LITTLE ROCK, Ark. (AP) — The family of a man who died from dehydration & malnutrition while being held in a west Arkansas jail filed a federal lawsuit Friday claiming jail staff ignored his medical & mental health needs.

Larry Eugene Price Jr. died at the Sebastian County jail in August 2021, after being held a little over a year at the facility awaiting trial on a terroristic threatening charge. Price, 51, who had a history of serious mental illness, had been held in solitary confinement at the county facility.

By the time emergency services arrived at the jail to attempt to resuscitate, Price, normally a solid man of 185 pounds, weighed just 90 pounds. Yet, even after his death, the jail monitors continued to give reports stating, "Inmate and Cell OK."

He was found with his eyes wide open, naked, starved, dried saliva on the corners of his mouth, in a pool of standing water so large his feet had shriveled. He had long since had his medication taken away. Toward the end, he had resorted to eating his own feces & drinking his own urine.

The lawsuit was filed against Sebastian County & Turn Key Health Clinics LLC, the jail’s medical provider, along with 2 employees of Turn Key. It also lists several unnamed employees of the county jail & Turn Key as defendants.

Price was arrested in August 2020 after he walked into the Fort Smith Police Department & threatened officers while pointing his finger as if her were pulling an imaginary trigger. Price, who also had a developmental disability, was homeless at the time of his arrest.

The lawsuit accuses the jail & its provider of violating Price’s constitutional rights & seeks compensatory & punitive damages.
