Observe & Report? Cops Watch Brawl In Middle Of The Street & Don't Try To Stop It [Video]

Video After The Jump Somebody's going to get fired, or maybe get promoted, not sure how this stuff is working anymore. A brawl breaks out in the middle of the street, and three cops just watch the action. I was thinking they could be rent-a-cops, but a couple of times they get close to the fight like they want to break it up, then let it keep going. Good to see taxpayer dollars hard at work.
