Tory Lanez allegedly opened fire on Megan Thee Stallion because he was wasted -- that's what he claimed in a text sent to her shortly after the bloody incident ... as she was still in a hospital bed.

TMZ has seen the text Megan got on the evening of July 12 ... roughly 15 hours after she claims Tory shot her in her feet, and in it, he's begging for forgiveness. He wrote, "I know u prolly never gone talk to me again, but I genuinely want u to know I'm sorry from the bottom of my heart."

His only explanation for the violence ... "I was just too drunk."

In the text, Tory never references "shooting" or a gun, but it is clear he did something he regrets. In his words, "None the less shit should have never happened and I can't change what did. I just feel horrible."

And, he repeats ... "Cuz I genuinely just got too drunk."

TMZ broke the story ... Tory, Megan and another friend had been party hopping in the Hollywood Hills early on July 12. Police responded to reports of shots fired from or around an SUV.

When they pulled over Tory's chauffeur-driven ride ... they directed everyone inside to slowly exit the vehicle -- and it was obvious Megan was bleeding from her feet as she gingerly walked backward from the vehicle.

Tory was arrested for possession of a concealed weapon ... a handgun cops say they found under the front passenger seat where he'd been sitting.

Since then Megan has publicly called out Tory ... alleging he is the one who pulled the trigger and shot her in her feet, and she even posted some gruesome pics of her injuries.

Tory has not been arrested or charged for the shooting, but as we first reported, the L.A. County D.A. is considering charging him with felony assault with a firearm.

As for Tory and Megan's contact since the shooting ... we're told she's never responded to his "sorry" text.

Canelo Alvarez filed a lawsuit Tuesday in federal court against DAZN and Golden Boy Promotions and its CEO, Oscar De La Hoya, alleging that the parties have not lived up to the terms of an 11-fight, $365 million deal that was agreed upon in 2018.

Alvarez is seeking at least $280 million in damages, according to the lawsuit, which was filed in the U.S. District Court for the Central District of California.

"This lawsuit arises from the breach of the single largest contract in this history of boxing, and one of the largest in all of sport," the complaint states.

Alvarez last fought in November 2019, when he stopped WBO light heavyweight champion Sergey Kovalev in 11 rounds. Alvarez was scheduled to fight in May, but plans were put on hold because of the coronavirus pandemic. As talks resumed between Alvarez, DAZN and Golden Boy, there was a disagreement over whom Alvarez would face and for how much.

The suit states: ''After extended discussions between the parties, DAZN offered to pay Alvarez and Golden Boy Promotions a fraction of the contracted $40 million license fee in cash and some DAZN stock in advance of a potential IPO. However, the entire value of the package -- for a bout against another World Champion -- was substantially less than Alvarez' contractual guarantee."

It continued: "Given that DAZN had made it clear that it would not honor its contract, throughout the spring and summer of 2020, Alvarez repeatedly asked Golden Boy Promotions to explore alternative broadcast options for a fall 2020 bout. Although Golden Boy Promotions reported that it was talking to various broadcasters, it failed to put forth a single alternative plan by which it would pay Alvarez the $35 million it had promised him for each of his fights."

The suit alleges that Golden Boy Promotions failed to live up to its fiduciary duty to the Mexican star and that "Alvarez has suffered harm and damages, including, but not limited to, the denied guaranteed payments, lost gate revenue, and opportunities for ancillary revenue associated with bouts, such as sponsorships and apparel revenue."

For the time being, Alvarez, who has fought three of the 11 fights under his deal, has no fight scheduled.

"I'm the pound for pound number one in the world. I'm not scared of any opponent in the ring, and I'm not going to let failures of my broadcaster or promoters keep me out of the ring," he said in a statement on Tuesday. "I filed the lawsuit so I can get back to boxing and give my fans the show they deserve."

(Los Angeles, CA) TUESDAY, September 8, 2020 -- Mariana puts passion to paper in her new release "HOLD HIM DOWN". This half Jamaican, half Italian spicy New Yorker is new to the music scene but she definitely has seasoned qualities and is powered by a team of veteran entertainment pros!

Mariana comes out swinging with her first major project (that she wrote) under her new label Diamond Empire Production INC. Being the first gem to break under the newly formed label run by successful entrepreneur Rob Diamond and Grammy award-nominated producer Billy Moss, this Ja-talian Hot Gyal definitely got next!

Inspired by Jhene Aiko’s style of using "real emotion and making music easy to connect too" Mariana is ambitious, passionate, and a huge sports car lover! Dropping this single a couple of weeks before her 21st birthday is an epic gift in itself.

"When I wrote the song 'Hold Him Down', I put myself in the shoes of having a solid person on my side. The way I expressed myself in this song is the type of energy I would give to somebody if I knew they were doing right by me. I feel like relationships can come with a lot of surprises both bad and good so it’s important to understand each other and have trust. Being with someone and not ever having to doubt them can be hard to find, so if I get that special somebody ima definitely "Hold Him Down", says Mariana

“Hold Him Down” is about that special person that makes you feel on a whole other level. That special someone puts you high that you don’t want to lose that feeling or moment, you know that you’re gonna do whatever you gotta do to hold that person down through whatever. It’s about having a solid person, and holding your position as their backbone and their support, backing them in and through whatever season in life while letting everybody around know what your position is.

ROCHESTER, N.Y. (AP) — Top police leaders in New York’s third-largest city are retiring en masse amid criticism of the city’s handling of the suffocation death of Daniel Prude, the mayor of Rochester said Tuesday.

La’Ron Singletary, the city’s police chief, is among those retiring, as is Deputy Chief Joseph M. Morabito and possibly other senior commanders, Mayor Lovely Warren said.

Warren made the surprise announcement of the retirements at a City Council briefing being held online. Council members had expected the chief to appear in person to discuss ongoing protests over the death of Prude, a 41-year-old Black man who died several days after an encounter with police March 23.

“As you all know, this has been a very challenging time for the city of Rochester, and the chief was not asked to give his resignation because I do believe that he’s giving his very best,” Warren told council members.

In an emailed statement to WXXI, Singletary said Tuesday that “the events over the past week are an attempt to destroy my character and integrity.”

“The members of the Rochester Police Department and the Greater Rochester Community know my reputation and know what I stand for,” he said in the statement. “The mischaracterization and the politicization of the actions that I took after being informed of Mr. Prude’s death is not based on facts, and is not what I stand for. ”

Singletary, who spent his entire career inside the Rochester Police Department, was appointed chief in April 2019. He said he looks forward to “continuing to serve our community in my next chapter.”

“This is great news,” said Iman Abid, speaking for Free the People ROC, which has held nightly protests since details of Prude’s death emerged. “It says to the people that people are able to move things and to shape things. The police chief wouldn’t retire if it weren’t for something that he felt he was accountable to.”

But, she said, nightly protests will continue to push other demands, including the resignation of the mayor, defunding and demilitarizing of police, and development of a state law barring police departments from responding to mental health crises.

Washington (CNN) White supremacists will remain the most "persistent and lethal threat" in the United States through 2021, according to Department of Homeland Security draft documents.

The most recent draft report predicts an "elevated threat environment at least through" early next year, concluding that some US-based violent extremists have capitalized on increased social and political tensions in 2020.

Although foreign terrorist organizations will continue to call for attacks on the US, the report says, they "probably will remain constrained in their ability to direct such plots over the next year."

The threat assessment -- which also warns of continued disinformation efforts by Russia -- is especially notable as President Donald Trump has often employed race-baiting tactics in his quest for reelection and frequently downplayed the threat from white supremacists during his term in office. The Trump administration has portrayed Antifa and anarchists as a top threat to the US, with the President tweeting this summer that the US will designate Antifa as a terrorist organization.

The recently released draft reports, which were made public by Lawfare Editor in Chief Benjamin Wittes and first reported by Politico, asses a host of threats, including cyber, foreign influence and irregular migration.

All three drafts state that white supremacist extremists are the deadliest threat. However, the placement and language about white supremacy in three versions of the DHS draft documents differ slightly.

The earliest available version of the "State of the Homeland Threat Assessment 2020" drafts reads: "We judge that ideologically-motivated lone offenders and small groups will pose the greatest terrorist threat to the Homeland through 2021, with white supremacist extremists presenting the most lethal threat."

The lead section on terror threats to the homeland is changed in the latter two drafts to replace "white supremacist extremists" with "Domestic Violent Extremists presenting the most persistent and lethal threat."

The reports, however, all contain this language: "Among DVEs [Domestic Violent Extremists], we judge that white supremacist extremists (WSEs) will remain the most persistent and lethal threat in the Homeland through 2021."

Wittes published the documents because he wanted there to be a "benchmark about what the career folks at DHS actually assessed the threats to be against" the final product that is released by the department.

He told CNN that "the most striking thing is in this political atmosphere; they have said what they said" -- that white supremacist violence is the threat they are most concerned about.
"I don't want to criticize them when that language is there. That said it is somewhat different in the first draft than the subsequent two and I do think the nature of the change is notable as a reflection of the political pressure they are under," he said.

CNN has reached out to DHS for comment. The final 2020 threat assessment has not been publicly released.

The 2020 draft report also finds that Russian state-affiliated actors will continue targeting US industry and all levels of government with "intrusive cyber espionage." According to the draft, China and Russia are the most capable nation-state cyber adversaries, but Iran and North Korea also pose a threat to the US.

One of the report's "key take-aways" is that "Russia probably will be the primary covert foreign influence actor and purveyor of disinformation and misinformation in the Homeland."

Moscow's primary aim is to undermine the US electoral process and weaken the United States. Some Kremlin-linked disinformation also might motivate acts of violence in the US, the draft report says.
Trump has regularly downplayed the threat of white supremacist violence during his presidency, most notably when he said there were some "fine people" among the extremists who sparked violence in Charlottesville, Virginia, in 2017. He's also called Blacks Lives Matter a "symbol of hate" and has regularly pushed narratives on Twitter that emphasize violence against White Americans as he seeks to curry support in the suburbs.

Officials in his administration, however, have warned against white supremacist extremism.
Last year, CNN reported that White House officials rebuffed efforts by their DHS colleagues for more than a year to make combating domestic terror threats, such as those from white supremacists, a greater priority as specifically spelled out in the National Counterterrorism Strategy.

Then-acting Homeland Security Secretary Kevin McAleenan said last year White supremacist extremism is one of the most "potent ideologies" driving acts violence in the US, when he released the department's counterterrorism strategy, outlining the ongoing threats from foreign terrorism and focusing on domestic terror threats, particularly white supremacism.

"In our modern age, the continued menace of racially based violent extremism, particularly white supremacist extremism, is an abhorrent affront to the nation, the struggle and unity of its diverse population," he said in a speech at the Brookings Institution almost a year ago.

The threat assessment was prompted by a 2019 DHS counterterrorism strategy that called for annual reports to inform government officials and the public.

Tamar Braxton's boyfriend is running to court asking for protection against her in what he describes as a domestic violence situation ... TMZ has learned.

The singer's BF, David Adefeso, filed for a restraining order Tuesday in L.A. seeking to prevent DV ... and he's asking a judge to grant him one against Tamar. For now, it's unclear what he's alleging she might've done.

It doesn't look like the court has approved his request just yet -- we're reaching out to Tamar's team to get more info. So far, we have not heard back.

At any rate, it's another sign that things have been volatile lately in her life -- especially as it pertains to David. Remember, he's the one who called 911 not too long ago saying Tamar was threatening to kill herself. He also mentioned her WeTV beef to cops at the time.

Also keep in mind ... family sources connected to Tamar have told us they believe she's changed since getting with him -- claiming her mood seems to align with his. We've also been told that David has come off as controlling in Tamar's reality show, and that he's been quite involved in her business decisions of late.

Story developing ...

At least 2 President Trump supporters -- and members of the far-right group Proud Boys -- were busted after chasing down and beating BLM protesters in Oregon.

The incidents went down Monday in the Portland area where a Trump rally turned violent when supporters clashed with opposing Black Lives Matter protesters. There are several videos showing the utter chaos ... alleged Proud Boys members attacked a BLM supporter from behind, knocking him down and getting to deliver several punches.

A woman added to the attack by pepper spraying the guy as he lay beaten on the ground.

The Portland rally ultimately ended up joining forces with another at the State Capitol in Salem, where another BLM protester was chased and beaten. Only this time ... these Trump supporters are armed with baseball bats and paintball guns.

Fortunately for the BLM protester, state troopers were nearby and rushed in to nab one of the attackers. In all, 2 arrests were made.

It's not the first time protesters have clashed. Remember, back in August two protesters literally went fist-to-fist in Portland on the roadway at the ramp to the Morrison Bridge. A Trump caravan also descended into the area that month too ... triggering violent confrontations and leading to 1 death.

MILWAUKEE (AP) — Democratic vice presidential nominee Kamala Harris met the family of a Wisconsin man shot by police last month to kick off her Labor Day visit to a critical swing state, while President Donald Trump assailed the Democratic ticket and tried to put the halting economic recovery under the best light.

Harris gathered with Jacob Blake’s father, two sisters and members of his legal team at the airport in Milwaukee while Blake’s mother and attorney Ben Crump joined by phone. Blake joined the conversation by phone from his hospital bed, and Harris told him she was proud of him for how he was working through his pain, his attorneys said in a statement. Harris also spoke individually to each member of the family and discussed Biden’s police reform agenda, they said.

Joe Biden met with the family last week in Milwaukee before visiting Kenosha, the city where police shot Blake.

The meeting kicked off a packed day of Labor Day campaign events, with Harris meeting International Brotherhood of Electrical Workers union members and Black business owners in Milwaukee. Vice President Mike Pence, also sent to Wisconsin, toured an energy facility in La Crosse before delivering a speech that touched on jobs, the economy and protests in Kenosha.

It has been more than half a decade since Nick Diaz set foot in the UFC Octagon, but if reports are accurate, he could be fighting again in early 2021.

The last time we saw Diaz in the Octagon was on the losing end of a unanimous decision in the UFC 183 headliner opposite Anderson Silva. That was on Jan. 31, 2015. The outcome of the bout, however, was changed to a no contest after Silva tested positive for drostanolone and androsterone and Diaz tested positive for marijuana.

Having done a recent 14-week diet and training regimen, Diaz's manager Kevin Mubenga told ESPN's Ariel Helwani that Diaz is 100 percent planning on fighting again and is targeting a bout in early 2021.

Nick's brother Nate is in discussions to run back his UFC 244 bout for the BMF title with Jorge Masvidal in the near future. The target for that fight has also been early 2021. Might we see the two Diaz brothers kick off the next year on the same fight card?

Diaz made his promotional debut nearly two decades ago at UFC 44 on Sept. 26, 2003. He has fought under the UFC banner on and off over the years, but has never held a UFC championship. Diaz made a notable run while fighting for Strikeforce, where he was the promotion's inaugural welterweight champion.

He fought for Strikeforce until then UFC parent company Zuffa LLC purchased the fight promotion and absorbed many of its top fighters, including Diaz.

Diaz has only fought four times since the UFC/Strikeforce consolidation. He defeated BJ Penn at UFC 137, then lost back-to-back championship opportunities against Carlos Condit and Georges St-Pierre, before the UFC 183 headliner opposite Silva.

Video After The Jump

A Florida corrections deputy has been placed on leave after going on the attack against a 17-year-old at a juvenile center ... and it's all on video.

The teenager, Terrance Devon Reed III, was taken to the hospital after the violent altercation with Sarasota County Deputy Neil Pizzo last week. The surveillance footage shows Reed sitting on a bench with his arms tucked in his shirt when Pizzo marches toward him.

As Reed stands up and takes his arms out, the deputy immediately goes for his throat. A struggle ensues before Pizzo throws Reed to the ground, but at no point does the teenager appear to fight back.

Another deputy jumps in to try to wrangle Reed's feet, and that's when Pizzo strikes the teen on the back of the head multiple times. Reed's then cuffed and helped to his feet ... but not before suffering abrasions to his head.

The altercation reportedly began after Reed -- who was previously arrested and charged with contempt of court, probation violations and cocaine possession -- became uncooperative in a police lineup.

That, of course, doesn't justify the violence by the deputy, and Sheriff Tom Knight says he's disappointed in what he saw and Pizzo's failure to de-escalate the situation.

Knight says he placed the deputy on administrative duty while an internal investigation is conducted.
