 - Police said a Round Rock woman left her children home alone for several days while she traveled to South Carolina. 28-year-old Chrystal Walraven has been charged with child abandonment. 

Police said there were five children living at Walraven's home while she was out of state. Their ages range from 15 months to 12 years old. The Round Rock Police Department said they visited the Walraven’s home in late August after the Gattis Elementary School principal expressed concern over a student's current living situation. 

According to court documents, Walraven's children complained to the principal about having to stay up all night to change their sibling's diapers. Police report that when they visited the home on High Point Drive it smelled like garbage and feces. The officers said there was an infant in a crib near the front door, and four other children age 12 and under alone in the home.

Paperwork described the house as being in disarray, with stained carpets, scattered dirty diapers, and accessible knives. At that time, officers called Child Protective Services. 

Police contacted the father of some of the children who claimed a neighbor was watching them while their mother was away. When officers contacted that neighbor, she claimed the father of another child was checking on them.

Police said that man also believed he was not responsible for supervising the kids. 

When police located Walraven, she admitted to taking a trip to Myrtle Beach for four days to check out a job. Court documents said Chrystal told police she should not have left the kids alone. 

Neighbors told FOX 7, they assumed Walraven was at work.

They explained that Walraven’s children often play outside until midnight, so that wasn't out of the ordinary, and said the kids appeared excited when CPS arrived. 

A warrant was issued for Walraven's arrest in early February. She turned herself in on child abandonment and endangerment charges February 11 and bonded out the same day.

Abandoning or endangering a child is a second degree felony, punishable by 2-20 years in prison.

(NBC10 News) FALL RIVER, Massachusetts -- Two teenage girls are facing armed robbery charges, according to authorities.

Fall River police said a 14-year-old girl walked into Bay Coast Bank on Troy Street Wednesday afternoon and “slid a note demanding money or she would blow everything up and kill everybody.”

Authorities said the girl “held her two hands tightly as if she was concealing something,” took an undetermined amount of money and fled the scene around 3:45 p.m.

During an investigation, detectives said they spotted several surveillance cameras in the area and determined the suspect’s path.

Video shows her leave the bank before getting into a dark-colored Toyota Camry with another girl.

“Detectives were also able to obtain a Massachusetts registration number for that Camry from a different camera, which took them to a Mulberry Street home,” police said, adding that they saw the Camry with the same Massachusetts registration in the yard.

“Upon knocking, no one would open the door. The door was then forced open. While speaking with the residents, a female walked through the hallway of the apartment,” police said, adding that she was wearing the same clothing as one of the robbery suspects.

They also discovered an apartment in the basement, where they found the second suspect. Investigators said they did not find any weapons on the girls.

Both girls were taken into custody and charged with armed robbery.

A source told NBC 10 News the girls are runaways. One is from Springfield and the other is from Fall River. Police said the teens are friends and do not live on Mulberry Street

Their names were not released due to their ages.

Via TMZ -- Ty Dolla Sign's staring down the possibility of more than a decade in prison now that a grand jury's indicted him on drug charges that include felony possession of cocaine.

According to court docs, obtained by TMZ, the rapper has been slapped with 3 counts -- felony possession of cocaine, felony possession of THC and misdemeanor possession of less than 1 ounce of weed.

Mind you, this went down in Fulton County, GA where drug laws are way stiffer than Cali. If convicted, he could get up to 15 years in prison.

TMZ broke the story ... Ty Dolla was busted by cops in Atlanta who allegedly found drugs in his bag. His arrest was a pretty crazy scene -- drug dogs were barking like crazy before cops slap the cuffs on Ty.

Before that, cops paraded his entire crew -- which included Skrillex that day -- outta their limo van and searched them. Ty was the only one who got busted.

A rep for Ty Dolla $ign tells TMZ ... "[Ty] understands from his attorney Steve Sadow that the indictment in Fulton County, Georgia is merely the next mandatory procedural step in the process of resolving Ty's case in that particular criminal justice system, and one more step closer to finally bringing this matter to a close. It was expected by Ty’s legal counsel and came as no surprise whatsoever."

The rep added, "Ty maintains his innocence and there is no indication to the contrary. It’s also very important to note that Ty’s jewelry and cash seized from him upon his arrest in September 2018 was ordered returned to him last week ... another clear sign that this matter is coming to a close soon."

TAUNTON, Mass. (AP) — A woman who encouraged her suicidal boyfriend to kill himself in dozens of text messages and told him to “get back in” a truck filled with toxic gas was sentenced Thursday to 15 months in jail for involuntary manslaughter.

Michelle Carter, now 20, was convicted in June by a judge who said her final instruction to Conrad Roy III caused his death. Carter was 17 when the 18-year-old Roy was found dead of carbon monoxide poisoning in July 2014.

Juvenile Court Judge Lawrence Moniz gave Carter a 2½-year jail sentence but said she had to serve only 15 months of that. He also sentenced her to five years of probation. He granted a defense motion that would keep Carter out of jail until her appeals in Massachusetts courts are exhausted.

The judge called the case, which has garnered international attention, “a tragedy for two families.”

Carter’s lawyer, Joseph Cataldo, had asked the judge to spare his client any jail time and instead give her five years of probation and require her to receive mental health counseling. He said Carter was struggling with mental health issues of her own — bulimia, anorexia and depression — during the time she urged Roy to kill himself.

“Miss Carter will have to live with the consequences of this for the rest of her life,” Cataldo said. “This was a horrible circumstance that she completely regrets.”

Prosecutor Maryclare Flynn called probation “just not reasonable punishment” for her role in Roy’s death. The prosecution sought the maximum sentence of 20 years behind bars.

In dozens of text messages, Carter had urged Roy to follow through on his talk of taking his own life. “The time is right and you are ready ... just do it babe,” Carter wrote in a text the day he killed himself.

The sensational trial was closely watched on social media, in part because of the insistent tone of Carter’s text messages.

“You can’t think about it. You just have to do it. You said you were gonna do it. Like I don’t get why you aren’t,” Carter wrote in one text.

Cataldo argued that Roy was determined to kill himself and nothing Carter did could change that. He said Carter initially tried to talk Roy out of it and urged him to get professional help, but eventually went along with his plan. Cataldo also argued that Carter’s words amounted to free speech protected by the First Amendment.

In convicting Carter, the judge focused his ruling on Carter telling Roy to “get back in” after he climbed out of his truck as it was filling with carbon monoxide and told her he was afraid.

The judge said those words constituted “wanton and reckless conduct” under the manslaughter statute.

Roy’s family told the court Thursday that they were devastated by his death.

Conrad Roy Jr. said it inflicted the “worst emotional pain” he has ever experienced.

“I am heartbroken,” the father said.

A 13-year-old sister, Camden Roy, testified that she’s “haunted” by the realization that she’ll never see her brother wed or be an aunt to his children.

Carter and Roy met in Florida in 2012 while both were on vacation with their families. After that, they only met in person a handful of times. Their relationship consisted mainly of texting.

Carter was tried as a youthful offender, so the judge had several options for sentencing. He could have committed her to a Department of Youth Services facility until she turns 21 on Aug. 11. He could also have combined a DYS commitment with an adult sentence, or could have given her an adult sentence of anything from probation to the maximum 20-year term.

Bow Wow opened up to VladTV about living the high life of fame as a teenager, including having multi-platinum albums and selling out 20,000 person arenas. 

Speaking about what it was like adjusting to fame as a teen, Bow Wow admitted that one of the big things for him was the women, especially the ones who would hang out with his mentor Jermaine Dupri. Bow Wow explained that he had never seen such beautiful women before that, and he added that when he would come home to Ohio from Atlanta he didn't want to speak to girls his own age, in his hometown.

On Friday, January 8, Mexican marines launched a pre-dawn raid dubbed "Operation Black Swan" on Joaquin "El Chapo" Guzman's hideout in the Sinaloa city of Los Mochis.

Five of the drug kingpin's associates were killed, six injured and several captured. One marine suffered a non-life threatening injury.

Guzman escaped the initial raid through storm drains and exited a manhole in the street. He and an associate carjacked a vehicle, but were eventually caught.

He had been the subject of a manhunt since escaping from Altiplano prison, 50 miles outside of Mexico City, on July 11, 2015.

The marines were wearing GoPro cameras during the raid. 15-minutes of footage has now been released.

(CNNA swarm of gunmen stormed a Kenya university before dawn Thursday, opening fire and taking hostages.

At least 15 people were killed at Garissa University College, the Kenyan Interior Ministry said. As many as 550 others are unaccounted for at the campus that had about 815 students, according to CNN affiliate Citizen TV.

All staff members are accounted for "and are helping with the tracking of students," the Kenya National Disaster Operation Center said on Twitter.

The Somalia-based Al-Shabaab militant group claimed responsibility for the assault.

Witness: Gunmen shot non-Muslims

Gunmen burst into early morning Christian prayers, said Joel Ayora, who was on the campus and witnessed the attack. Taking hostages from the service, the gunmen then "proceeded to the hostels, shooting anybody they came across except their fellows, the Muslims."

The attackers separated students by religion, allowing Muslims to leave and keeping an unknown number of Christians hostage, Agence France-Press reported.

"We were sleeping when we heard a loud explosion that was followed by gunshots and everyone started running for safety," said student Japhet Mwala.

"There are those who were not able to leave the hostels where the gunmen headed and started firing. I am lucky to be alive because I jumped through the fence with other students."

Eventually, as many as 50 students were freed, and at least 65 people were hospitalized from the attack, the Kenyan Red Cross said.

Nine hours after the attack began, heavy gunfire and explosions continued, said Dennis Okari of CNN affiliate NTV.

Security and ministry officials said one terrorist was arrested as he tried to slip through the security cordon and flee the scene.

Kenyan forces cleared three of four dormitories and had cornered the militants in the last one, the Interior Ministry said.

The ministry posted a "Most Wanted" notice for a man in connection with the attack. The notice offers a reward of 20 million Kenyan shillings, which is about $215,000. The name listed is Mohamed Mohamud.

The post does not say what role the man may have played in the attack, if any.

It includes the words "Kaa Chonjo," which means to be on the lookout.

Garissa is about 145 kilometers (90 miles) from the border with Somalia. Al-Shabaab militants have often launched attacks inside Kenya ever since the Kenyan government sent troops across the border to fight the group.

"This is a moment for everyone throughout the country to be vigilant as we continue to confront and defeat our enemies," Kenyan President Uhuru Kenyatta said.

He called on the inspector-general of police "to take urgent steps" to ensure that 10,000 recruits whose enrollment is pending "promptly report for training at the Kenya Police College, Kiganjo. I take full responsibility for this directive. We have suffered unnecessarily due to shortage of security personnel. Kenya badly needs additional officers, and I will not keep the nation waiting."

Waking up to terror

The gunshots started going off "like fireworks" around 5 a.m. at the time of the morning prayers, witness Milka Ndung'u told NTV. She and others escaped to a field, but gunshots followed them.

Augustine Alanga told CNN he woke up to the sound of gunfire and described students running around, seeking safety.

Assailants forced their way onto the campus by shooting at guards at the front gates, Kenya National Police said.

From there, attackers moved into a nearby girls' hostel, the Red Cross said.

It's not clear how many gunmen were on campus.

"We don't know how many there were, but there are probably more than 10," said Robert Alai Onyango, a blogger in Nairobi. "We believe the attackers were wearing something close to military fatigues."

Onyango said the attackers appeared to be shooting indiscriminately and "basically from all angles."

"They surrounded the mosque ... we don't know why they were surrounding the mosque," Onyango said.

About 300 students who escaped sought refuge at a Kenya Defense Forces camp, local newspaper journalist Steven Astariko said.

"We are saddened & angered by today's terrorist attack @ #Garissa Univ.," the U.S. Embassy in Nairobi tweeted. "Our deepest condolences 2 family/friends of victims."

The university was established in 2011 and is the only public university in the region.

There are usually 800 students in the dormitories when school is in session, Jackstone Kweyu, dean of students, told Citizen TV. There are 1,000 staff members on a normal workday, he said. And there are usually four guards at the campus gates overnight.

The Kenyan Red Cross and the country's health ministry are organizing a blood drive to help the victims.

Al-Shabaab's carnage in Kenya

The dangerously porous border between Somalia and Kenya has made it easy for Al-Shabaab militants to cross over and carry out attacks.

The deadliest assault by Al-Shabaab in Kenya was in September 2013 when the group attacked the Westgate shopping center in Nairobi, killing 67 people.

In a December attack on a quarry, Al-Shabaab militants separated Muslims and executed the non-Muslims, a spokesman for the group said.

Last month, the U.S. Embassy warned of possible attacks "throughout Kenya in the near-term" following the reported death of a key al-Shabaab leader, Adan Garaar.

"Although there is no information about a specific location in Kenya for an attack, U.S. citizens are reminded that the potential for terrorism exists," the warning said.

FERGUSON, Mo. (Associated Press) — Disrupting commerce, transit and traffic became focal points for demonstrators across the country days after the announcement that a grand jury in Ferguson, Missouri declined to indict the police officer who fatally shot 18-year-old Michael Brown.

As Small Business Saturday approached, numerous storefronts in the Ferguson area had their windows covered with plywood with messages painted across many of them letting neighbors know that the shops are still open. Demonstrators temporarily shut down three large malls in suburban St. Louis on Black Friday, one of the busiest shopping days of the year, and then marched in front of the Ferguson police department to protest the grand jury's decision.

Several stores lowered their security doors or locked entrances as at least 200 protesters sprawled onto the floor while chanting, "Stop shopping and join the movement," at the Galleria mall in Richmond Heights a few miles south of Ferguson, Missouri, where Officer Darren Wilson fatally shot Brown, who was unarmed, in August.

The action prompted authorities to close the mall for about an hour Friday afternoon, while a similar protest of about 50 people had the same effect at West County Mall in nearby Des Peres. And several dozen demonstrators led to a temporary closure of the Chesterfield Mall.

Later Friday night, a group of about 100 protesters marched down South Florissant Road in front of the city's police and fire departments chanting, blocking traffic and stopping in front of some businesses.

"I served my country. I spent four years in the Army, and I feel like that's not what I served my country for," said Ebonie Tyse, 26, of St. Louis as National Guard trucks and police cruisers roamed the street in front of her. "I served my country for justice for everyone. Not because of what color, what age, what gender or anything," she said.

Sixteen people were arrested, according to St. Louis County Police spokesman Shawn McGuire. Fifteen of those arrested were for misdemeanor peace disturbance. One man, Joygill Moriah of the Bronx, New York, was charged with assaulting a police officer, resisting arrest and peace disturbance. He did not have a listed attorney. Only one of those arrested was from the St. Louis area. Eight were from New York City.

Monday night's announcement that Wilson, who is white, wouldn't be indicted for fatally shooting Brown, who was black, prompted violent protests that resulted in about a dozen buildings and some cars being burned. Dozens of people were arrested.

The rallies have been ongoing but have grown more peaceful this week, as protesters turn their attention to disrupting commerce. Elsewhere on Friday, protests in Chicago, New York, Seattle and northern California — where protesters chained themselves to trains — were among the largest in the country on Black Friday.

In Oakland, more than a dozen people were arrested after about 125 protesters wearing T-shirts that read "Black Lives Matter" interrupted train service from Oakland to San Francisco, with some chaining themselves to trains. Later in San Francisco, a march by hundreds turned ugly as protesters smashed windows and hurled bottles and other objects at police, leaving two officers injured. Police responded by making arrests but have not said how many. Dozens of people in Seattle blocked streets, and police said some protesters also apparently chained doors shut at the nearby Pacific Place shopping center.

In Chicago, about 200 people gathered near the city's popular Magnificent Mile shopping district, where Kristiana Colon, 28, called Friday "a day of awareness and engagement." She's a member of the Let Us Breathe Collective, which has been taking supplies such as gas masks to protesters in Ferguson.

"We want them to think twice before spending that dollar today," she said of shoppers. "As long as black lives are put second to materialism, there will be no peace."

Malcolm London, a leader in the Black Youth Project 100, which has been organizing Chicago protests, said the group was also trying to rally support for other issues, such as more transparency from Chicago police.

"We are not indicting a man. We are indicting a system," London told the crowd.

Missouri Gov. Jay Nixon on Friday announced that he will call a special session of the General Assembly to provide funding for public safety efforts related to protests. A news release from his office said that due to the increased presence of the State Highway Patrol and the Missouri National Guard in the region, the state's financial obligations for emergency duties are on track to exceed what had been appropriated.
