UNION CITY, Ga. (AP) — An Atlanta police officer who shot and killed a Lyft driver who was driving him home was arrested and charged with murder, authorities said.
Koby Minor, 34, was being held without bond after his arrest early Wednesday in Union City, an Atlanta suburb, according to Fulton County Jail records. The slain man was 35-year-old Reginald Folks, of Atlanta, the county medical examiner’s office said.
Court records didn’t list an attorney who could comment on the murder and aggravated assault charges, and attempts to find a working phone number for family members were unsuccessful.
A woman who stopped her car when she saw Minor waving for help after the shooting told Union City police Minor told her that the Lyft driver “is in a gay fraternity and was trying to recruit” him and that he thought he was being kidnapped, according to an arrest affidavit obtained by WSB-TV.
Minor told police that he called for a Lyft as he was leaving an Atlanta police officer’s home early Wednesday morning. As they traveled down a road, Folks began speaking on the phone in a language Minor didn’t understand, he told police.
Minor said he asked Folks to stop so he could get out of the car and then tried to get out at a red light, but the door was locked and wouldn’t open, the television station reported.
Minor told police he didn’t know if the driver was gay but shot him about three times when Folks reached into the back seat. After shooting Folks, Minor broke a window and exited the vehicle.
Minor was on unpaid leave at the time after an arrest on drug charges on Christmas Day last year. Minor had worked for the Atlanta Police Department since 2018 and on Wednesday submitted his immediate resignation.

More than a decade after 3 people were found dead inside a car that had been abandoned along the side of a Georgia highway, authorities have arrested 4 suspects, including an assistant principal at a middle school outside of Birmingham, Alabama.
Earlier this month, a grand jury indicted that man, 45-year-old Keante Harris, on 3 counts of malice murder for his alleged involvement in the 11-year-old killings. The indictment similarly charged 3 other suspects, Kenneth Thompson, Kevin Harris & Darrell Harris, with 3 counts each of malice murder.
Authorities say the murders took place in Clayton County, just south of Atlanta. All 3 victims were tortured & killed before their bodies were put into a 2010 Dodge Charger that was eventually discovered along Interstate 85. Their bodies were found inside the vehicle on Jan. 13, 2013.
"The victims were lured to a residence on Magnolia Drive in Jonesboro where they were forced into the residence at gunpoint. Later, they were loaded into the back seat of a Dodge Charger & taken to Fulton County."
The victims had been beaten & strangled to death. They were identified as Cheryl Colquitt-Thompson, Quinones King & Rodney Cottrell, all of whom were residents of Montgomery, Alabama.
Walter Gonsoulin, superintendent of Jefferson County Schools, confirmed Harris' position at McAdory Middle School.
"Per standard procedure, Mr. Harris has been placed on paid administrative leave. As more facts become available, we will act according to our district's policy," said Gonsoulin.

A suspect has been arrested on murder charges stemming from the brutal killing of a 64-year-old man in SE Houston last week.
According to Houston Police Department, authorities believe Karon Fisher, 20, is responsible for the killing.
Security footage from a neighbor near the scene of the crime captured the events as they transpired.
Steven Anderson is walking on Woodridge Square Drive to pick up his mail, when a white Dodge Charger comes bounding towards him. He notices in time to make a quick motion backwards, but the vehicle speeds up and turns towards him before hitting him. After running him over, the vehicle reverses over him a second time.
A short time later, as neighbors appear to be calling emergency services, an individual—believed to be Fisher—is seen flipping Anderson over, straddling him and kissing him as he lies on the ground lifeless. Then, the suspect wields a knife and stabs him several times.
Officers found Anderson nonresponsive with multiple stab wounds, and he was pronounced dead at the scene.
Fisher—who is identified as male in DPS records but referred to with she/her pronouns in the police report—was quickly located and questioned by detectives. She was then charged with murder and taken into Harris County Jail, where she is being held on a $2 million bond.
