BRADENTON, Fla. (AP) — Three brothers have been charged in Florida with involvement in the 2006 slaying of a 16-year-old girl.

Manatee County Sheriff Rick Wells said at a news conference Monday that the case was solved using cellphone tracking analysis unavailable when Amber Woods was fatally shot 14 years ago.

Second-degree murder charges have been filed against Ralph Williams, 35, and Tyjuan Williams, 32. Both are jailed on unrelated charges in different counties. It’s not clear if they have lawyers to represent them on these new charges.

Their half-brother, Jamaine Brown, pleaded no contest last week to being an accessory to murder after the fact, the Bradenton Herald reported. Authorities say Brown provided detectives with details about Woods’ kidnapping and killing as part of a plea deal.

Wells said Ralph Williams, who was Woods’s boyfriend at the time, suspected she was pregnant and feared he would face criminal charges because of her age. An autopsy later determined the girl, who lived in Hardee County, was not pregnant.

“We always believed that these three murderers were in cahoots together and were trying to do everything they could to conceal the fact that they had murdered Amber and they went the last several years like nothing ever happened,” Wells said.

Hall of Fame linebacker Kevin Greene, considered one of the fiercest pass-rushers in NFL history, has died. He was 58.

Greene died Monday, the family confirmed, as did the Pro Football Hall of Fame.

No cause of death was given.

"The entire Pro Football Hall of Fame family mourns the passing of Kevin Greene," Hall of Fame president and CEO David Baker said in a statement Monday. "I regarded him as a personal friend and a true Hall of Famer in every sense. He possessed the most incredible can-do attitude of anyone I ever met. He was a great player, but more than that, he was a great man."

Known for his long blond locks, his relentless pursuit of the quarterback and his omnipresent charisma -- which helped him in his brief career as a professional wrestler -- Greene made the most of his skills.

"I wasn't the biggest [and] I wasn't fastest,'' Greene once said. "But as long as you have a motor, you have heart ... that will overcome any physical limitations.''

Greene regularly used film study to search for an opponent's weakness.

"I figured out how to pass rush,'' Greene said. "I figured out how to put a guy, an offensive tackle three to four inches taller, 80 pounds heavier, put him in a position of failure, and I did that.''

A two-time All-Pro and five-time Pro Bowl selection, Greene finished his career with 160 sacks, which ranks third in league history behind only Bruce Smith (200) and Reggie White (198). He also had 23 forced fumbles and five interceptions.

"My condolences go out to Kevin's wife, Tara, their children and the entire Greene family in this most difficult time," Steelers president Art Rooney II said. "They will always be members of the Steelers family and in our thoughts and prayers."

Greene was inducted into the Hall of Fame in 2016.

A 20-year-old U.S. Army corporal who was found dead in North Jersey last weekend is believed to have been abducted and killed by a fellow soldier stationed at Fort Drum in upstate New York, Sussex County prosecutors said Monday.

Cpl. Hayden Harris disappeared after leaving Fort Drum on Thursday night for a vehicle transaction in Watertown, New York.

Army officials said the young soldier's body was found in a wooded area of Byram Township in Sussex County on Saturday, when firefighters discovered blood and personal effects in the area. Harris died of injuries from a shooting, investigators said.

On Monday, First Assistant Prosecutor Gregory Mueller identified 23-year-old Jamaal Mellish, another soldier stationed out of Fort Drum, as the man suspected of killing Harris.

Mellish allegedly "abducted" Harris after a meeting between them escalated, Mueller told the New Jersey Herald. Mellish is believed to have driven from upstate New York to the New York City area in a Chevrolet Silverado. The vehicle then crossed into New Jersey.

Another juvenile, who has not been identified, was in the vehicle with Mellish and Harris, according to authorities.

Investigators previously believed Harris had been driving a 2016 Ford Mustang with license plates from his home state of Tennessee. Both the Mustang and Silverado belonged to Harris, Army officials said.

It's not yet clear what may have led to a disagreement between Harris and Mellish. Neither has any known connection to Sussex County, officials said.

Mellish was arrested in Jefferson County, where Fort Drum is located, and is awaiting extradition to Sussex County.

Mueller said criminal charges against Mellish in New Jersey likely will include murder and weapons offenses.

A Black man with dreadlocks man was sharing a meal with his family in a shopping mall Saturday when Virginia Beach police walked up to him and handcuffed him without telling him why.

The cops led him outside to a parking lot of the Lynnhaven Mall, detaining him for several minutes, still refusing to tell him why they had handcuffed him.

It was only after the same cops arrested another Black man with dreadlocks that they removed the handcuffs, allowing him to be on his way with a weak apology.

"We got a description somebody was using stolen credit cards," a cop told the man's wife who posted the video to her Facebook page where she goes by Kiara Love.

"That person is a Black man with dreads and was wearing all black and was with a boy that was wearing red," the cop explained. "I completely apologize. It was a complete misunderstanding."

But for Black Americans, it was just another case of racial profiling which could have easily led to another innocent Black man shot and killed by police.

"That's why we say, 'Black Lives Matter,'" said the man who has only been identified as "Jehmel" at this time. "Look how you treat us in front of people. Black Lives Matter. That's why we fight."

The cops in the video were not wearing facial masks when they first handcuffed Jehmel even though last month Governor Ralph Northam issued an order that everybody over the age of five must wear a mask while inside public places of business.

LONDON (AP) — Trucks waiting to get out of Britain backed up for miles and people were left stranded at airports Monday as countries around the world imposed stringent travel restrictions on the U.K. because of a new and seemingly more contagious strain of the coronavirus in England.

A growing number of countries halted air travel from Britain, while France banned British trucks for 48 hours while the new variant is assessed.

British Health Secretary Matt Hancock said the strain is “out of control” around London and southeastern England, though experts have said it is not clear whether it is more lethal, and they expressed confidence that the vaccines now being rolled out would still be effective against it.

There were rising hopes that France would soon allow traffic to flow again, if truck drivers took coronavirus tests on arrival.

Meanwhile, the European Union’s drug regulatory agency recommended use of Pfizer-BioNTech’s vaccine, setting the stage for the first COVID-19 shots across the 27-nation bloc. The vaccine is already being dispensed in Britain and the U.S.

The EU was expected to give final approval to the recommendation within hours. Authorities in Germany and several other European countries said they hope to begin vaccinating people on Dec. 27.

While the French ban does not prevent trucks from heading for Britain, the move stoked worries about shortages at a time of year when Britain produces very little of its food and relies heavily on produce delivered from Europe by truck. In a sign of the government’s concern, Prime Minister Boris Johnson called a meeting of the government’s emergency committee.

The ban caused chaos in Kent, the southeastern English county that is home to many of Britain’s English Channel ports. The government urged against travel to the county, but trucks snaked along the shoulders of the main highways to the ports anyway.

Around 10,000 trucks pass through Britain’s port of Dover every day, accounting for about 20% of the country’s trade in goods. British Transport Secretary Grant Shapps said France’s ban was “slightly surprising” but insisted that the public won’t notice any shortages “for the most part.”

France’s Minister of Transport Jean-Baptiste Djebbari indicated that a solution was coming. In a tweet, he said that “in the coming hours, at a European level, we will put a solid health protocol in place so that the flow from the United Kingdom can resume.”

And a croaky-voiced French President Emmanuel Macron, who is working from the Elysee Palace as he recovers from COVID-19, told a Cabinet meeting by video: “We are looking at systematic testing upon arrival.”

Canada, India, France, Germany, Italy, Spain and Poland were among the countries that halted flights from Britain. In the U.S., New York Gov. Andrew Cuomo said he wanted a ban on flights from Britain to New York City. Eurotunnel, the rail operator that carries passengers and freight between Britain mainland Europe, also suspended service out of the U.K.

WASHINGTON (AP) — Top Capitol Hill negotiators sealed a deal Sunday on an almost $1 trillion COVID-19 economic relief package, finally delivering long-overdue help to businesses and individuals and providing money to deliver vaccines to a nation eager for them.

The agreement, announced by congressional leaders, would establish a temporary $300 per week supplemental jobless benefit and a $600 direct stimulus payment to most Americans, along with a new round of subsidies for hard-hit businesses and money for schools, health care providers and renters facing eviction.

It came after months of battling and posturing, but the negotiating dynamic changed in Republicans’ favor after the election and as the end of the congressional session neared. President-elect Joe Biden was eager for a deal to deliver long-awaited help to suffering people and a boost to the economy, even though it was less than half the size that Democrats wanted this fall.

House leaders informed lawmakers that they would vote on the legislation on Monday, and the Senate was likely to vote on Monday, too. Lawmakers were eager to leave Washington and close out a tumultuous year.

“There will be another major rescue package for the American people,” Senate Majority Leader Mitch McConnell, R-Ky., said in announcing the agreement for a relief bill that would total almost $900 billion. “It is packed with targeted policies to help struggling Americans who have already waited too long.”

A fight over Federal Reserve emergency powers was resolved Saturday night by the Senate’s top Democrat, Chuck Schumer of New York, and conservative Republican Pat Toomey of Pennsylvania. That breakthrough led to a final round of negotiations Sunday.

Still, delays in finalizing the agreement prompted the House to pass a one-day stopgap spending bill to prevent a government shutdown at midnight Sunday. The Senate was likely to pass the measure Sunday night as well.

The final agreement would be the largest spending measure yet. It combined $900 billion for COVID-19 relief with a $1.4 trillion government-wide funding plan and lots of other unrelated measures on taxes, health, infrastructure and education. The government-wide funding would keep the government open through September.

Passage neared as coronavirus cases and deaths spiked and evidence piled up that the economy was struggling. The legislation had been held up by months of dysfunction, posturing and bad faith. But talks turned serious in recent days as lawmakers on both sides finally faced the deadline of acting before leaving Washington for Christmas.

“This bill is a good bill. Tonight is a good night. But it is not the end of the story, it is not the end of the job,” Schumer told reporters. “Anyone who thinks this bill is enough does not know what’s going on in America.”

The $300 per week bonus jobless benefit was one half the supplemental federal unemployment benefit provided under the $1.8 billion CARES Act in March and would be limited to 11 weeks instead of 16 weeks. The direct $600 stimulus payment to most people would also be half the March payment, subject to the same income limits in which an individual’s payment began to phase out after $75,000.

The CARES Act was credited with keeping the economy from falling off a cliff amid widespread lockdowns this spring, but Republicans controlling the Senate cited debt concerns in pushing against Democratic demands. Republican politicians, starting with President Donald Trump, focused more on reopening the economy and less on taxpayer-financed steps like supplemental jobless benefits.

Progress came after a bipartisan group of pragmatists and moderates devised a $908 billion plan that built a middle ground position that the top four leaders of Congress — the GOP and Democratic leaders of both the House and Senate — used as the basis for their talks. The lawmakers urged leaders on both sides to back off of hard-line positions.

“We put our heads down and worked around the clock for nearly a month to produce a bipartisan, bicameral bill to address the emergency needs of our country,” the bipartisan group of about a dozen lawmakers said in a statement. “Our consensus bill was the foundation of this final package.”

Republicans were most intent on reviving the Paycheck Protection Program with $284 billion, which would cover a second round of PPP grants to especially hard-hit businesses. Democrats won set-asides for low-income and minority communities.

Late-breaking decisions would limit $300 per week bonus jobless benefits — one half the supplemental federal unemployment benefit provided under the CARES Act in March — to 11 weeks instead of 16 weeks as before. The direct $600 stimulus payment to most people would be half the March payment, subject to the same income limits in which an individual’s payment begins to phase out after $75,000.

After the announcement, Schumer and House Speaker Nancy Pelosi, D-Calif., announced additional details, including $25 billion in rental assistance, $15 billion for theaters and other live venues, $82 billion for local schools, colleges and universities, and $10 billion for child care.

Still, Democrats wanted more. Pelosi, in a letter to colleagues, called the package an initial step. “In 31 days, when Joe Biden enters the White House, more help will be on the way,” Pelosi said.

The governmentwide appropriations bill would fund agencies through next September. That measure was likely to provide a last $1.4 billion installment for Trump’s U.S.-Mexico border wall as a condition of winning his signature.

The bill was an engine to carry much of Capitol Hill’s unfinished business, including an almost 400-page water resources bill that targets $10 billion for 46 Army Corps of Engineers flood control, environmental and coastal protection projects. Another addition would extend a batch of soon-to-expire tax breaks, including one for craft brewers, wineries and distillers.

It also would carry numerous clean energy provisions, $7 billion to increase access to broadband, $4 billion to help other nations vaccinate their people, $14 billion for cash-starved transit systems, Amtrak and airports.

Democrats failed in a monthslong battle to deliver direct fiscal relief to states and local governments, but they successfully pressed for $22 billion would help states and local governments with COVID-19-related health expenses like testing and vaccines.

The end-of-session rush also promised relief for victims of shockingly steep surprise medical bills, a phenomenon that often occurs when providers drop out of insurance company networks.
