The Meridian Police Department on Wednesday released the dash cam video of a police officer using excessive force against a shoplifting suspect.
The video shows officer Daniel Starks pushing the suspect and tasing him while the suspect was in handcuffs. Starks has been terminated for the incident.
“[Starks] just said he knew he did wrong,” Meridian Police Chief Benny Dubose said Wednesday.
Dubose said Starks had been with the department for about a year and had a clean record “that we know of.”
Dubose said the July 16 incident began as a shoplifting report at the Walmart on Highway 19. Upon arrival, Starks attempted to arrest the suspect, who got away and fled in his van. Other officers were able to stop the van about 40 to 50 yards away. Starks pulled up moments later.
Starks, who was visibly angry in the video, pushed the suspect, tased him and later tried to lift him from the ground while the suspect was incapacitated. At one point, Starks pulled his taser again but did not discharge it.
“You’ve got to understand this guy just got hit with several volts of electricity,” the chief said. “… Often times, when a person is tased, they have to have a period of recovery.”
Meridian Police Capt. John Griffith said Starks used what is called a “drive stun” where the taser is placed directly on the body.
“We train [officers] to never use them when a suspect is being compliant,” Griffith said.
Dubose said Starks has not been charged criminally, but that could change if the shoplifting suspect decides to press charges.
"It was the swift action of other officers who were there," Dubose said about the termination, which occurred one week after the incident. "They chose to report it as soon as it happened because they were concerned."
The use of excessive force was reported to a supervisor, who passed it to police administration before getting the signature of Mayor Percy Bland, Dubose said.

(ESPN) UFC star Conor McGregor pleaded guilty to a single violation of disorderly conduct in Brooklyn criminal court on Thursday, for his involvement in an incident on April 5 at Barclays Center.
McGregor, who turned 30 this month, entered the plea as part of a deal worked out with the Brooklyn District Attorney's Office. The agreement involves no jail time and will not affect McGregor's travel visa. He will not have a criminal record.
Additional conditions of the deal include full restitution to the bus company for any damages suffered, which McGregor has already fulfilled, five days of community service and an anger management program lasting 1-3 days.
Prior to the deal, McGregor, of Dublin, had faced a possible 12 criminal charges related to the incident, including two felony criminal mischief charges. Those charges carried a maximum sentence of seven years in prison.
In April, McGregor was caught on video throwing a metal dolly into the window of a bus stationed inside the Barclays Center loading dock. The bus was carrying a group of UFC athletes and employees.
Two UFC fighters, lightweight Michael Chiesa and flyweight Ray Borg, reported suffering minor injuries to authorities and were ultimately pulled from their respective bouts on a scheduled pay-per-view event on April 7.
One of McGregor's teammates from SBG Ireland, professional MMA fighter Cian Cowley, was also arrested in April for his involvement in the attack. Cowley also pleaded guilty to disorderly conduct on Thursday.
The resolution of McGregor's criminal case may clear the way for a return to the Octagon later this year.
A potential lightweight title fight between McGregor (21-3) and current champion Khabib Nurmagomedov (26-0) could arguably be the biggest fight in UFC history. Nurmagomedov was on the bus that McGregor attacked, and was the target of the Irish star's actions.
McGregor has not fought in the UFC since November 2016. He made his professional boxing debut in August 2017, suffering a TKO loss to Floyd Mayweather in a highly lucrative crossover event.

Hands down this artist is something serious. Pelle Price brings lyrical destruction and hunger through his bars. His energy makes you want to get up out of your seat like you caught the Holy Ghost. Which I guess, coming from a profanity free artist, who is also a devout Christian...is exactly the vibe he wants to put out with his music of positivity and progression.
Pelle price gives so much to his music. His ability to flip with a turnt up sound over a hardcore instrumental only shows more how this is his calling. His message is one we don't hear any more. Plain and simple...be you..and make sure you are somebody. You will be turning up and chanting along "G Code G Code G Code G Code...God over Dollaz" and instilling a powerful message of betterment in your own mind before you know it. Pelle Price has definitely delivered, in our opinion, one of the best songs of 2018. Let's get some real music the attention it deserves. press play and share this joint alllll across your social media platforms. Everyone needs a taste of the new "G Code!!" And the video only makes the single 20 times better!!
The Civilian Office of Police Accountability released video Wednesday of the fatal shooting of 24-year-old Maurice Granton by a Chicago police officer. Granton, who police said was armed, was shot around 8:15 p.m. on June 6 in the 300-block of East 47th Street in the city's Bronzeville neighborhood. Tactical officers from the 2nd District were conducting a narcotics investigation in the area when police said Granton ran from them. Officers chased him and told him to stop. Police said that's when he pulled out a weapon and "an armed encounter between the offender and police ensued." Granton was shot in the back, according to the Cook County Medical Examiner's Office. He was transported to University of Chicago Medical Center, where he died. The medical examiner ruled his death a homicide. n, who police said was armed, was shot around 8:15 p.m. on June 6 in the 300-block of East 47th Street in the city's Bronzeville neighborhood. He was transported to University of Chicago Medical Center, where he died. The medical examiner ruled his death a homicide. His sister, Joanna Varnado, identified her brother's body after he was pronounced dead. She also said he was shot in the back.
"I didn't see any blood or anything on the front of him. I wasn't able to see the back because he was laying, of course, on his back. There was no blood stains, anything, on the front," Varnado said. Witnesses at the scene Wednesday night gave differing accounts of what happened. "I saw it! I was right there! I saw everything. He was laying over - I guess he ran through (there) trying to make it. I guess they thought he had whatever he had, but he didn't have no gun! That's my cousin!" said Princess Evans, an eyewitness and Granton's relative. A sergeant who was injured in the incident was transported to a hospital for treatment. A weapon was recovered at the scene. Police later tweeted a photo of the gun. Granton's family said the weapon in the photo was not his gun. "No, that's not his, he doesn't have a gun," said Kaeinji Jackson, sister. "There are eyewitnesses to say Maurice never pointed a gun," said Eric Russell, Tree of Life Justice League of Illinois. "They planted that gun. There's a coverup!" "He wouldn't even chance his life doing that, knowing he had two very young kids to come home to," said Tayshia Shaw, the mother of Granton's children. His relatives said the young father turned his life around after the birth of his two daughters. Granton has a criminal record that includes convictions for robbery and theft. But his relatives said, regardless of his past, he was running away from officers and was not a threat. The officer involved in the shooting was assigned to administrative duty for 30 days, per Chicago Police Department policy. The shooting remains under investigation.
