President Joe Biden has been presented with a menu of options for the U.S. to carry out massive cyberattacks designed to disrupt Russia’s ability to sustain its military operations in Ukraine, 4 people familiar with the deliberations tell NBC News.
Two U.S. intelligence officials, one Western intelligence official & another person briefed on the matter say no final decisions have been made, but they say U.S. intelligence & military cyber warriors are proposing the use of American cyberweapons on a scale never before contemplated. Among the options: disrupting internet connectivity across Russia, shutting off electric power, & tampering with railroad switches to hamper Russia’s ability to resupply its forces.
“You could do everything from slow the trains down to have them fall off the tracks,” one person briefed on the matter said.
The sources said the options presented include pre-emptive responses to Russia’s invasion of Ukraine, irrespective of whether Russian launches its own cyberattacks on the U.S. in retaliation for sanctions. They said most of the potential cyberattacks under consideration are designed to disrupt but not destroy & therefore fall short of an act of war by the United States against Russia. They say the idea is to harm networks, not people. Officials are debating the legal authorities under which the attacks would take place — whether they would be covert action or clandestine military activity. Either way, the U.S. would not publicly acknowledge carrying out the operations. U.S. Cyber Command, the National Security Agency, the CIA & other agencies would have a role to play in the operations.
“Our response will be harsh & measured, but not so severe as to encourage Putin to take more drastic steps,” one U.S. official said.
The person briefed on the matter said there was a significant divide within the U.S. government, with one camp fearful of escalating & another urging a strong cyber response.
Any use of cyberweapons to retaliate for the Russian invasion of Ukraine would be a turning point for U.S. cyber operations, which have largely been focused on intelligence gathering, information operations & targeted strikes, many of them for counterterrorism purposes. The most significant use of American cyber capability is believed to be the Stuxnet attack on the Iranian nuclear program from 2007 to 2010, which used computer malware to cause massive physical damage.
But the U.S. has been laying the groundwork for years for possible cyber operations against Russia, China & other adversaries, experts say. Those countries have done the same on American infrastructure networks.
“Cyberweapons are going to be used in a way we haven’t used other weapons,” said James Lewis, a cyber expert at the Center for Strategic and International Studies. “It gives us options we didn’t have before.”

A Michigan driver deliberately struck and killed a 64-year-old grandmother who was out on her daily walk so he could have sex with her body.
The suspect, identified as Colby Martin, 29, of White Pigeon, Michigan, was arraigned Wednesday in Van Buren District Court on a newly filed murder charge.
On September 20, retired nurse Melody Rohrer was reported missing by her husband from Hamilton Township.
Martin was previously charged in September with manslaughter & concealing a body.
The driver struck the jogger as she was near the Oak Shores Campground on Sept. 20, the report said. He then moved the body to a wooded area where he allegedly committed the sex acts. Martin led investigators to the site the next day.
Authorities added the murder charge this month after examining DNA evidence & the suspect’s online search history, which included searches for pornography involving dead or unconscious women.
Martin’s vehicle, a 2013 Ford F-150, had severe front-end damage when investigators first encountered him at a Walmart store in Oshtemo Township the day after the crime, the report said.
The suspect was found to have the woman’s cell phone & he allegedly made attempts to conceal other evidence linked to the crime.
Prior to the murder charge, Martin was freed on a $300,000 bond. Following the new charge, he was returned to custody but denied bond & was being held in the Van Buren County jail pending further legal action.
The suspect was arrested several days ago at his girlfriend’s home in Big Rapids.
Van Buren County Sheriff Dan Abbott said an investigation was continuing, with his department expecting to obtain more information about the case.

KENT, Wash. (KHQ) — On Valentine's Day around 3:15 p.m., Kent Police say an officer was dispatched following a phone report regarding a potentially missing person. According to the release, the officer spoke with someone who stated her severely disabled adult sister had been missing since earlier in the month.
An investigation was soon underway, and it was discovered the sister had been last seen on Feb. 5 when her 45-year-old mother parked her vehicle at a Kent gas station and walked away, leaving the daughter inside the vehicle.
KPD says further investigation showed the car had been privately towed at the request of gas station personnel to a lot in Burien. Officers contacted the tow company, who located the daughter still inside the vehicle.
The missing woman had been alone in the car at the tow yard for 9 days in near-freezing temperatures.
Medical aid was immediately requested. King County Sheriff's Deputies and King County Fire responded, locating the disabled woman in critical condition. She was transported to a hospital for immediate life-saving treatment.
KPD detectives continue to investigate the circumstances surrounding the incident. Kent Police Chief Padilla said on the matter, "We are extremely relieved that we were able to locate and rescue the victim. If not for the efforts of our Officers and the support of King County Sheriffs and Fire, this incident would likely have ended in tragedy."

KYIV, Feb 24 (Reuters) - Russia has launched a full-scale invasion of Ukraine and is targeting cities with weapons strikes, Foreign Minister Dmytro Kuleba said in a tweet on Thursday.
Interfax Ukraine reported rocket attacks on military facilities throughout Ukraine and that Russian troops had landed in the southern port cities of Odessa and Mariupol. It also reported staff and passengers evacuating Kyiv's Boryspil airport.
"Putin has just launched a full-scale invasion of Ukraine. Peaceful Ukrainian cities are under strikes," Kuleba said, referring to Russian President Vladimir Putin.
"This is a war of aggression. Ukraine will defend itself and will win. The world can and must stop Putin. The time to act is now."

Jon Jones is a single man -- the UFC superstar says his fiancée of 9 years, Jessie Moses, has left him for good following his Vegas arrest.
Jones announced the split via Twitter on Wednesday ... saying, "My fiancée left me about two months ago, today she finalized that she won't be coming back."
Worth noting -- the official breakup comes shortly after footage of Jones' September run-in with police was released ... which shows the 34-year-old head-butting a cop car after an alleged altercation with Moses.
"If you are a Jon Jones hater, have a toast, I feel like s***," he added.
Jones and Moses were together for nearly 20 years -- they were high school sweethearts at Union-Endicott High School in New York, split for a short period, and then were engaged in 2013.
Jones and Moses have three kids together -- two 13-year-olds Leah and Carmen and 9-year-old Olivia.
Jones and Moses appeared to make amends after his domestic violence arrest ... posting a video of the then-couple sharing a kiss in the days following the alleged altercation.
The UFC champ has vowed to stop drinking and work towards being a better man after his most recent run-in with the law ... but it appears he'll have to do it without Moses.

Former President Donald Trump on Tuesday praised Russian President Vladimir Putin's decision to send Russian troops into Ukraine to support Russian-backed separatists in the Luhansk & Donetsk provinces. In an appearance on the right-wing talk radio program "the Clay Travis & Buck Sexton Show," Trump broke his conspicuous silence on the crisis to applaud the Russian dictator.
"This is genius," he said of Putin's decision on Monday to officially recognize the breakaway provinces and authorize the use of Russian military personnel to assist them. "So Putin is now saying it’s independent — a large section of Ukraine. I said, how smart is that? And he’s gonna go in & be a peacekeeper. We could use that on our southern border. That’s the strongest peace force I’ve ever seen. There were more army tanks than I’ve ever seen. They’re gonna keep peace, all right."
Trump is a long-standing fan of Putin's. In 2013, he wondered on Twitter if the Russian autocrat would attend his Miss Universe pageant in Moscow & whether the 2 would become "best friends." Putin did not show up. In the following years, Trump repeatedly spoke highly of Putin's strategic acumen, noted the strongman's intention to "re-build the Russian Empire" & defended Putin's habit of killing dissidents & journalists, arguing that the United States does the same thing.
Putin's recent move is widely considered an assault on Ukraine's sovereignty. As NPR explained, "The announcement is a serious escalation that effectively kills the Minsk accords, which set out a series of military & political steps designed to resolve the status of the two breakaway regions & end the 8-year-old conflict there."
It is unclear exactly what Trump would like the U.S. military to do on the southern U.S. border.

LAS VEGAS (KLAS) — Las Vegas Metro police are investigating the death of a child who was found deceased in a freezer.
The child was found in the freezer in a garage at a home on the 4300 block of Saddle Brook Park Drive.
The suspect is identified as Brandon Toseland, 35, of Las Vegas.
Police said on Tuesday morning, an elementary-aged child handed a note to a CCSD teacher that stated her mother was being held against her will & did not know the location of her preschool-aged child. The teacher passed the note on to CCSD police who in turn called Metro police.
Police then set up a surveillance operation near the home. Around 10 a.m. Tuesday, police saw a man, later identified as Toseland & a woman leave the home & pulled them over.
After questioning, the woman told police she had not seen her preschool-aged child since Dec. 11. Police say she also said her boyfriend, Toseland, did not allow her to go into certain areas of the home.
Police obtained a search warrant for the home & Tuesday afternoon found the remains of the child. Police believe the child had been in the freezer since early December.
Toseland was initially detained on 2 kidnapping charges & will now also face an open murder charge.
The elementary-aged child has been placed with family.

DETROIT (ClickOnDetroit) – Detroit police have arrested 2 juveniles in connection with a triple-fatal shooting on Sunday on the city’s west side, which included the shooting death of a 5-year-old boy.
Police said they received tips & were able to identify the suspects. Police obtained search warrants & the 2 suspects were taken into custody without incident. The suspects have not been identified.
Shalesa Floyd said her grandson, Caleb Harris, was a light. He should be looking forward to his sixth birthday right now & his grandmother can’t comprehend how or why someone would hurt him.
“For you to shoot a 5-year-old in the face? Twice? You could have let him go so he could remain & live,” Floyd said.
Detroit police Chief James White said a man & a woman in their 20s & 30s were also killed in the shooting. The woman was the child’s mother.
White said family members hadn’t heard from the victims in weeks & they found the back door had been kicked in.
“They continued to check the house for additional victims & unfortunately they did find a third victim, a child, in a room deceased,” White said.
The child had been shot multiple times, according to the chief.
“To do this -- it’s like a monster would do this,” Floyd said.
