SALT LAKE CITY (KUTV) — Two little boys, Odin Ratliff & Hunter Jackson, both 3 years old, lost their lives police say due to a parolee with an extensive criminal history that the Board of Pardons & Parole continued to grant parole to.

The boys were playing with toy trucks in a small corral at the Cedar Valley Stables when Kent Cody Barlow, 25, a convicted felon on parole, high on meth was traveling up to 100 mph before crashing through several fences & hitting the boys.

Barlow has been in & out of prison & jail & on & off probation & parole in his young life. He was first granted parole on February 19, 2019. By that summer, Barlow began to have problems complying with the terms of his parole agreement.

Six months later, on August 23rd, he absconded from parole. He was seen by Cottonwood Heights Police driving a stolen motorcycle. Barlow then stole a Draper Police car & led police on a high-speed chase before he was eventually captured.

In January 2021, Barlow was convicted of theft, theft by receiving stolen property & counts of failing to stop for police after leading Draper Police on that high-speed chase. Court records show Barlow was sentenced to 1 to 15 years in prison for the incident. The Board of Pardons and Parole revoked his parole last September & turned around & granted Barlow another chance at parole & month later, in October. The question now is why?

Additionally, we obtained an original parole violation hearing recording from the Board of Pardons & Parole which took place on September 16, 2021. The hearing officer read aloud 18 parole violation allegations.

Barlow admitted to 14 of the parole violations during the hearing and denied four of the allegations. His parole was revoked on September 28, 2021. The parole hearing officer asked him what happened after he was paroled. He said, “I went back to the thing I did know which was using drugs & was on a downward spiral from there which led me to committing the crimes I committed on the 23rd,” referring to August 23, 2019. With all that, the Board again granted Barlow parole on October 26, 2021.
