WASHINGTON (AP) — As the House prepares for impeachment, President Donald Trump faces a single charge — “incitement of insurrection” — over the deadly riot at the U.S. Capitol, according to a draft of the articles obtained by The Associated Press.
Lawmakers are set to introduce the legislation Monday, with voting mid-week. Pelosi’s leadership team also will seek a quick vote on a resolution calling on Vice President Mike Pence & Cabinet officials to invoke the 25th Amendment.
The four-page impeachment bill draws from Trump’s own false statements about his election defeat to Democrat Joe Biden; his pressure on state officials in Georgia to “find” him more votes; and his White House rally ahead of the Capitol siege, in which he encouraged thousands of supporters to “fight like hell” before they stormed the building on Wednesday.
A violent & largely white mob of Trump supporters overpowered police, broke through security lines & windows & rampaged through the Capitol, forcing lawmakers to scatter as they were finalizing Biden’s victory over Trump in the Electoral College.
“President Trump gravely endangered the security of the United States and its institutions of Government,” the legislation said.
The bill from Reps. David Cicilline of Rhode Island, Ted Lieu of California, Jamie Raskin of Maryland and Jerrold Nadler of New York, said Trump threatened “the integrity of the democratic system, interfered with the peaceful transition of power” and “betrayed” trust.
“He will remain a threat to national security, democracy, and the Constitution if allowed to remain in office,” they wrote.
House Speaker Nancy Pelosi says the House will proceed with legislation to impeach Trump as she pushes the vice president & the Cabinet to invoke constitutional authority to force him out, warning that Trump is a threat to democracy after the deadly assault on the Capitol.
A Republican senator, Pat Toomey of Pennsylvania, joined Republican Sen. TOKYO (AP) — More than 80% of people in Japan who were surveyed in two polls in the last few days say the Tokyo Olympics should be canceled or postponed, or say they believe the Olympics will not take place.
The polls were conducted by the Japanese news agency Kyodo and TBS — the Tokyo Broadcasting System.
The results are bad news for Tokyo organizers and the International Olympic Committee as they continue to say the postponed Olympics will open on July 23.
Tokyo is battling a surge of COVID-19 cases that prompted the national government last week to call a state of emergency. In declaring the emergency, Prime Minister Yoshihide Suga said he was confident the Olympics would be held.
Japan has controlled the virus relatively well but the surge has heightened skepticism about the need for the Olympics and the danger of potentially bringing 15,000 Olympic and Paralympic athletes into the country.
The Olympics could also attract tens of thousands of coaches, judges, officials, VIPs, sponsors, media and broadcasters. It is not clear if fans from abroad will be allowed, or if local fans will attend events.
Japan has attributed about 3,800 deaths to COVID-19 in a country of 126 million.
Japan is officially spending $15.4 billion to hold the Olympics, although several government audits show the number is about $25 billion. All but $6.7 billion is public money.
The Switzerland-based IOC earns 91% of its income from selling broadcast rights and sponsorships.
The American network NBC agreed in 2011 to a $4.38 billion contract with the IOC to broadcast four Olympics through the Tokyo. Police in Chicago and suburban Evanston say that at least four people are dead, including the gunman, and at least four others were critically injured during a shooting spree across both cities on Saturday.
Originally, police had reported that four victims had died in the shootings, but a woman who was shot in Evanston inside of an IHOP restaurant is still fighting for her life Sunday morning, according to an updated statement from authorities.
The man police believe was responsible for the shootings, identified as 32-year-old Jason Nightengale, was shot and killed during an exchange of gunfire with police outside of that Evanston restaurant, bringing to an end a string of murders that shocked the city.
The shooting spree began in the 5300 block of South East End Avenue at approximately 1:50 p.m. Saturday when Nightengale entered a parking garage and fired shots at a 30-year-old man, who was sitting inside a vehicle.
That man, who was later confirmed to be a student at the University of Chicago, was pronounced dead at the scene, according to Chicago police.
Approximately 30 minutes later, Nightengale entered an apartment building in the 4900 block of South East End Avenue. He fired shots at a woman, who was serving as a security guard at the building. She was taken to the University of Chicago Medical Center, where she was pronounced dead.
Another woman, 77, was inside the building retrieving her mail when she was hit by gunfire. She is in critical condition at the University of Chicago Medical Center, police said.
The gunman then moved down East End Avenue to another building and pulled a gun on a male victim, whom he knew, according to police. The man pushed the individual into his apartment and demanded the keys to his vehicle, and fled the scene in a red Toyota sedan.
At approximately 3:45 p.m., the suspect drove to the 9300 block of South Halsted Street and entered a retail location, where he announced a robbery. Police say he then fired shots, striking a 20-year-old man in the head. That man was taken to Christ Hospital, where he was pronounced dead.
An 81-year-old woman inside of the store was shot in the back and neck, and was taken to Christ Hospital, where she remains in critical condition.
At approximately 5 p.m. the gunman struck again, this time shooting a 15-year-old girl who was riding in a vehicle in the 10300 block of South Halsted Street. The girl was hit in the head, and was taken to Comer Children’s Hospital, where she is in critical condition.
Just five minutes later, Nightengale fired shots at a Chicago police vehicle that was investigating the previous shooting at the CVS location, striking the vehicle. No one was hit during that incident.
Nightengale then allegedly drove northward to a CVS pharmacy near the border of Chicago and Evanston, announcing a robbery Saturday evening. After firing at least one shot there, which did not strike anyone, he fled across the street to an IHOP restaurant.
Once inside, the gunman shot a woman in the head, according to Evanston police. She is in critical condition as of Sunday morning, according to authorities.
Nightengale then fired shots at Evanston police and they returned fire. He was hit multiple times by gunfire, and was transported to AMITA Health St. Francis Hospital, where he was pronounced dead.
Police are still unclear of a motive in the case, and Chicago and Evanston police are continuing to investigate the shootings.
A veteran US Capitol Police officer has died by suicide, authorities and reports said Sunday, a further blow to a department already reeling from the death of a member during last week’s riot.
Officer Howard Liebengood, 51, died on Saturday while off-duty, the department announced in a statement.
“He was assigned to the Senate Division, and has been with the Department since April 2005,” the statement read. “Our thoughts and prayers go out to his family, friends, and colleagues.
“We ask that his family, and other USCP officers’ and their families’ privacy be respected during this profoundly difficult time.”
The department did not disclose the circumstances of Liebengood’s death, but outlets and reporters including Jake Sherman, of Punchbowl News, said that the lawman took his own life, citing sources.
It was not immediately clear what spurred the act.
Liebengood’s death came as the department was still mourning Officer Brian Sicknick, who was pepper-sprayed and fatally bludgeoned with a fire extinguisher when supporters of President Trump stormed the US Capitol on Wednesday in a futile attempt to prevent the certification of Joe Biden’s 2020 election victory.
It was not immediately clear if Liebengood, like Sicknick, was on-duty at the time of the deadly riot.
The department itself is under intense scrutiny for the ease with which the mob overwhelmed Capitol Police and forced their way into the seat of American democracy.

Reports that quarterback Deshaun Watson is unhappy with the Houston Texans and could ask for a trade reached a new level Sunday morning on ESPN's Postseason NFL Countdown, where insiders Chris Mortensen and Adam Schefter revealed the possibility of a trade with the Miami Dolphins. According to Mortensen, as Watson's frustrations boil, a scenario where the Texans make a deal with the Dolphins for quarterback Tua Tagovailoa could unfold.
"Reports that Deshaun Watson is unhappy with the Texans are accurate," Mortsenen said. "After the team hired Nick Caserio as GM, it did not interview Chiefs (offensive coordinator) Eric Bieniemy as a head coach candidate, sources have confirmed. Watson has a new $156 million (contract), but ... the franchise's insensitivity on social injustice causes have been reinforced, and a source close to the quarterback says he very well could push for a trade.
"And get this — one scenario for a landing spot is the Miami Dolphins, trading places with Tua Tagovailoa to the Houston Texans. And you're not going to get anything but denials at this stage from both franchises, Adam, but this is an offseason puzzle we may be trying to put together."
Schefter, who added in a published report Sunday morning that the Texans would have likely hired Pittsburgh Steelers vice president of football and business administration Omar Khan as their general manager if they followed search firm Korn Ferry's recommendation, confirmed Mortensen's sentiments.
"Tua for Watson? We'll have some things to talk about here in the coming weeks," Schefter said. "And the other option at Watson's disposal in the opinion of people around the league would be this — withholding his services from the Houston Texans. That's how angry he's said to be. And again, it's only January. It's just getting started. Perhaps they can calm him down and talk to him. But that is also an option that the Texans would not want to see, where Deshaun Watson would wind up withholding his services, threatening to retire or at least not go to Houston. But this is an issue that's not going away."
Schefter included in his published report that ESPN Monday Night Football analyst Louis Riddick was a finalist with Khan before Texans owner Cal McNair reversed course, ignoring Korn Ferry's due diligence and instead hiring Caserio, formerly the New England Patriots' director of player personnel. A sudden decision by McNair rubbed Texans people wrong, Schefter said, most importantly including Watson.
Schefter added that Watson is "said to be furious" at the direction of Houston. McNair hopes to speak with Watson when the quarterback returns from vacation, but Schefter reported that league sources believe the result could be Watson holding out from playing if a deal is not made.

Busta Rhymes opened up about about both his incredible weight loss journey and a life-threatening health scare.
In a sneak peak at Monday's "Tamron Hall," the iconic rapper, 48, discussed the moment he realized he needed to transform his lifestyle after drastic measures were taken while filming the music video for "Czar" back in 2020.
"Confession," he began. "When I shot that video, there's a scene of me wearing all white with a head wrap. When I initially put that all white on, it showed how badly out of shape that I was on camera so we went in the dressing room & they duct taped my stomach down."
"I think the real moments that were cutting deep was when I started to hear the conversations from my kids," Busta explained. "The younger one, before he graduated from high school, sometimes when I would come out of the bedroom in the morning & I would put my hand out to give him a dap on the way to the bathroom or something & he would walk past me & instead of slapping me on the hand, he was slapping me on the stomach."
"He didn't mean no harm intentionally," he continued. "It was like him indirectly saying to me 'you got to rid of this gut, pop.'"
Busta would go on to lose 86 pounds, but not before he had a possibly life-saving appointment at a doctor's office.
"I was growing these polyps on my vocal cords, but what was making it worse was the behavior pattern -- the drinking & the smoking & the performing combined," he confessed. "I had to go to the throat doctor because I had to actually travel to Dubai to do a show that Friday. When that doctor saw what he saw, he immediately said 'Oh my god. I have to send you to the emergency room at UCLA Medical & I need you to get in this ambulance that I'm calling for you now.'"

A prominent follower of the baseless conspiracy theory QAnon has been charged over the US Capitol riots.
Jacob Anthony Chansley, known as Jake Angeli, is in custody on charges including violent entry and disorderly conduct.
Mr Chansley, who calls himself the QAnon Shaman, is allegedly the man pictured with a painted face, fur hat and horns inside Congress on Wednesday.
Donald Trump faces another impeachment charge for his role in the unrest.
Democrats accuse the president of encouraging the riots, in which five people died.
The FBI has been appealing to the public to help bring the assailants to justice.
A statement from the federal attorney for Washington DC said: "It is alleged that Chansley was identified as the man seen in media coverage who entered the Capitol building dressed in horns, a bearskin headdress, red, white and blue face paint, shirtless, and tan pants.
"This individual carried a spear, approximately 6 feet in length, with an American flag tied just below the blade."
The statement said police had also detained a man from Florida believed to have been photographed carrying House Speaker Nancy Pelosi's lectern from the House of Representatives chamber.
Adam Johnson, 36, is being held on charges including one count of theft of government property and one count of violent entry.
Also among those charged is West Virginia lawmaker, Derrick Evans. He is alleged to have posted a video of himself online, standing outside the building with Trump supporters, and then going inside.
He was arrested on Friday and is also accused of violent entry and disorderly conduct on Capitol Grounds, the Department of Justice statement said.
More than a dozen people have now been charged in offences related to the assault on the Capitol building. Here's the deal ... an Australian fan ponied up $750 to reserve 1 card from a box of 2019-20 Panini Flawless Basketball cards (a box generally runs around $7K).
The man lives thousands of miles away (and we're still in a pandemic), so an employee from Firehand Cards in Southern California pulled the card on Christmas Eve ... while the fan watched online.
Keep in mind ... the fan knew he bought a card, but had NO IDEA which one.
The card was a Zion NBA Logoman ... arguably the most sought after basketball card of the year. The card contains Williamson's signature, and patch from a game-worn jersey from his rookie season with the Pelicans.
The fan hit up Ken Goldin of Goldin Auctions, and they struck a deal to put the card on the auction block.
Goldin arranged for his nephew who lives in Cali to pick up the card from the shop ... and deliver it to PSA -- a premiere memorabilia grading service. A day later the card was graded mint condition, and is now on the auction block.
GA tells us they expect the card to bring in around $750,000 ... once the auction goes live January 11.
