Aug 26 (Reuters) - A white man armed with a high-powered rifle & a handgun killed 3 Black people at a Dollar General store in Jacksonville, Florida, on Saturday, before shooting himself.
"This shooting was racially motivated & he hated Black people," Jacksonville Sheriff T.K. Waters said.
The suspect, whom Waters described as a white male wearing a tactical vest, was not identified. Waters said all 3 victims 2 men & a woman - were Black.
Waters said authorities believed the shooter acted alone & that before the shooting he had authored "several manifestos" for media, his parents & law enforcement detailing his hatred for Black people.
Waters described his weapons as a Glock & an "AR-15 style" rifle, with swastikas on it.
"The hate that motivated the shooter's killing spree adds an additional layer of heartbreak," Waters said.
He said the shooter was spotted at a local historically Black college, Edward Waters University, where he put on his vest & a mask before going to the local branch of the Dollar General.
Sherri Onks, special agent in charge of the Jacksonville FBI office, said federal officials had opened a civil rights investigation & would pursue the incident as a hate crime.
"Hate crimes are always & will always remain a top priority for the FBI because they are not only an attack on a victim, they're also meant to threaten & intimidate an entire community," Onks said.
U.S. President Joe Biden & Attorney General Merrick Garland were briefed on the incident.
Saturday's incident in Jacksonville bears similarity to last year's shooting in Buffalo, where a white supremacist killed 10 Black people & took place 5 years after another gunman opened fire during a video game tournament in Jacksonville, killing 2 people before shooting himself.

MEMPHIS, Tenn. (WREG) — A woman is facing charges for allegedly stealing more than $640,000 from her job in 2022.
According to Memphis Police, the security manager for Brink’s Inc. filed a theft report for the business. She stated that while investigating deposit shortages, she found that an employee, Makayla Small, stole money.
Small, who worked as a cash processor, reportedly stole funds between June and August 2022. She was caught on video taking the money while counting deposits.
The theft totaled $640,211, police say.
The security manager & another employee confronted Small. She admitted to stealing the funds. On August 31, she returned $30,200 to the business.
MPD says on October 14, the manager gave a statement & provided evidence. She also identified Small in a 6-person lineup.
Makayla Small was arrested Monday & charged with Theft of Property Greater Than $250,000. She is set to appear in court Tuesday morning.

A third woman has called out the Pelicans forward, 22, following this week’s news that he is expecting a baby girl with a woman named Ahkeema, blasting the former Duke product as a “sex addict” in explicit social media posts.
“I never gave u a 3 some or never had a OnlyFans or was on Pornhub so I guess I was all play I probably never had a chance u nasty ass sex addict,” digital creator Yami Taylor railed against Williamson.
Taylor also posted an image of what appears to be a shirtless Williamson in bed.
The messages came just days after adult film star Moriah Mills alleged in a Twitter tirade that she & Williamson had recent sexual relations.

Stephen A. Smith addressed the matter on his FanDuel program.
“I’m kind of pissed off, because all I can think about is, ‘Man, you only played in 29 games last year! And you missed the season before that!’ And I’ve been wondering what is taking you so long to get healthy. Well now I know!” he exclaimed.
Williamson, the first overall pick in the 2019 NBA Draft, has been sidelined since Jan. 2 while recovering from a hamstring injury.
He signed a 5-year, $193 million rookie max contract with escalators up to $231 million in July 2022.
