CHICAGO (AP) — Chicago’s police oversight agency is investigating a white officer’s struggle with a Black woman who was walking her dog in a lakefront park, an encounter the woman’s attorneys allege became violent & was “an obvious case of racial profiling.”
Chicago’s Civilian Office of Police Accountability opened its investigation Sunday of the officer’s interaction with the woman.
Mayor Lori Lightfoot said Monday she was “deeply concerned” by video of the incident that has been widely shared on social media & Chicago’s police superintendent asked the public for patience as the incident is investigated.
A law office representing Nikkita Brown said in a statement that she was near the lakefront with her dog about 12:10 a.m. Saturday when a Chicago police officer approached her for being in the area after the park was closed.
In the two-minute-long video recorded by a bystander, Brown & her dog appear to be walking away from the officer as he follows closely & at one point Brown turns around with her phone in her hand & stops.
Moments later, the officer appears to reach for Brown’s phone & then grabs Brown, who can be heard yelling, “Let go!” as she struggles to break free.
Brown’s attorneys accused the officer of “violently” attacking their client “for absolutely no reason.”
“He attempts to tackle her, all while groping her body as she screams for help,” the attorneys say. “This unprovoked attack lasts for approximately two minutes, during this time Ms. Brown’s phone is knocked from her hands and she is knocked out of her shoes.”
When Brown is finally free, she can be seen on video picking up her phone off the ground before walking away with her dog. Brown’s attorneys said she returned home, called 911 and filed a report with a sergeant, though the attorneys said she hasn’t received a copy of that report.
They allege the encounter was racially motivated, noting there were several other individuals in the park that night, including a group of about four white people walking some distance behind Brown.
“This was an obvious case of racial profiling,” the attorneys said in their statement, which said that Brown is suffering “emotional trauma” from the “brutal, unprovoked & unlawful attack.”
The Chicago Police Department said it was aware of the video & referred the matter to COPA, which opened an investigation shortly after being notified of the incident.
Ephraim Eaddy, a spokesperson for the COPA, told the Chicago Sun-Times that the agency has been in contact with Brown’s attorney.
Chicago Police Superintendent David Brown said Monday morning that the officer seen in the video had not yet been interviewed by COPA investigators.
“Apparently there was a closure of that area of the beach & then that precipitated the interaction. We don’t yet know what was done or said. All we know is this person was not arrested & yet the officer had, obviously you see the interaction on the video,” he said at a news conference.
Brown asked the public for patience as the incident is investigated and to “allow COPA to do its job and get to the bottom of what happened.”
NEW YORK (AP) — After several days of testimony from women claiming they were groomed & sexually abused by R. Kelly, a man took the witness stand at Kelly’s sex-trafficking trial in New York City on Monday to say the R&B star exploited him in the same way when he was a high school student.
The witness, taking the witness stand in federal court in Brooklyn without using his real name, told a jury how Kelly lured him to his Chicago-area home in 2007 with false offers of helping him with his fledgling music career.
Kelly asked the alleged victim, then 17, “what I was willing to do for music,” the witness said. He replied, “I’ll carry your bags. ... Anything you need, I’ll be willing to do.”
“That’s not it. That’s not it,” he said Kelly responded before asking him if he ever fantasized about having sex with men. He described how Kelly then “crawled down on his knees & proceeded to give me oral sex,” even though, “I wasn’t into it.”
Afterward, “he told me to keep between him & me,” he said.
In a later episode, Kelly “snapped his fingers three times” to summon a naked girl from where she was hiding under a boxing ring to give Kelly & the witness oral sex, the man told the jury.
He kept seeing Kelly after that because “I really wanted to make it in the music industry,” he said.
Kelly, 54, has repeatedly denied accusations that he preyed on victims during a 30-year career.” His lawyers have portrayed his accusers as groupies who are lying about their relationships with him.
Earlier Monday, a woman testified that Kelly sexually assaulted her at age 17 following a performance in Miami in 1994. The witness, also testifying without using her real name, claimed that Kelly’s cronies took her & a friend to his dressing room after the show before he pulled down her shorts & forced her to have unprotected sex.
“I was in complete shock,” she said. “I didn’t know what to say at all. I basically went blank.”
Afterward, she & her friend “unlocked the door & ran out of there,” she said.
On cross-examination, defense attorney Deveraux Cannick pressed the witness on why, after someone allegedly “raped you,” she waited more than two decades to contact law enforcement.
“Because I didn’t want to feel more shame & trauma,“ she said.

RIO DE JANEIRO (AP) — Bank robbers armed with explosives and high-powered rifles plunged a city in Sao Paulo state’s interior into terror early Monday, taking civilians hostage & even putting some on their cars while making their escape.
Video shared on social media showed a booming shootout & men dressed in black marching hostages down a street in Araçatuba, 323 miles from Sao Paulo & home to almost 200,000 people.
After ransacking at least two bank branches, the criminals drove away with hostages atop their cars’ roofs and hoods, clinging on to keep from sliding off. Another hostage stood with his torso protruding from an SUV’s sunroof and his hands held in the air.
At least three people were killed in the clash, two of whom were civilians. One was a local businessman who went to the location to film the attack & the other a delivery boy. Local media reported the third person killed was a criminal.
Large-scale bank heists have become more frequent in recent years, with hostages used as human shields. Last July, a group of criminals stormed Botucatu, &, over two days in December, two cities on opposite sides of the country.
The coordinated attack on Monday involved dozens of criminals & at least 10 cars. They reportedly used a drone to monitor the movements of police who were struggling to respond to the assault. The criminals had burned vehicles in strategic locations to impede access.
Araçatuba’s mayor, Dilador Borges, said authorities believe undetonated explosives remain in some areas of the city center & called on residents to remain in their homes.
Local media reported that branches belonging to state banks Caixa Federal & Banco do Brasil were the ones targeted. In a response to a request for comment, Caixa said it only provides information about crimes to police. Banco do Brasil said it is collaborating with authorities & that it doesn’t disclose the amount of money stolen in robberies.

CHICAGO (AP) — A Black man who was left paralyzed from the waist down after he was shot by a white police officer in Wisconsin expects to be walking soon, an accomplishment he says is tempered by fears of it happening again.
Jacob Blake Jr. was shot seven times by a Kenosha police officer in August 2020, three months after George Floyd was killed by police in Minnesota. Blake’s shooting set off days of violent protests in the city of about 100,000 people located midway between Chicago & Milwaukee.
Blake tells CNN he was able to take a few steps during his son’s birthday celebration this past week, which he compared to sliding his legs through a woodchipper. Although he was “so geeked” by the moment that followed months of physical rehabilitation, he is not claiming victory.
“Yeah, I’m here, & yeah I’m about to be walking, but I really don’t feel like I have survived because it could happen to me again,” Blake said. “I have not survived until something has changed.”
Blake said he continues to relive not only his own shooting, but other gun violence in the Black community. Last month, during Fourth of July fireworks when Blake was in Chicago with family, he called 911 over what he later realized was an anxiety attack.
“I’m hearing these booms (fireworks) & it’s not scaring me because I got shot, it’s scaring me because all of those people have gotten shot so every time a boom went off, I’m kind of imagining people dying,” Blake said.
Blake was shot by Kenosha police Officer Rusten Sheskey after he & two other Kenosha officers tried to arrest Blake on an outstanding warrant. A pocketknife fell from Blake’s pants during a scuffle. He said he picked it up before heading to a vehicle to drive away with two of his children in the back seat. He said he was prepared to surrender once he put the knife in the vehicle. Sheskey, who was not charged, told investigators that he feared for his own safety.
The shooting touched off chaotic protests in the Kenosha area, during which time an Illinois man allegedly shot & killed two demonstrators & wounded another. Kyle Rittenhouse faces two charges of felony murder and one charge of attempted felony murder in the attack that left Blake “furious” & “angry.”
“For the reasons they said they shot me, they had every reason to shoot him, but they didn’t,” Blake said. “Honestly if his skin color was different, and I’m not prejudiced or a racist, he probably would have been labeled a terrorist.”

NEW YORK (AP) — A 24-year-old man was fatally shot by police in the Bronx early Sunday and his father was taken into custody in connection with the shooting.
The incident occurred at about 4:15 a.m. approximately a block away from the 46th Precinct station house. NYPD Chief of Patrol Juanita Holmes said two off-duty officers had finished their shift and were leaving the building when they saw the 24-year-old and his 45-year-old father in a dispute with a group of people.
The younger man shot at the group and then turned and fired at the officers, according to Holmes. They returned fire, striking him in the torso. The man’s 45-year-old father then picked up the gun and fired at police before he was subdued, Holmes said.
Neither man was identified. The son was taken to a hospital where he was pronounced dead, and his father was being detained. It wasn’t immediately known what sparked the dispute between the two men and the group, or whether anyone in the group was injured.
Neither officer suffered injuries, Holmes said. The shooting remained under investigation.
