knight has already sued Chris Brown, Pia Mia, who co-hosted the pre-VMA party and 1OAK in June of 2016 for the 2014 shooting, alleging there was inadequate security at the venue.

**UPDATE**

A member of Dr. Dre's legal team has responded to Suge's accusation via TMZ.

"Given that Dre has had zero interaction with Suge since leaving Death Row Records in 1996, we hope that Suge's lawyer has lots of malicious prosecution insurance."

Knight is currently sitting in a Los Angeles jail cell awaiting trial for murder, attempted murder and two counts of felony hit-and-run, in connection with the death of Terry Carter and injuring Cle "Bone" Sloan. 

He's facing 25 years to life in prison under California's so-called three-strikes law if convicted

Last month Bobby Shmurda agreed to a deal with Manhattan prosecutors that allowed him to plead guilty for his role in a gang conspiracy case.

In exchange, he accepted a prison term of 7 years, followed by 5 years of probation.

During the sentencing hearing Wednesday, October 19, things got awkward when Shmurda, born Ackquille Pollarddecided he no longer wanted the plea deal.

“I was forced to take this sentence. I don't want to take this sentence,” Shmurda told Manhattan Supreme Court Justice Abraham Clott, according to the New York Daily News. “I want to drop my plea.”

The 22-year old "Hot Nigga" rapper then turned towards his attorney, Alex Spiro.

“I want to drop my plea and fire you," he said. "Why are you telling me to waive my rights? I am not waiving my rights.”

On the advice of Assistant District Attorney Nigel Farinha, Clott, denied the last minute requests and sentenced Shmurda to the previously agreed upon term.

Shmurda has been in jail since December 17, 2014, when he was arrested along with 12 other members of his GS9 crew.

It's time for Sean Kingston to hire bodyguards because he's been strong armed out of expensive bling for the second time in seven months.

As we previously reported, the singer, real name Kisean Anderson, claimed a jeweler kidnapped and took a $225,000 watch from him in November 2015, following a business deal gone bad.

Cops investigated, but no charges were filed.

According to TMZ, the 26-year old who found fame fame in 2007 with the hit song "Beautiful Girls" has been robbed again.

This latest theft involves a $300,000 chain.

Kingston was at the Penthouse Nightclub & Dayclub in West Hollywood recently when 2 men approached him. The situation turned hostile when the individuals started punching the singer. During the scuffle one of the men took Kingston's chain.

By the time the cops arrived the thieves were gone. 

A police report was filed and cops are now investigating.

(CNNOn Monday, Bill Cosby struck back against his accusers, filing an answer and counterclaims against the plaintiffs in court. For Cosby, the best defense may ultimately be a good offense.

Cosby's counterclaims consist of 1) defamation per se; 2) defamation; 3) tortious interference; and 4) intentional infliction of emotional distress.

From a legal standpoint, it's a good strategy—albeit a "scorched earth" policy. His defense will attack the credibility of witnesses against him, seeking to prove they have intentionally fabricated these allegations for monetary gain. That theory of defense parallels his new counterclaims against the plaintiffs: that they are intentionally fabricating these claims for monetary gain. There's not really a lot of risk here for Cosby, either. Or, another way of looking at it: it couldn't make things any worse.

Here's how strong each of these counts are, taken slightly out of order.

Counterclaim 2: Defamation

To establish a defamation claim under Massachusetts law, four elements are required: (1) that the defendant made a statement, concerning the plaintiff, to a third party"; (2) that the statement was defamatory such that it could damage the plaintiff's reputation in the community; (3) that the defendant was at fault in making the statement; and (4) that the statement either caused the plaintiff economic loss, or is actionable without proof of economic loss.

Counterclaim 1: Defamation per se

That last part of the last element is also known as "defamation per se", which is actually Counterclaim 1. As a general rule, defamation requires proof that a plaintiff actually suffered a measurable economic loss. Your Aunt Edna's nasty rant about you on Facebook may have made you cry, but it probably didn't actually cost you money.

Even if you think it did, you aren't likely to hire an expensive expert to prove it cost you money, either. That's why many people threaten defamation lawsuits, but few actually file them. However, some defamation is considered so mean-spirited, so destructive, that a plaintiff can recover even without proof of economic loss. In Massachusetts, examples of defamation that can fall under this category are: 1) libel; 2) accusations of crimes; 3) accusations that plaintiff has certain diseases; and 4) statements that may prejudice the plaintiff's profession or business.

Counterclaim 3: Tortious interference

In order to make out a case for tortious interference with prospective contractual relations, a plaintiff has to prove: (1) plaintiff had a business relationship or contemplated contract; (2) the defendant knew about the relationship; (3) the defendant interfered with it through improper motive or means; and (4) the plaintiff's loss of advantage directly resulted from the defendant's conduct.

This might be more difficult for Cosby to prove. He probably had many then-existing and prospective deals in the entertainment business. However, he will have to prove that the accusers were specifically aware of these contracts, and that they acted intending to interfere with those contracts.

If Cosby losing these contracts was an unintended or unforeseeable consequence of the accusations, then this will be a difficult claim on which to prevail. Indeed, the accusers might counter that they had no economic incentive to interfere with his contracts—if anything, the more Cosby works...the more money is available to satisfy numerous judgments if his accusers were to win their lawsuits.

Counterclaim 4: Intentional infliction of emotional distress

Candidly speaking, in the world of lawsuits, Intentional Infliction of Emotional Distress, or "IIED" as it's called, is often just an afterthought; an add-on to a complaint. It always sounds great as a claim—who isn't emotionally distressed on some level by the person they have sued? Practically, however, it's not usually the strongest cause of action in a complaint, which is why it usually brings up the rear in the list of claims against a defendant.

To sustain a claim of intentional infliction of emotional distress, a plaintiff must show (1) that the defendant intended to cause, or should have known that his conduct would cause, emotional distress; (2) that the defendant's conduct was extreme and outrageous; (3) that the defendant's conduct caused the plaintiff's distress; and (4) that the plaintiff suffered severe distress.

The reason this is a tough one to win is because of the "extreme and outrageous" conduct standard. Courts have made clear that mere insults, indignities, threats, annoyances, petty oppressions, or other trivialities do not qualify.

Instead, "extreme and outrageous" is only where the conduct has been so outrageous in character, and so extreme in degree, as to go beyond all possible bounds of decency, and to be regarded as atrocious, and utterly intolerable in a civilized community. So in other words, it has to be really, really bad. Most conduct does not meet this high (or low, depending on how you view it) standard.

The best defense...a good offense?

Defamation cases are hard to win, but Cosby's defamation counterclaims in this case are his strongest.

Cosby's defense to these lawsuits is closely tied to his defamation counterclaims. Both will require him to show that his accusers are lying. While not as strong, this defense theory is also consistent with his other counterclaims. If Cosby is somehow able to prove that any accusers lied, he will still have to show that those deliberate fabrications and other conduct were intended to ruin his business relationships and cause him emotional distress.

As for his chances of prevailing? At first blush, it might seem hopeless for Cosby to actually sue his accusers. But consider this: The vast majority—if not all—of the evidence against him will be testimonial. Witness memory is notoriously fragile—and that's true even if it hasn't been eroded by the passage of decades. Also, witness credibility will be a factor, too.

Effective cross-examination can wilt the credibility of even seasoned, professional witnesses in front of a jury. If Cosby's lawyers are able to exploit inconsistencies and discredit memories of the accusers on cross examination, then he could, theoretically, pull off the improbable and turn this case around on the plaintiffs.

(Reuters) The Mexican Attorney General's office said on Friday it had arrested seven officials over suspected involvement in the jail break of drug kingpin Joaquin "El Chapo" Guzman.

Guzman's escape last Saturday from a maximum security prison through a mile-long tunnel built into his cell was a profound embarrassment for President Enrique Peña Nieto, raising pressure on the government to do more to battle public sector corruption.

As the tunnel surfaced in a blind spot in the cell behind a shower wall, government officials said it could only have occurred with the collusion of prison guards and officials, and that Guzman's helpers must have seen the building's plans.

The government dismissed the head of the prison and questioned more than 30 prison officials over the escape. It did not name the seven people who were arrested and a government spokesman could not immediately clarify the matter.

Peña Nieto, returning from a visit to France, on Friday acknowledged the escape had caused widespread frustration and that the only way to undo the damage was to recapture Guzman.

That news hinted at a U-turn by the government, because the previous attorney general, Jesus Murillo had said in January the country had no plans to hand him over.

BERKELEY, Calif. (Associated Press) — The balcony collapse that killed six college students appears to have been caused by rotted wooden beams, Berkeley's mayor said Wednesday as the victims' heartbroken loved ones began arriving in the U.S. from Ireland.

Mayor Tom Bates said investigators believe the wood was not caulked and sealed properly at the time of construction and was damaged by moisture as a result.

The crowded fifth-floor balcony broke off an apartment building during a 21st-birthday party held by visiting Irish college students Tuesday, spilling 13 people 50 feet onto the pavement below. In addition to the six killed, seven were seriously hurt.

"More than likely, it was caused by rain and water damage that was caused to the support beams," Bates said. He said it was "obviously a bad idea" for 13 people to crowd onto such a small balcony but added that he is not blaming the victims.

Cassandra Bujarski, a spokeswoman for the apartments' property management firm, Greystar, had no comment.

Building inspectors also determined another balcony at the Library Gardens apartment complex was "structurally unsafe and presented a collapse hazard," and it ordered it demolished. Two other balconies were red-tagged, or declared off-limits, at the apartments, which were completed in 2007 and are popular among visiting students and those at the nearby University of California, Berkeley.

Across the Atlantic, flags flew at half-staff around Ireland and the country's parliament suspended normal business as the nation mourned the dead: Ashley Donohoe, 22, of Rohnert Park, California, and Olivia Burke, Eoghan Culligan, Niccolai Schuster, Lorcan Miller and Eimear Walsh, all 21-year-olds from Ireland.

"They were in the prime of their lives," said Bernadette Prendiville, principal of the high school from which Burke and Walsh graduated. "They had a successful time in school, went about their work quietly and had everything going for them, everything ahead of them."

Josh Wilson, assistant principal at Rancho Cotate High School, said Donohoe was a remarkably well-liked and cheerful young woman who returned after graduating to help coach the soccer team.

"She just always had a smile on her face and transcended peer groups and cliques and had a friend in just about every social circle," he said.

A Mass was planned for Wednesday evening in Oakland for the victims, and grieving family members made their way toward Berkeley from Ireland.

The Irish students were working and traveling in the U.S. over the summer, a rite of passage enjoyed by thousands of their countrymen.

"For many of my countrymen, this is a favorite experience, and to have this happen at the start of the season has left us frozen in shock," said Philip Grant, Ireland's San Francisco-based consul general.

The Rev. Aidan McAleenan, a Roman Catholic priest who was sitting Wednesday with two of the injured at John Muir Medical Center in Walnut Creek, said that they were doing fine but that friends of the dead and injured were in shock and having a hard time talking.

Darrick Hom, president of the Structural Engineers Association of Northern California, visited the site of the collapse and said he noticed the broken wooden beams under the balcony were crumbling in the hands of investigating engineers.

"That wood was decayed or had some serious deterioration to the point where they could touch it with their hands and it was coming off in chunks in their hands," Hom said. He said it was surprising to see such deterioration in a building just 8 years old.

Normally, any building material — wood, steel or concrete — that will be exposed to the elements requires weatherproofing at the time of construction, Hom said.

Nothing in state code requires follow-up inspections of balconies after a building is issued a certificate of occupancy, unless there is major remodeling, said Brian Ferguson, deputy director of the state Department of General Services.

Although Florida has some balcony inspection requirements, most places don't require any reviews after construction is complete. Lawrence Ubell, president of New York-based Accurate Building Inspectors, said that could spell trouble.

"Annual inspections are so important for all balconies and terraces, but particularly for ones made of wood," he said. "In fact, rotting wood is the biggest cause of balcony and terrace failures."

Sari Kosdon, a Berkeley graduate student who has lived at Library Gardens since last August, said she feels terrible about the Irish students' deaths.

"I see these kids all the time and they are just so happy to have gone to this country and the opportunity," she said. "I feel like as a country we've failed them."

(CNNThe remains of at least four additional people have been found during a serial killer investigation behind a Connecticut strip mall where the bodies of three women were previously found, authorities said Monday.

The latest search turned up multiple skeletal remains, which have been turned over to the chief medical examiner, according to James Wardwell, New Britain chief of police.

Investigators believe that one person is responsible for the deaths, Wardwell said.

The suspect who killed the individuals at separate times would "fit the definition" of what a serial killer is, New Britain State Attorney Brian Preleski said Monday.

"There is no danger to the public at the time from the alleged serial killer," Wardwell said without elaborating on who they believe the suspect to be.

"The ongoing investigation supports our strong belief that the person responsible for this is not able to continue this conduct at this time," he added.

One of the four remains found in the latest search, which began in early April and concluded in the first week of May, has been identified as Melanie Ruth Camilini, Wardwell said. She was last seen in a nearby town in January 2003.

The announcement comes on what would have been Camilini's 42nd birthday.

Annual searches have been conducted in this area, described as "swampy" and "wooded," off a major highway since 2007, when a hunter alerted authorities to the remains, according to Wardwell.

The medical examiner determined then that the remains were of three women, Wardwell said. The office later identified Diane Cusack as a victim in 2010. Joyvaline "Joy" Martinez and Mary Jane Menard were identified separately in 2013, Wardell added.

All three of those women were last seen in 2003 as well, he said.

The authorities still investigating the case say that the remains recovered in the latest search have been in the area for at least 10 years and are consistent with those they found years ago.

New Britain is southwest of nearby Hartford, the state's largest city.

PANAMA CITY BEACH, Fla. (Associated Press) — Seven people were injured, some critically, during an early-morning spray of gunfire Saturday at a spring break party on the Florida Panhandle, police said. An Alabama man was quickly apprehended and charged with attempted murder.

Multiple 911 calls flooded in just before 1 a.m., reporting the shootings at the house party in Panama City Beach, and deputies found a sprawling crime scene with victims inside the home, outside and across the street from it, and in the street's median, the Bay County Sheriff's Office said.

Officers set up a perimeter and found a suspect matching witnesses' description. David Jamichael Daniels, 22, of Mobile, Alabama, was charged with seven counts of attempted murder and jailed awaiting a first court appearance. A .40-caliber handgun believed to have been used was found in the yard of a nearby home.

By sunset on Saturday new renters, a family with Indiana license plates, had moved into the three-story, vacation-rental home located several blocks off the beach. The family did not want to talk to the media but said they were aware that multiple people had been shot inside the home less than 24 hours earlier.

Dozens of cases of beer filled the front porch of a neighboring house where loud music thumped inside. The young spring breakers renting the house said they were aware of the shooting but felt safe because it was not a random attack and the assailant was in jail.

Sheriff Frank McKeithen said a busy party full of dancing young people dissolved into "a chaotic scene." Daniels was free on bond on a drug possession charge in Alabama, the sheriff said, and was accompanied by two others, one who had been recovering from a gunshot wound suffered in Mobile last week.

The two companions to the accused shooter were questioned but not charged. A woman who declined to give her name answered the phone at the home of Daniels' relatives and said the family would not comment on the shooting.

At least three were critically injured: Kearria Freed, 20, who was shot in the head; Devanta Moore, 21, who was shot in the chest; and Henton Franklin, 22, who was shot in the side. Three others were listed in stable condition: Jacole Young, 22, who police said was shot in the back three times; Kelli Curry, 21, who was shot in the leg; and Tykeria Ethridge, 22, who was shot in the neck and shoulder.

A seventh victim — Anesia Powell, 20 — was shot in the left arm, chest, and knee, and was undergoing surgery Saturday. No condition was given.

University officials were sending staff to Panama City Beach to assist the victims.

McKeithen said hundreds of people have been arrested in recent weeks in and around Panama City during its raucous spring break celebrations. The masses of college students bring a parallel migration of unsavory visitors to the area and, combined with heavy consumption of alcohol, pose a huge challenge to officers, he said.

"We have a recipe for disaster," he said.

Eddie Tarter shares his back fence with the rental home. Tarter, who played ball with his young son in his driveway Saturday, has lived in the neighborhood for 16 years. He said he has had problems before with loud parties at the house.

"Never anything like this though," he said.

Despite the shooting, Tarter said he isn't against spring break.

"This is usually a quiet neighborhood."

Neighbor William Payne, who has lived in the neighborhood since 2002, said he had called the police many times because of loud parties at the house.

"I heard all the screaming and sirens last night and I didn't think anything of it at first because it is spring break."

Elsewhere along Panama City Beach, the party continued Saturday as hundreds of kids cruised up and down the main road, strolled the beach and gathered at hotel swimming pools.

SAN FRANCISCO (KTVU) - San Francisco Police Chief Greg Suhr on Friday announced the conclusion of an Internal Affairs investigation into racist and homophobic text messages sent by officers.

Suhr said at least one police sergeant and a captain were involved. "It just makes me sick to even talk about it," said Suhr. "Certainly to have a member as high ranking as a captain was particularly disheartening."

The texts surfaced a couple of weeks ago after former officer Ian Furminger was sentenced on federal corruption charges.

Fourteen officers in all were the subject of an internal investigation. Suhr says eight - including the captain - sent messages sickening enough to warrant immediate suspension and eventual termination.

Michael Robison - a gay police officer and 23 year veteran - resigned over the texts he shared with Furminger.

On Friday, Officer Michael Celis, a 16 year veteran of the force, announced he'd step down as well - a move that may help the officers keep their pensions.

"Those [texts] don't represent his views, they don't represent how he approached his work and his life," said San Francisco attorney Tony Brass, who represents Celis and Robison. "But he understands that the texts are incompatible with continuing his work as a San Francisco police officer."

In a statement, San Francisco Police Officers Association President Martin Halloran said, "These officers need to be afforded their due process... If these allegations are proven to be true... there is no place for this type of behavior within the San Francisco Police Officers Association or the SFPD."

The officers will go before the Police Commission, which will have the final say on whether to terminate them or mete out another form of discipline.

Critics on Friday called for reform in the department. "We have to vet officers," said San Francisco Public Defender Jeff Adachi, "so we don't have officers who hold racist views that are going to endanger not only themselves but the public, and also provide training on unconscious bias."

Suhr said the department recently restored a racial profiling class that had lost funding and plans to examine officers' backgrounds for warning signs.

"You have to assume that there could be more," said Suhr. "So we're going to look at their personal history questionnaires to see if there's some commonality that we hired somebody that we should've known that we shouldn't have hired."
