The Biden administration will provide grant funding to pay for the distribution of safe smoking kits as part of efforts to reduce harm from substance abuse over the next 3 years.

A number of conservative news outlets reported in recent days that the administration would fund the distribution of crack pipes for drug users as part of a push to advance racial equality.

However, safe smoking kits are just 1 piece of equipment on a list of 20 items the Department of Health and Human Services (HHS) outlined on the grant application for its harm reduction program. The primary purpose of the program to reduce the risk of infection among drug users.

The Substance Abuse and Mental Health Services Administration (SAMHSA), part of the HHS, issued a Notice of Funding for the 2022 Harm Reduction Program Grant on December 8, 2021.

The deadline for applications was February 7, 2022—which may explain why it has been the subject of recent reports.

The 75-page application, which is still available to read online, explains that eligible applicants for the grant include state, local & tribal governments, as well as tribal organizations & community-based organizations, among others.

"The purpose of the program is to support community-based overdose prevention programs, syringe services programs & other harm reduction services."

The funding will be used for prevention activities to "help control the spread of infectious diseases & the consequences of such diseases for individuals with, or at risk of developing substance use disorders (SUD)."

One of the requirements for recipients of grant funding is to purchase "equipment & supplies to enhance harm reduction efforts." The application lists 20 examples.

These includes the "Safe smoking kits/supplies" that have been the focus of some recent articles regarding crack pipes. Other items on the list were infectious disease testing kits, safe-sex kits, including PrEP resources & condoms, syringes "to prevent & control the spread of infectious diseases" & screening for infectious diseases.

Wu-Tang Clan ain’t nothing to f*** with -- and neither is Ol’ Dirty Bastard’s widow ... 'cause now, she's taking the group's company to court.

Icelene Jones, the administrator of ODB’s estate, filed suit against Wu-Tang Clan Productions ... an org she says her hubby -- along with Ghostface Killah, Raekwon, and GZA -- signed a contract with back in 1992 ... which she alleges entitled those members to half of pretty much all the music they put out.

In the docs, obtained by TMZ, Jones claims that the agreement also obligated the company to pay ODB no less than 50% of net royalties from the exploitation of his image or likeness.


ODB died back in 2004, but his widow insists that the old contract still requires the company to continue paying Dirt McGirt's estate. However, Jones says she hasn't gotten what her late husband is owed ... and hasn't been able to get proper accountings from the company since at least 2011.

While she acknowledges at least a few payments have been made to her -- including a recent one for $130K back in July 2021 -- she alleges that’s nowhere near what’s actually due. Jones is claiming breach of contract and wants no less than a million bucks in damages.

Like her husband used to say ... bitch, better have my money!

A California couple accused of decapitating their children pleaded not guilty to child abuse and murder charges on Wednesday.

Lancaster, Calif., parents Maurice Jewel Taylor Sr., 35, and Natalie Sumiko Brothwell, 45, were charged in connection with the deaths of their 12-year-old son, Maurice Jr., & 13-year-old daughter, Maliaka.

In December of 2020 Taylor Sr. was taken into custody and hit with two counts of murder involving the deaths.

He also received 2 felony counts of child abuse under circumstances or conditions likely to cause great bodily injury or death involving his 2 other sons, ages 8 & 9 at the time.

Brothwell, who faces the same counts as Taylor Sr., was arrested last September at her home in Tucson, Ariz.

The older children were reportedly stabbed on Nov. 29, 2020 & not found by authorities until 5 days later.

The Los Angeles County District Attorney's Office confirmed the children were decapitated.

It also reported per the Los Angeles County District Attorney's Office that the younger children were shown the dead bodies of their older siblings and had to stay in their bedrooms with no food for days.

If convicted, Taylor Sr. faces a sentence of 57 years & 4 months to life behind bars. It is still unknown whether Brothwell will have the same sentence.

NEW YORK (Fox 5) - Less than 24 hours after fans gathered in Canarsie, Brooklyn to remember murdered drill rapper Tdott Woo, another aspiring teenage rapper was killed in Brooklyn. 18-year-old Jayquan McKenley, whose rap name was Chii Wvttz, was pursuing a drill music career on social media & streaming platforms.

Perry Williams said his son's music faced hard competition from the streets but his son should not have died like this.

"Our hip-hop is no long hip-hop anymore, & now, if you're not doing drill, you're not going to get no play," Williams said.

The hard-driving beats & dark, ominous sound of drill originated in Chicago. It was also heavily gang-affiliated there. It got a new life in Brooklyn & was brought into the mainstream by the late Pop Smoke. His friend & protégé, 22-year-old Tahjay Dobson, known as drill rapper T-Dott Woo, was shot & killed last Tuesday. He was killed in a drive-by hours after signing a record deal.

Police officials say the taunting & dissing in the lyrics of drill fuel the violence. They don't blame the music itself for violence but say that it makes a combustible mix with gangs & guns.

Joseph Gulotta is an NYPD Deputy Chief in Brooklyn.

He says, "These are geographical gang members. The drill rap definitely inflames the situation."

In response to the murders, drill music producer & Hot 97 DJ Drewski, who helped launch the career of Pop Smoke, says he is no longer playing any diss records. Some record labels claim they will no longer sign new drill artists.

Tyga just got some more good news in his domestic violence case ... we've learned he will NOT be hit with any criminal charges, as long as he stays out of trouble.

Tyga's case has been set for a hearing with the Los Angeles City Attorney's Office, where he'll sit down with prosecutors to talk about how to better handle domestic disputes in the future.

That's the educational part of this ... the other caveat is Tyga's got to keep his close nose clean, legally speaking, for the next year. If he doesn't, prosecutors could end up filing misdemeanor charges in the case -- so, they're still dangling that carrot.


TMZ broke the story ... Tyga was arrested on suspicion of domestic violence in October after his ex-girlfriend, Camaryn Swanson, accused him of putting his hands on her when they got in an argument at the rapper's home.

Tyga turned himself in to police and his bail was set at $50k.


The allegations haven't stopped Tyga from spending time with Camaryn -- as we previously reported, the exes are easing back into hanging out again.

We're told it's casual and not romantic at this point, but whatever they label their relationship ... there are some high stakes attached to it now for Tyga.

Spotify has called out Joe Rogan for "incredibly hurtful" comments, but they are holding firm ... he still has a place on its platform.

Spotify CEO Daniel Ek wrote a memo to staff, saying, "There are no words I can say to adequately convey how deeply sorry I am for the way The Joe Rogan Experience controversy continues to impact each of you."

Ek then zeros in on Joe, saying, "Not only are some of Joe Rogan's comments incredibly hurtful -- I want you to make it clear that they do not represent the values of this company. I know this situation leaves many of you feeling drained, frustrated and unheard."

It seems the comments are directed at Rogan using the n-word -- the full word -- on his podcast, although the COVID controversy may well be part of it.

And then, Ek pivots, explaining, "While I strongly condemn what Joe has said and I agree with his decision to remove past episodes from our platform, I realize some will want more."

Now the support ... "And I want to make one point very clear -- I do not believe that silencing Joe is the answer. We should have clear lines around content and take action when they are crossed, but canceling voices is a slippery slope."


Ek says his company will invest $100 million "for the licensing, development, and marketing of music and audio content from historically marginalized groups."

Too early to tell how this sits with the rank and file at Spotify.

IOSCO COUNTY, Mich. (WJRT) - Disturbing details this evening on what may have caused an Iosco County woman to allegedly murder her three year old daughter.

It was back in September when Justine Johnson's brother found a human foot sticking out of garbage bag.

Johnson was eventually arrested & has been found competent to stand trial.

The preliminary hearing was today & there was some disturbing testimony.

Justine Johnson told an investigator that she was watching SpongeBob on TV & the cartoon character told her to kill her child or face death herself.

It was at an Oscoda Township home in September when 22-year-old Justine Johnson's brother made the grisly discovery.

The body of Justine's 3-year old daughter, Sutton was found in a trash bag. She has been stabbed to death.

Johnson was not at the home when her daughter's body was discovered & an affidavit indicates police officers found her four & a half hours later, walking on railroad tracks in Oscoda Township.

A family member said she had been using drugs. Johnson was questioned but told the officers she did not want to talk about the death of her child.

But at today's preliminary hearing, testimony indicated Johnson told an investigator with Child Protective Services that she had been hallucinating & she heard a cartoon character tell her something.

Jim Bacarella is the Iosco County prosecutor.

"She said that the television, specifically SpongeBob told her she had to do this to the child or she would be killed," says Bacarella.

While Johnson has been found competent for trial, Bacarella says there is a second component to a psychological exam in criminal matters.

"Evaluation regarding criminal responsibility which is basically whether or not she knew the difference between right and wrong when this event occurred," says Bacarella.

That evaluation might be done as Johnson was bound over for trial on felony murder & first degree child abuse charges.

"That would be used if she chose to raise the affirmative defense of not guilty by reason of insanity," he says.

Wendy Williams‘ troubles continued to mount on Friday when the media personality asked a New York court to restore her access to a bank account containing a large sum of cash.

An attorney for the 57-year-old television host, whose health issues have sidelined her from her eponymous show since last summer, filed a petition 2 days ago asking a judge to force Wells Fargo to restore her access to an account holding “several million dollars.”

Williams has been locked out of the account for 2 weeks. Her petition said she has suffered “imminent & irreparable financial damage,” as a result.

“Wells Fargo’s actions & the actions of its agents have impeded & unlawfully prevented [Williams] access to her property,” the petition stated.

The bank previously told the court its agreement with Williams allowed it to “pause or reject instructions for a proposed transaction” if the company suspects “financial exploitation, dementia, or undue influence.”

In November, Williams’ brother denied reports that his famous sister suffers from dementia. Her attorney argued in their petition on Friday that Wells Fargo has exceed its authority, in part, because she hasn’t executed any transaction that would give the bank reason to pause or reject account access.

The petition requested that Williams’ account access be restored while she resolves her dispute with Wells Fargo via arbitration.

It asked the court to “reopen any frozen accounts or assets” & to let her access “any accompanying statements, currently identifiable as accounts and/or policies which contain funds that were removed and/or withheld” from her accounts within 48 hours from Friday.
