WASHINGTON (Associated Press) — After a decade of sending military equipment to civilian police departments across the country, federal officials are reconsidering the idea in light of the violence in Ferguson, Missouri.

The public has absorbed images of heavily armed police, snipers trained on protesters and tear gas plumes. Against that backdrop, Attorney General Eric Holder said that when police and citizens need to restore calm, "I am deeply concerned that the deployment of military equipment and vehicles sends a conflicting message."

Sen. Claire McCaskill, D-Mo., said police responses like that in Ferguson have "become the problem instead of the solution." Rep. Hank Johnson, D-Ga., said he will introduce legislation to reverse police militarization.

Sen. Carl Levin, D-Mich., chairman of the Senate Armed Services Committee, said his committee will review the program to determine if the Defense Department's surplus equipment is being used as intended.

One night after the violence that accompanied the presence of military-style equipment in Ferguson, tensions eased when a police captain, unprotected and shaking hands, walked through a crowd in a gesture of reconciliation. The contrast added to perception that the tanks and tear gas had done more harm than good.

As the country concludes its longest wartime period, the military has turned over thousands of surplus weapons and armored trucks to local police who often trained alongside the military.

A report by the American Civil Liberties Union in June said police agencies had become "excessively militarized," with officers using training and equipment designed for the battlefield on city streets. The report found the amount of goods transferred through the military surplus program rose from $1 million in 1990 to nearly $450 million in 2013.

"Every police force of any size in this country has access to those kinds of weapons now," said David Harris, a police expert at the University of Pittsburgh law school. "It makes it more likely to be used (and) is an escalation all by itself."

In Louisiana, masked police in full body armor carrying AR-15 assault rifles raided a nightclub without a warrant, looking not for terrorists but underage drinkers and fire-code violations. Officers in California train using the same counterinsurgency tactics as those used in Afghanistan.

"They're not coming in like we're innocent until proven guilty," said Quinn Eaker. SWAT teams last August raided his organic farm and community, the Garden of Eden, in Arlington, Texas. "They're coming in like: 'We're gonna kill you if you move a finger.'"

Police Militarization

Police found no drugs or weapons and filed no charges after their search, which authorities said followed standard procedure.

In 1990, Congress authorized the Pentagon to give surplus equipment to police to help fight drugs, which then gave way to the fight against terrorism. Though violent crime nationwide is at its lowest level in generations and wars in Iraq and Afghanistan have largely concluded, the military transfers have increased.

Police say the equipment, which includes free body armor, night vision goggles and scopes, keeps officers safe and prepares them for the worst case.

"A lot evolved from the military, no question," said Los Angeles County Sheriff's Chief Bill McSweeney, who heads the detective division. "Is it smart for them to use that stuff and perhaps look like soldiers from Iraq going into a place? Is that smart or over the top? I'd say generally that's smart. Now, if you use that every time a guy is writing bad checks, that's getting rather extreme."

The U.S. has provided 610 mine-resistant armored trucks, known as MRAPs, across the country, nearly all since August 2013, including at least nine in Los Angeles County, according to Michelle McCaskill, a spokeswoman for the Defense Logistics Agency.

In rural western Maine, the Oxford County Sheriff's Office, which had not reported a murder in more than 20 years, asked for an MRAP. Cpl. George Cayer, wrote in his request that Maine's western foothills face a "previously unimaginable threat from terrorist activities."

In Orange County, Florida, masked officers in tactical gear helped state inspectors raid barber shops in 2010 to find people cutting hair without a license. Using a mini battering ram and pry bar at times, police arrested dozens of people. Officials said they found illegal items such as drugs and a weapon.

McSweeney said it's hard to argue that police shouldn't use the best equipment available.

"It's tempting to say, 'Shouldn't we wear these things? Shouldn't we approach this as if we could get shot?'" he said. "How do you say no to that question?"

Nick Gragnani, executive director of the St. Louis Area Regional Response System, said such supplies have proved essential in hurricane relief efforts and other disaster responses.

"The shame of it will be ... if somebody does a brushstroke and takes out all the funding and then we can no longer be prepared for that big incident," he said.

The LAPD's deputy chief, Michael Downing, who heads the department's counterterrorism and special operations bureau, said officers are dealing with "an adversary who is more sophisticated, more tactically trained."

Police Militarization

Downing emphasized that though police might train with soldiers, they're not warriors with a mission to kill but public servants with no "enemies."

"In police work there are times we have to become soldiers and control through force and fear," Downing said. "But we have to come back to being a public servant as quick as we can to establish that normality and that ethical stature with communities, because they're the ones who give us the authority to do our police work."

Remy Ma was recently released from prison after serving six years. BET caught up with the Bronx, New York native to find out who was there for her when she needed help.

The first two names that popped into Remy's head were Keyshia Cole and 50 Cent.

“When I needed letters for my appeal,” Remy said. “Saying that if in fact I was released I would have a job and this is how I would stay out of trouble and reintegrate into society. 50 Cent had no problem not once, but twice signing letters saying that ‘She would definitely have somewhere to work.’ And it wasn’t a delay. I didn’t feel like I had to chase anybody around…I think they genuinely felt for my situation. They really understood that not only was—Like they didn’t look at me as Remy Ma the rapper. I was Remy and ‘Whatever you need I got you.’ And I never felt like anybody I was talking to was fake or just saying it because I was on the phone with them. Cause for what? They didn’t have to.”

After one night of peace chaos has resumed in Ferguson, Missouri.

What's become clear is that there are two distinct groups of citizens on the streets of the city following the shooting death of unarmed 18-year old Michael Brown.

Peaceful protesters are disgusted by criminals who are using this opportunity to loot and destroy property. Protesters tried to stop thieves from robbing businesses by telling them they are making the city look bad Saturday morning, August 16th. Their pleas fell on deaf ears.

The protesters stood in front of businesses to protect them, but when they left the looting resumed.

An employee of Sam's Meat Market spoke to a News 4 reporter as he stood in the middle of the business that had been completely gutted by criminals.

"I'm very disappointed in what happened tonight," he said. "I've been a resident of Ferguson for 25 years. We don't need this type of thing going on in Ferguson. People that went inside this store are not anyone that are part of the protests. These were opportunists."

Looters also hit a liquor store taking everything they could get their hands on, including alcohol, the cash register, cigarettes, cigars and more.

Other businesses gutted this morning include a beauty supply store and an electronics store. The owner of Beauty Town, which has been hit twice this week, estimates the store has lost $100,000 in merchandise.

News 4 reports that 100 police in riot gear moved in to disperse the out of control crowd. 1 officer was injured by a thrown brick.

One person was shot during the chaos and had to be rushed to Christian Northeast Hospital. Their current condition is not known.

After a week on the run Jon Koppenhaver has been captured. The former Bellator and UFC fighter, who changed his name to War Machine in 2008, was taken into custody at a hotel outside of Los Angeles by Simi Valley Police and U.S. Marshals, according to TMZ. He didn't resist arrest.

He faces 7 charges stemming from the attack on former girlfriend, porn star Christy Mack and her new boyfriend Corey Thomas at her Las Vegas home on Friday, August 8.

Koppenhaver says he went to Mack's home to give her an engagement ring when he found Thomas there. Mack claims he split up with her in May

War attacked the couple, leaving Thomas with a broken nose and 2 black eyes. After throwing Thomas out of the house, the MMA fighter brutally beat Mack. She suffered 18 broken bones, missing teeth, fractured ribs and a ruptured liver from a kick to her side.

Police also went to his San Diego apartment to remove two exotic snakes that could no longer be cared for. Dog the Bounty Hunter was also there. He told San Diego County Animal Control that he caught Koppenhaver, which wasn't true.

The release of surveillance video that allegedly shows Michael Brown committing a strong-arm robbery minutes before he was killed has angered his family.

The family called a press conference and aired their grievances through their attorney, Anthony Gray.

"We're here to talk about the latest events that have come out in the media and [Ferguson Police Chief Tom Jackson's] to release the still pictures and the video," Gray said. "The family feels that was strategic. They think it was aimed at denigrating their son. It was a character assassination attempt."

Gray added that things could once again erupt into violent protests because of the way Jackson handled the situation.

"At a time when the highway patrol has been called in, where we got a calm going on in the community," Gray added. "We're finally reaching a point where things have settled down he's now inciting the community all over again. If you get this kind of negative, violent reaction to this it won't be on anybody's part on this side."

MIAMI, FLA (August 15, 2014): Momma Dee, the saucy star of VH1′s hit show, “Love & Hip-Hop: Atlanta,” has chosen the first three models for her Shoot Fit for a Queen, which will be taking place in Miami, Florida, on September 20th. The two day event will feature many surprises that will be announced in the coming days.

Trena Collier (IG: @IamTrenaCollier) is a Miami native who is currently studying to be a pharmacy technician. A wife & mother before all else, the petite bombshell brings class with a bit of urban flair. Christina Rodriguez (IG: @ChristinaRay13) is a Houston native who runs her own blog when she’s not modeling. The lovely Latina has an amazing back story, which she will share with others during the shoot. Finally, Tristan Hosten (IG: @TristanHosten) comes to the shoot from North of the Border; a Canadian native, and the granddaughter of former Miss World winner Jennifer Hosten, Tristan has appeared in features on Thisis50.com, XXL Magazine, and Black Book VIP’s. Hosten comes to the shoot courtesy of HipHop.ca.

“I am pleased to see such a great range of wonderful, gorgeous women who are queens in their own right representing my brand,” said Momma Dee. “This Shoot Fit for a Queen is the perfect platform for these women to properly represented in a positive, empowering light.”

Momma Dee has also indicated that the search is still continuing for additional girls to be part of the shoot; in total, 12 women will be selected to participate, and slots are filling quickly and are being competed for in a heated way, with women from all over the country — and, indeed, the world — vying for a chance at world class exposure and an unparalleled career launch.


“So many people pay thousands of dollars for a photo shoot that goes nowhere and does nothing for their career,” she said. “But I have a shoot that’s FIT FOR A QUEEN.”

Momma Dee (real name: Deborah Gaither)first made the announcement about the shoot on her Instagram two weeks ago; since then, the response has been overwhelming.

For $750, models will get:

  • a photoshoot with world-class photographer Scott Church, whose work has appeared in Playboy, Cosmopolitan, Men’s Health, and Penthouse (amongst countless other magazines);
