JOHANNESBURG (Associated Press) — A man who appeared to provide sign language interpretation on stage for Nelson Mandela's memorial service, attended by scores of heads of state, was a "fake," the national director of the Deaf Federation of South Africa said on Wednesday.

The scandal over the interpreter is another indication of bad organization of the historic memorial service at a huge soccer stadium on Tuesday. Other difficulties included public transportation breakdowns which hindered mourners from getting to the event and a faulty audio system that prevented many of the tens of thousands in the stadium from hearing the leaders' speeches. In an apparent security failure, police did not search the first wave of crowds arriving at the stadium.

 

The unidentified man seen around the world on television next to leaders including United States President Barack Obama "was moving his hands around but there was no meaning in what he used his hands for," Bruno Druchen, the federation's national director, told The Associated Press.

Collins Chabane, one of South Africa's two presidency ministers, said the government is investigating the matter but has not finished yet because it has been overwhelmed with work organizing public viewing of Mandela's body in the South African capital of Pretoria and his funeral Sunday in his hometown of Qunu. He added the "government will report publicly on any information it may establish."

 

Four sign language experts, including Druchen, said the man was not signing in South African or American sign languages and could not have been signing in any other known sign language because there was no structure to his arm and hand movements. South African sign language covers all of the country's 11 official languages, according to the federation.

 

Ingrid Parkin, principal of the St. Vincent School for the Deaf in Johannesburg, said she's received complaints from the deaf community from Canada to China about the man on stage and that his movements look "like he's signing gibberish." He also used no facial expression to convey the emotions of the leaders, a key element of sign language interpretation.

 

"This man himself knows he cannot sign and he had the guts to stand on an international stage and do that," Parkin said.

Nicole Du Toit, an official sign language interpreter who also watched the broadcast, said in a telephone interview that the man on stage purporting to sign was an embarrassment.

 

"It was horrible, an absolute circus, really, really bad," she said. "Only he can understand those gestures."

 

The man also did sign interpretation at an event last year that was attended by South African President Jacob Zuma, Druchen said. At that appearance, a deaf person in the audience videotaped the event and gave it to the federation for the deaf, which analyzed the video, prepared a report about it and a submitted a formal complaint to the ANC, Druchen said.

 

In their complaint, the federation suggested that the man should take the five years of training needed to become a qualified sign language interpreter in South Africa. But the ANC never responded, Druchen said.

 

Druchen said a fresh complaint will be filed to the ANC about the interpreter he called a "fake" with a demand for an urgent meeting.

 

"We want to make a statement that this is a warning to other sign language interpreters who are fake and go about interpreting," Druchen said. "I am hoping the South African government will take notice of this."

 

Bogus sign language interpreters are a problem in South Africa, because people who know a few signs try to pass themselves off as interpreters, said Parkin, the principal of the school for the deaf. And those hiring them usually don't sign, so they have no idea that the people they are hiring cannot do the job, she said.

 

"They advertise themselves as interpreters because they know 10 signs and they can make some quick money," said Parkin. "It is plain and simple abuse of the deaf community, they are taking advantage of the deaf community to make money."

During the latest part of Vlad TV's sit down with Star and Lord Jamar, the subject of YMCMB rapper Drake came up. While Star was definitely team Drake, Jamar didn't feel that way at all. He believes Drizzy owes a lot of his success to the current era of Hip Hop we're in.

 

"This Hip Hop sh*t was made by masculine black and Latino males," Jamar said. "This is the alpha male sh*t. Not even the beta male, who they're pushing at us now. Your Drake's and your f*cking Kendrick Lamar's. All these softer type of dudes. [Drake] can rhyme and all that, but trust me he wouldn't have popped off in the 80's or 90's. Dudes would have looked at him as too soft. All that falsetto singing and all that type of sh*t. Dudes would have been like, 'What the f*ck?' Even if he could sing good. To say Freddie "Gangsta" Gibbs' departure from the CTE camp wasn't amicable would be an understatement. According to Gibbs, he left the label in December 2012 because he and Jeezy didn't see eye to eye on more than a few things.

Manny Pacquiao might owe the largest amounts of income tax between two countries in history.

 

TMZ reports that the Filipino boxer owes the U.S. Internal Revenue Service $18,313,668.79. The government alleges Pacquiao failed to pay his taxes from 2006-2010.

Here's the breakdown:

2006 -- $1,160,324.30
2007 -- $2,035,992.50
2008 -- $2,862,437.11
2009 -- $8,022,915.87
2010 -- $4,231,999.01


That's just the beginning of Pacquiao's financial disater. The Associated Press reports that the Bureau of Internal Revenue in Pacquiao's home country of the Philippines says he failed to pay his taxes in 2008-2009.


The amount he owes there is a staggering 2.2 billion pesos ($50 million) in back taxes.

Rumors have followed Pacquiao for years alleging he spends his money freely and has to continue fighting to survive, but how he got into this nightmarish tax situation should be looked into. Does he have financial advisers? It's a question that needs to be answered.

 

The Philippine government has placed a lien on one of Pacquiao's most expensive properties in Manilla and have frozen his bank accounts, and those of his wife.

Pacquiao claims that there is a treaty that prevents double taxation and has asked that his bank accounts be unfrozen.

''I appeal to them to remove the garnishment so that I can move and pay for my staff's salaries,'' Pacquiao told reporters in his southern hometown of General Santos city. ''I am not a criminal or a thief.''

 

He also disputes the amount owed to the United States. He believes that if that were true he would have been arrested during one of his many trips to the country.

SMS for me is an extension of my passion for music. For me music is the gateway to everything, to opening up possibilities for me. I look at money like it's freedom. It gives you the ability to invest in your own choices and your own ideas.

 

On music's influence on pop culture

There's a shift in the way the actual audience is thinking. They're into high end clothing. They're wearing European cut clothing. As clothes got tighter they started buying designer clothing. They don't realize how much influence Hip Hop culture has. Because when we say it's cool, it's really cool. That's when the needle moves. Look as the major car companies. Look at Ferrari, Bentley, Rolls Royce, Lamborghini. Those car companies, when's the last time you saw a commercial from them? They don't have to if they're in our music videos and we're not sending them a bill for it.

 

On Kanye West's fashion industry ambitions

When you enter new areas you're going to meet resistance. And you have to be willing to work through those barriers. In Kanye's case, wanting to be a part of high end fashion. That's a process. It's not something that just happens. They don't allow you to just pick up and say, 'This idea, that idea, and I'm in.'

 

On his upcoming projects

They'll see my Animal Ambition project first. It's something I just came up with that I was inspired to write it. I've been writing that and it will be out before the Street King Immortal project. I'll release it as a solid piece. I'll have music videos for every song. But I'll wait until they start to choose which records they like. I wouldn't call it a mixtape because it's album quality material. It's structured like an album more than mixtape material. This tape is all original. The only thing I can compare it do that I've done is War Angel.

 

On Kendrick Lamar

I love Kendrick. There's a huge difference in the two of us, in our characters and the way we present ourselves. He possesses the ability to appear like he didn't know this was gonna happen. There's a level of confidence that's required for you to withstand the doubt. I had so much doubt prior to it actually working for me that I would appear at points a little arrogant like, 'I knew it was gonna work. It took you so long to figure it out. I told you I was hot.' And Kendrick will give you that awkward enrgy that's like, 'This is great, this is really happening.' Every time I'm around him that's what it feels like.
