WASHINGTON (AP) — Top Capitol Hill negotiators sealed a deal Sunday on an almost $1 trillion COVID-19 economic relief package, finally delivering long-overdue help to businesses and individuals and providing money to deliver vaccines to a nation eager for them.

The agreement, announced by congressional leaders, would establish a temporary $300 per week supplemental jobless benefit and a $600 direct stimulus payment to most Americans, along with a new round of subsidies for hard-hit businesses and money for schools, health care providers and renters facing eviction.

It came after months of battling and posturing, but the negotiating dynamic changed in Republicans’ favor after the election and as the end of the congressional session neared. President-elect Joe Biden was eager for a deal to deliver long-awaited help to suffering people and a boost to the economy, even though it was less than half the size that Democrats wanted this fall.

House leaders informed lawmakers that they would vote on the legislation on Monday, and the Senate was likely to vote on Monday, too. Lawmakers were eager to leave Washington and close out a tumultuous year.

“There will be another major rescue package for the American people,” Senate Majority Leader Mitch McConnell, R-Ky., said in announcing the agreement for a relief bill that would total almost $900 billion. “It is packed with targeted policies to help struggling Americans who have already waited too long.”

A fight over Federal Reserve emergency powers was resolved Saturday night by the Senate’s top Democrat, Chuck Schumer of New York, and conservative Republican Pat Toomey of Pennsylvania. That breakthrough led to a final round of negotiations Sunday.

Still, delays in finalizing the agreement prompted the House to pass a one-day stopgap spending bill to prevent a government shutdown at midnight Sunday. The Senate was likely to pass the measure Sunday night as well.

The final agreement would be the largest spending measure yet. It combined $900 billion for COVID-19 relief with a $1.4 trillion government-wide funding plan and lots of other unrelated measures on taxes, health, infrastructure and education. The government-wide funding would keep the government open through September.

Passage neared as coronavirus cases and deaths spiked and evidence piled up that the economy was struggling. The legislation had been held up by months of dysfunction, posturing and bad faith. But talks turned serious in recent days as lawmakers on both sides finally faced the deadline of acting before leaving Washington for Christmas.

“This bill is a good bill. Tonight is a good night. But it is not the end of the story, it is not the end of the job,” Schumer told reporters. “Anyone who thinks this bill is enough does not know what’s going on in America.”

The $300 per week bonus jobless benefit was one half the supplemental federal unemployment benefit provided under the $1.8 billion CARES Act in March and would be limited to 11 weeks instead of 16 weeks. The direct $600 stimulus payment to most people would also be half the March payment, subject to the same income limits in which an individual’s payment began to phase out after $75,000.

The CARES Act was credited with keeping the economy from falling off a cliff amid widespread lockdowns this spring, but Republicans controlling the Senate cited debt concerns in pushing against Democratic demands. Republican politicians, starting with President Donald Trump, focused more on reopening the economy and less on taxpayer-financed steps like supplemental jobless benefits.

Progress came after a bipartisan group of pragmatists and moderates devised a $908 billion plan that built a middle ground position that the top four leaders of Congress — the GOP and Democratic leaders of both the House and Senate — used as the basis for their talks. The lawmakers urged leaders on both sides to back off of hard-line positions.

“We put our heads down and worked around the clock for nearly a month to produce a bipartisan, bicameral bill to address the emergency needs of our country,” the bipartisan group of about a dozen lawmakers said in a statement. “Our consensus bill was the foundation of this final package.”

Republicans were most intent on reviving the Paycheck Protection Program with $284 billion, which would cover a second round of PPP grants to especially hard-hit businesses. Democrats won set-asides for low-income and minority communities.

Late-breaking decisions would limit $300 per week bonus jobless benefits — one half the supplemental federal unemployment benefit provided under the CARES Act in March — to 11 weeks instead of 16 weeks as before. The direct $600 stimulus payment to most people would be half the March payment, subject to the same income limits in which an individual’s payment begins to phase out after $75,000.

After the announcement, Schumer and House Speaker Nancy Pelosi, D-Calif., announced additional details, including $25 billion in rental assistance, $15 billion for theaters and other live venues, $82 billion for local schools, colleges and universities, and $10 billion for child care.

Still, Democrats wanted more. Pelosi, in a letter to colleagues, called the package an initial step. “In 31 days, when Joe Biden enters the White House, more help will be on the way,” Pelosi said.

The governmentwide appropriations bill would fund agencies through next September. That measure was likely to provide a last $1.4 billion installment for Trump’s U.S.-Mexico border wall as a condition of winning his signature.

The bill was an engine to carry much of Capitol Hill’s unfinished business, including an almost 400-page water resources bill that targets $10 billion for 46 Army Corps of Engineers flood control, environmental and coastal protection projects. Another addition would extend a batch of soon-to-expire tax breaks, including one for craft brewers, wineries and distillers.

It also would carry numerous clean energy provisions, $7 billion to increase access to broadband, $4 billion to help other nations vaccinate their people, $14 billion for cash-starved transit systems, Amtrak and airports.

Democrats failed in a monthslong battle to deliver direct fiscal relief to states and local governments, but they successfully pressed for $22 billion would help states and local governments with COVID-19-related health expenses like testing and vaccines.

The end-of-session rush also promised relief for victims of shockingly steep surprise medical bills, a phenomenon that often occurs when providers drop out of insurance company networks.

The beef between Meek Mill and The Game continues to escalate. The two exchanged disses on Instagram all day Saturday, September 17.

Game continued to call Meek a rat for allegedly implicating him in the June robbery of Sean Kingston's $300,000 chain at the Penthouse Nightclub & Dayclub in West Hollywood.

The "One Blood" rapper posted a photo of missed phone calls from Meek and said there wouldn't be any talking, just scrapping.

Meek responded by saying Game has been jealous of him and hates his success. He posted a text message he sent to the Compton rapper, indicating he was ready for war.

At one point during the back and forth exchanges Meek seemed to want to distance himself from it, citing his desire to be a role model to the youth.

Lauryn Hill is in serious trouble with the Internal Revenue Service. In charges filed in a New Jersey Federal Court, the former Fugees singer is accused of not paying taxes in the years 2005, 2006 and 2007. According to a report by TMZ, Hill earned more than $1.8 million during those years.

 

If found guilty of the charges Hill could face up to three years in prison and a $300,000fine.

 

She is scheduled to appear in court on June 29.

The saga of American concert promoter Patrick Allocco has taken a turn for the worse as the price for his release from the Republic of Angola has gone up.

 

As we previously reported, Nas was paid $300,000 to perform at a New Year's Eve concert in Angola, but failed to show up. Nas claims he didn't make it because of a "miscommunication" about his travel plans.

 

As a result of Nas' no-show local promoter Henrique 'Riquhino' Miguel sent armed men to kidnap Allocco and his son to prevent them from leaving the country without paying the money back first. After the two were turned over to local authorities the U.S. Embassy stepped in and put them in a hotel until an agreement could be reached.

 

After Allocco's rep released a statement asking Nas to give the money back so his ransom could be paid, Nas said he would do so once he found out where to send the check to.

 

Three days later the ransom has yet to be paid.

 

According to TMZ, Miguel is now demanding an additional $50,000 in expenses on top of the original $300,000 in order for Allocco to be released.

 

Nas has agreed to pay 300K, but not the additional 50K. On top of that he wants a letter from Allocco and Miguel freeing him from any liability.

 

The two sides are now deadlocked and Allocco is no closer to getting home than he was three days ago.

How does a financially strapped city with a shrinking manufacturing base and rising unemployment attempt to make a little extra cash? Tax the bloggers. The city is demanding that bloggers pay $300 for a business license, whether or not the blog brings in a fraction of that amount in profit, according to the Philadelphia City Paper. Marilyn Bess blogs about eco-friendly living in Philadelphia and the surrounding areas. She occasionally contributes to the DIY site eHow.com. Her profit in the last few years - $50. She told the City Paper that she received a letter from the city in May, demanding the $300 for a "business privilege license." According to the city's website, every individual, partnership, association and corporation engaged in a business, profession or other activity for profit within the City of Philadelphia must file a Business Privilege Tax Return. Whether the blog earns a profit does not matter. Andrea Mannino of the Philadelphia Department of Revenue, told the City Paper that by choosing the option to make money from ads — regardless of how much or little money is actually generated — qualifies a blog as a business. "It sounds ridiculous," blog and social media author Debbie Weil told the Daily News. "Does the city have the resources to go after every blogger? I'm not sure they understand the difference between blogging for business and personal satisfaction." These business privilege taxes and licenses are far from popular in Philadelphia. Smaller vendors have been crying foul about the city randomly cracking down on licenses and fees. Many Philadelphians who didn't know that they owed taxes on their unprofitable blogs missed out on tax amnesty offered back in the spring. Still, not all bloggers are concerned with rushing to print out new tax forms. Many didn't even know about it until it was reported on Monday. "It wouldn't affect me in the least,” says Mike Meech, author of the Phillies blog Fightins.com. "I write under a pseudonym so they'd be sending a $300 bill to a fictitious name." Didn't Dennis Rodman used to have paper?

The eccentric former basketball star is way behind in child support payments. His estranged wife Michelle claims he owes an incredible $305,244.67 and she wants that dough now according to TMZ.

Michelle filed papers on Orange County Superior Court asking that Rodman be made to pay up what he owes for their two children.

TMZ reports Rodman is supposed to be paying his wife $50,000.00 a month for child support and additional $1,083 in spousal support, but he hasn't been handling his business.

It's been a minute since we've heard anything from Katt Williams. The troubled comedian has been staying out of trouble with the law recently.

Uncle Sam is here to rain on his parade though. The IRS filed a $284,419 lien against Williams on March 15 with the Los Angeles County Recorder of Deeds

His business manager, Lance Bogart told the Detroit News that Katt "will pay all debts owed to the IRS".

Katt retired from stand-up comedy last year. He might want to reconsider that and get some money rolling in ASAP.

I'm not sure who Nas has as a legal adviser, but he might want to fire them at once.

Nas and Kelis were in court Monday (April 13) in their latest divorce battle.

Again the news was horrible for Nas.

According to TMZ Nas was ordered to pay $47,292.42 in back child support and $40,454.00 in back spousal support.

He also has to pay 90% of Kelis' legal fees in the amount of $155,787.28. In addition to that he must pay $48,549.83 to cover Kelis' accounting expenses.

Last but certainly not least, the Queensbridge MC was ordered to cough up $10,000 a month until he's caught up on the $299,015.50 he owes in back spousal support.

Needless to say, Nas better get on the road and get some show money rolling in because Kelis and her lawyer Laura Wasser aren't playing around.
